초록

대한불교조계종의 출가자의 현황과 출가제도의 문제점에 대해서 살펴보았다. 현대사회는 출가수행자의 길을 선뜻 선택할 수 있는 사회적인 분위기가 아니다. 최근에 들어서 출가자의 숫자는 점차적으로 감소되고 있는 것이 현실이다. 이러한 추세로 간다면, 불조의 명맥조차도 단절되지 않을지 심히 염려스럽다.
현행 종단의 출가제도에는 구조적인 문제를 지니고 있음도 부인할 수 없다. 첫째는 저출산 시대에 맞는 출가자 양성정책과정을 세워야 한다. 조계종단의 미래를 볼 때, 최소한 출가자의 숫자가 20,000명은 되어야 하고, 사찰 수는 10,000개가 있어야 한국전통불교의 명맥을 유지하고 국민을 포교하고 가람을 수호할 수 있을 것이다. 그러나 현재와 같은 제도라면 지금보다도 숫자가 줄어들 것으로 전망된다. 이를 해결하기 위해서는 젊은 출가자들이 대거 득도할 수 있는 방안을 모색해야 한다. 군법사나 군법당을 통한 출가자 양성과 권유도 중요한 방법 중 하나이며, 출가에 대한 홍보프로그램의 전문화, 단기출가체험학교의 운영 등도 도입해야 한다.
또 한편 유ㆍ소년들의 출가를 유도하여 세간에 물들지 않은 동진출가제도의 방안도 모색되어야 한다. 과거에는 동진출가를 최상의 출가로 생각하였으나 현재는 학력이나 연령을 기준으로 삼다보니 동진출가의 길을 막고 있는 셈이다. 무엇보다 불교계의 어린이포교나 청소년회관의 운영, 어린이집이나 유치원 등도 중요한 방안 중하나일 것이다.
다음으로 고령화시대에 맞추어서 출가연령의 제한도 완화해야 한다. 현재는 50세 이하만 출가할 수 있도록 규정하고 있지만, 이제는 그 이상도 풀어야 한다. 완전히 개방하기가 어렵다면, 고령자의 출가에 대해서는 특별전형위원회를 설치하여 고령자도 진정한 발심출가의 의지가 있다면, 길을 막지 말아야 한다. 이는 부처님의 계율정신에도 어긋나는 일이다. 한편 고령자 가운데는 사회에서 봉직했던 전문분야를 잘 살려서 특수분야 포교사로 활동할 수 있도록 한다면, 종단으로서는 중요한 인재를 영입하는 경우가 되므로 일거양득이 아닐 수 없다.
또한 장애자 출가문제이다. 부처님의 교단은 사회로부터 존경 받는 공동체가 되어야 하므로 신체적인 장애나 질병이 출가의 길을 막을 수 있다. 부처님 당시의 초기교단에서는 출가의 길에 차별법이 없었으나 점차적으로 사회로부터 비난이 일자 부처님께서는 차법을 제정하였다.
그러나 오늘날 현대사회에서는 장애자나 질환자에 대한 어떠한 차별도 해서는 안 된다. 그럼에도 불구하고 장애자들의 출가를 봉쇄한다면 이는 엄연한 장애차별이라고 하는 인권문제에 크게 저촉된다. 물론 종교나 종교인이라고 하는 특수한 경우이지만, 성직자로서의 업무나 수행을 하는데 특별한 지장이 없다면, 출가의 길을 허락해야한다. 이러와 같은 장애자출가 문제도 특별전형위원회를 두어서 엄격한 심사를 거처 출가를 허락할 수 있어야 할 것으로 생각된다.

This research studies about current state of entering the Buddhist priesthood in Korean Buddhist Jogye Order and issues in the system of entering the Buddhist priesthood. Current society does not have social atmosphere where you can easily choose to become a Buddhist priest. In such trend, there is a doubt whether the founder of Buddhism is inherited.
Also it cannot be denied that current system of entering Buddhist priesthood in the religious order has structural problems. First, training policy course for Buddhist priest must be established which fits with the period of low-birth. In looking at the future of Jogye Order, minimum number of Buddhist priest must be 20,000 and 10,000 temples are required in order to maintain life of Korean traditional Buddhist, evangelize people and protect Buddhist temples. However, in a current system, it is forecasted that the number will decrease even lower than now. In order to resolve this, a method for spiritual awakening of large number of young Buddhist priests must be sought. Training buddhist priest and suggestion through Gunbeopsa(Military Buddhist priest) or Gunbeopdang(Military Buddhist Sanctuary) are also one of the important methods while specializing promotion program about joining Buddhist priest and operating short-term joining Buddhist priest experience school must be introduced.
Furthermore, by inducing youths and young adults' joining Buddhist priest, a method of Dongjinchulga(Dongjin; Another name for a Buddhist novice, or a young boy who has not yet taken the vow to becom a monk, chulga; Renunciation of the secular life to become a monk, join the monastic order) system which people are not dyed in the world must be sought. In the past, Dongjinchulga was regarded as the best way of joining the Buddhist priesthood but nowadays, the standard is set according to academic career or age and these are blocking Dongjinchulga. Above all, Buddhist evangelising children, operating youth center, childcare center or kindergarten are also one of the important methods.
Next, limit on joining the Buddhist priesthood age must be loosened in accordance with the aging society. Currently, it is regulated that only people under 50 years can join the Buddhist priesthood, but it must be loosened over this age. If it is difficult to fully open, special screening committee must be established regarding older people's joining the Buddhist priesthood so if an aged has a sincere will to join the monastic order, there must be no restriction. This is against religious percepts of Buddha. In the meantime, by reviving special field of aged priest who served in the society and allow them to act as evangelists of special fields, it will be a case to adopt key human resources in the religious order so it will be like killing two birds with one stone.
In addition, there is an issue about disabled people's joining Buddhist priesthood. Buddha's religious order must be a community which gets respect from a society therefore physical disability or disease cannot block a way of joining Buddhist priesthood. In the early religious order of Buddha's period, there was no law on discrimination in a way to joining Buddhist priesthood but as there arose criticism from society, Buddha set a differentiation law. However, in current society, there should be no discrimination against disabled or people with illness. In spite of this, if disabled people's joining Buddhist priesthood is closed, it largely conflicts with humanitarian issues called discrimination against disabled. Of course it is a special case of religion or religious people but if there is no inconveniences in carrying on duty or training as priests, joining Buddhist priesthood must be allowed. Issues such as disabled people's joining Buddhist priesthood also must have a special screening committee, passing strict screening and allow to join Buddhist priesthood.
