보증보험시장 개방의 쟁점과 정책적 시사점에 관한 연구 (A Study on the Issue and Policy Implications of Opening the Guarantee Insurance Market)

초록

우리나라는 보증보험을 경제성장을 위한 주요한 금융정책수단으로 인식하고, 이를 효과적으로 수행하기 위하여 보증보험 시장구조를 독점적인 형태로 유지하여 왔다. 현재도 한국의 보증보험의 운영은 서울보증보험(주)의 독점체제로 운영되고 있다. 이는 1998년 외환위기 과정에서 보증보험산업 구조조정의 일환으로 한국보증보험(주)과 대한보증보험(주)의 합병과 공적자금 투입으로 형성된 보증보험시장의 모습이다. 그러나 실제 보증보험시장에서는 다양한 보증기관들이 존재하고, 보증의 목적이 동일하거나 대체성을 가진 보증보험상품을 판매하고 있다. 이는 서울보증보험(주)이 상품의 내용이나 가격 등으로 보험시장에서 실질적으로 경쟁을 하고 있다는 의미이다.
그럼에도 불구하고 보증보험시장의 독점체제에 대한 비판과 개방에 대한 논란이 끊임없이 진행되고 있다. 그 이유는 외형적 모습에서 보증보험시장은 서울보증보험(주)의 전업체제에 따른 독점적 폐단 때문이다. 이는 꾸준히 보증보험시장의 경쟁체제로의 도입논의가 주장되어온 근거이기도 하다.
그러나 보증보험시장 개방 문제는 당사자인 서울보증보험의 반대 등 첨예한 이해관계가 얽혀 있다. 이는 보증보험의 특징인 정책보험과 손해보험의 성격이 혼합되어 있기 때문이기도 하다. 이는 보증보험시장의 개방화냐 아니냐는 결국 정책결정의 문제로 귀결될 수 있다. 따라서 보증보험시장의 개방화내지 경쟁체제로의 전환에 대한 찬성과 반대의 쟁점을 연구하여 정책결정의 기초자료를 제공할 필요성이 있다.

영어초록

Korea has recognized guarantee insurance as a major financial policy instrument for economic growth and has maintained the guarantee insurance market structure in an exclusive form in order to carry out this effectively. Currently, Korea Guarantee Insurance operates as a monopoly system of Seoul Guarantee Insurance Co., Ltd. This is a guarantee insurance market formed by the merger of Korea Guarantee Insurance Co., Ltd. and Korea Guarantee Insurance Co., Ltd. and the injection of public funds as part of the restructuring of the guarantee insurance industry in 1998 during the foreign exchange crisis. However, there are various assurance institutions in the real guarantee market, and they sell guarantee insurance products with the same or alternative purpose of guarantee. This means that Seoul Guarantee Insurance Co., Ltd. is actually competing in the insurance market due to the content and price of the product.
Nonetheless, the criticism of the monopoly system of the guaranteed insurance market and the debate about its openness are constantly underway. The reason for this is that the warranty insurance market is exclusively closed due to the full-time system of Seoul Guarantee Insurance Co., This is also the basis on which the discussion on introduction of the guarantee insurance market into the competition system has been consistently claimed.
However, the problem of opening the guarantee insurance market is intertwined with sharp interests, such as the opposition of Seoul Guarantee Insurance, the party. This is also because policy insurance and non-life insurance, which characterize warranty insurance, are mixed. This may result in the issue of policy decision whether the insurance market is open or not. Therefore, there is a need to provide basic data on policy decision by studying the pros and cons of the transition from guarantee insurance market to open system or competitive system.
