한-아이슬란드 친환경 전기 소형 어선 협력 가능성과 문제점 (Possibilities and challenges of Korea-Iceland cooperation on eco-friendly Small Electric Fishing vessel)

초록

2022년 발발 이후 장기화되고 있는 러시아-우크라이나 전쟁과 완전히 종식되지 않은 코로나 팬데믹의 여파, 미중간 무역분쟁, 이스라엘-팔레스타인 전쟁 등으로 인한 공급망 불안정 현상 심화를 타개하기 위한 공급망 다변화 방안 중 하나로 북극항로 이용의 중요성이 부각되고 있다. 2023년 북극항로 물동량이 약 3,600만 톤에 다다라 2022년 동기 달성한 3,400만 톤 대비 200만 톤 가량이 증가하였고, 러시아 정부는 2024년 북극항로를 통한 연중 항해가 가능할 것이라 내다보는 등 북극항로 개발 및 항해 활성화를 위한 러시아 정부의 공세가 대단하다. 동시에, 러시아를 제외한 북극권 국가들 또한 러시아 리스크가 존재하는 북동항로 제외 북극 공해를 통한 북극항로 이용 가능성에 대비하고 있다. 향후 북극 공해의 얼음이 녹아 선박이 자유롭게 통항할 수 있는 여건이 조성된다면, 북극항로 대다수 구간에 주권을 행사하고자 하는 러시아의 승인 없이도 북극항로를 이용할 수 있게 되기 때문이다. 이같은 상황에 발맞추어, 북극권 국가들은 북극해 운항 가능 친환경 선박 건조 기술 개발은 물론 친환경 정책 기조를 강화하고 있다. 북극권 8개 국가 중 아이슬란드는 소형 연안 어선을 대상으로 한 그린 연료 기반 순수 전기어선을 개발했으며, 이는 국제해사기구(International Maritime Organization, 이하 IMO)가 강조하는 2023년 및 그 이후 기간 탄소배출이 제로에 수렴하는 연료 개발 필요성에 부합하는 움직임이라 할 수 있다. 그리고 이같은 흐름은 한국을 비롯한 비북극권 국가에도 영향을 미치고 있으며, 향후 IMO 등을 통한 더욱 강력한 선박 규제가 개발될 가능성이 높음에 따라 낙후화 문제가 지속적으로 대두되고 있는 국내 어선을 새로운 형태의 선박으로 전환해야 할 시점이 도래했다고 보여진다.
본 논문은 이러한 글로벌 선박 녹색전환 흐름에 따라 한국보다 앞서 친환경 선박을 상용화하기 시작한 북극권 국가인 아이슬란드의 친환경 전기 어선 기술 개발 및 시장 동향을 파악하고 이를 한국의 개발 수준과 비교하여 최종적으로 양국간 지속가능한 협력안을 도출해내는 것을 목적으로 한다.

영어초록

The prolonged Russia-Ukraine war since 2022, the aftermath of the COVID-19 pandemic, the US-China trade dispute, and the Israel-Palestine conflict, has exacerbated concerns about supply chain instability. As a result, the importance of utilizing the Northern Sea Route has become increasingly prominent as one of the diversification strategies for mitigating supply chain disruptions. Specifically, in 2023, the cargo carriage volume transported through the Northern Sea Route reached approximately 36 million tons, an increase of around 2 million tons compared to the 34 million tons achieved in the previous year.The Russian government has been particularly active in promoting the development and utilization of the Northern Sea Route, projecting year-round navigation through the route by 2024. At the same time, other Arctic countries, except Russia, are also preparing for the possibility of using the Northern Sea Route via the Arctic High Sea, excluding the Northeast passage where Russian risk exists. If conditions allow for the melting of ice in the Arctic High Sea, enabling ships to navigate freely, it could lead to the utilization of the Northern Sea Route without the need for Russian government’s approval. In response to this situation, Arctic countries are strengthening their eco-friendly policy stance as well as developing eco-friendly shipbuilding technologies that can operate in the Arctic Ocean. Among the eight Arctic countries, Iceland has developed green fuel-based pure electric fishing vessels targeting small coastal fishing vessels, aligning with the International Maritime Organization(IMO)’s emphasis for the need on the development of zero-emission fuels to converge Greenhouse gas(GHG) emissions to zero by 2023 and beyond. This trend is also impacting non-Arctic countries, including Republic of Korea, and with the likelihood of more stringent environmental regulations regarding ships through bodies like the IMO, the issue of vessel obsolescence is increasingly being raised. It is seen as imperative to transition domestic fishing vessels in Korea into new forms of ships in response to these international trend.
This paper aims to quantitatively and qualitatively analyze the status of development of eco-friendly electric fishing vessel technologies in Korea and in Iceland, where fishing vessel and fisheries are in high demand, with more than 8% of GDP being fishing. And the finally suggest an ideal cooperation model by analyzing the possibilities and factors that must be considered in cooperation between the two countries.
