초록

On 29 June 2001, the Japanese Diet enacted two laws to the effect of reforming the system of agricultural financing with focus on the Japanese Agricultural Cooperatives (JA: Nihon Nokyo). This essay identifies important changes that the two laws have so far entailed. Included in such changes are the following:1) that agricultural cooperatives throughout the country are now integrated into practically one national banking system, which is led by a Norinchukin Bank;2) that for the sake of competitiveness in financing small cooperatives are now being consolidated into large-scale cooperatives, and the hitherto three-level national organization is now being simplified to two-level organization; and.
3) that for the sake of enhancing client confidence, deposit security is now being secured by a double protection system, and a new device is in place to prevent bankruptcies.
The essay discusses what implications the Japanese reform bears for the agricultural cooperatives of Korea. Some of the points discussed in this essay include the following:1) that in order to enhance concerted operation in the field of agricultural financing the banking part of the National Agricultural Cooperatives Federation (NACF) should be run in coordination with the NACF’s mutual credit part as if the two parts were one and the same;2) that in order to enhance client confidence agricultural cooperatives should be merged to larger units covering broader regions;3) that the NACF’s head office for mutual credit should obtain a valid licence as a central bank in the sphere of mutual credit and conduct legitimate banking operation; and 4) that the NACF’s mutual credit head office should concentrate its effort on the appropriate disposition of surplus funds and, as well, exercise necessary leadership in agricultural financing and commodity development.
