초록

관료제는 행정의 열쇠다. 관료제는 Max Weber에 얽매이지 않고 계속적으로 연구되어야 할 중요한 주제이다. Dwight Waldo는 특이하게 자기의식적 행정학을 발전시킨 훌륭한 학자이다. 그리고 그는 Weber의 영향권 밖에 있다. 따라서 이글은 Waldo의 어깨위에서 행정과 관료제를 재고찰한다. 첫째, 이글은 자기의식적 행정학의 본질을 살펴본다. Waldo는 행정에 대한 성찰을 통해 공공성의 중요성을 강조한다. 둘째, 이글은 정치와 행정의 관계에 대한 Waldo의 관점을 살펴본다. 그는 엄격한 이원론은 반대하지만, 분석적 차원에서 정치-행정 도식을 유용한 것으로 본다. 셋째, 이글은 관료제와 민주주의의 관계에 대해 논의한다. Waldo의 기획은 관료제와 민주주의에 다리를 놓는 것이다. 지형적 차이와는 무관하게 어디에나 어울리는 보편적인 다리를 놓는 것은 불가능하다. 따라서 지형적 특수성을 분석적으로 드러내는 것은 중요한 작업이다. 여기에서 다리는 공공관료제 혹은 민주적 관료제를 의미한다. 넷째, 이글은 공공관료제를 분석하기 위한 정치철학적 프레임을 구성한다. 그 프레임은 Waldo가 ≪행정국가≫에서 논의했던 정치철학적 주제들―좋은 삶, 행위기준, 지배의 주체, 권력분립, 집권화의 정도―로 구성된다.

영어초록

Bureaucracy is a key concept of Public Administration that has to be studied over and over again without being fettered by Max Weber. Dwight Waldo was a giant scholar who developed the self-conscious Public Administration distinctively. And he was free from Weber. This article is to re-view the public administration and public bureaucracy on the shoulder of giant. First, this article examines the self-conscious Public Administration. Waldo emphasized on 'the public' of public administration through self-consciously reflecting on the orthodox Public Administration which had been immersed in administration or management. In Waldo's vocabulary, the public means the political. Second, this article discusses the Waldo's viewpoint of the relationship between politics and administration. While Waldo opposed the rigid separatism of politics and administration, he recognized the analytical usefulness of politics-administration formation. The politics-administration formation may be useful to understand the relationship between democracy and bureaucracy. Third, this article examines the relationship between democracy and bureaucracy. Waldo tried to build the bridge between democracy and bureaucracy. That is a very difficult work, because there can not be any universal bridge regardless of topographical differences. Waldo's project is to build the bridge that is suitable to the topographical distinctiveness. That bridge means public bureaucracy or democratic bureaucracy. Forth, this article constructs the politico-philosophical frame to analyze public bureaucracy. That frame consists of the politico-philosophical topics which Waldo discussed in The Administrative State: good life, criteria of action, subject of rule, division of power, degree of centralization.
