독일 산업혁명의 재조명 (The German Industrial Revolution Revisited)

초록

19세기 전반 농업국이었던 독일은 ‘산업혁명’을 통해 20세기 초에 세계 제2위 공업국으로 부상했다. 이 글의 목적은 독일 산업혁명의 선행조건, 결정요인, 특징적 양상을 재조명하는 데 있다. 분석시기를 1850년 이전의 ‘산업혁명 준비기’와 1850년부터 1913년까지 ‘본격적 산업 혁명기’로 구분한다. 두 번째 시기는 장기파동을 기준으로 1850～1873년(상승국면), 1874～ 1895년(정체국면), 1896～1913년(상승국면)으로 세분한다. 준비기에 자생적 공업화의 징후가 나타나기도 했지만, 공장제 기계공업화와 도시화는 극히 저조했다. 농노제 및 길드제 철폐, 관세동맹, 철도건설, 공업육성책 등을 계기로 이미 1850년 이전부터 산업혁명이 시작되었다는 주장은 이러한 요인을 과대평가한 것이다.
독일 산업혁명은 1850년경부터 본격화되었고 1913년경에 완수되었다. 농업과 소비재산업의 성장은 부진했던 데 반해 생산재공업은 급성장했다. 석탄공업의 급성장은 산업혁명의 초석 이었다. 1850～1870년에는 석탄공업과의 연관 하에 제철업과 기계공업이 급성장했다. 철도 건설도 이러한 연관산업의 발전을 촉진했다. 이 기간 중의 투자과열은 1873년 ‘설립공황’과 그 이후의 ‘대불황’으로 이어졌다. 설립공황기에 생산증가세가 둔화되었으나 1880～1896년 에는 중화학공업의 투자와 생산이 급증했다. 새로운 과학과 기술의 적용범위가 확대되면서 생산재공업의 기술진보와 생산성향상이 핵심역할을 하는 ‘내포적’ 성장의 성격이 강했다.
서비스산업도 발전했다. 우편 및 전신제도가 크게 개선되었고 상업조직과 무역구조도 현저히 변했다. 공산품의 수출비중이 커졌고, 수입의 “탈(脫)유럽화”가 나타났다. 대기업의 자금수요와 산업집중화 등으로 은행의 영향력이 커졌다. 금본위제 채택, 라이히스방크 창설, 상업보험제도 확충 등도 중요한 변화였다. 대불황으로 국제경쟁력이 크게 약화되고 국내외시장의 경쟁이 격화되자 독일은 보호관세를 카르텔과 결합해 생산과 수출을 촉진했다. 독일은 수많은 기술 발전에 힘입어 압축성장하면서 자본주의적 자유경쟁에서 영국을 따라잡았다.

영어초록

The article is focused on the analysis of the preconditions, determinants and characteristics of the German industrial revolution during the nineteenth century. The period of the analysis is divided into two phases, i.e. “preparation of the industrial revolution before 1850” and “main process of the industrial revolution of 1850-1913". In the first phase of the industrialization and urbanization was stagnant even though some symptoms of the initial industrialization has appeared. Hence, the assertion that the German industrial revolution has started early in the nineteenth century with the abolition of the guild system and serfdom, the customs union, and the railway construction is not acceptable.
The German industrial revolution has started from 1850 and ended in 1913. The production industry has grown very rapidly while the consumer industry has been stagnant. The railway construction promoting the coal industry and machine industry was the leading sector during 1850～1870. The overinvestment during this period has resulted in the “Great Deflation”, but the investment and production especially in the heavy and chemical industry has revived rapidly in 1880～1896. The adaptation of the new science and technology to the industry has expanded and the German economy has got the characteristic of the “intensive growth” in which the technological progress and the rise of the productivity plays the core role in the industrialization.
The service industry has experienced also the outstanding development, notably in the mailing and telegraph system and trade structure. The export weight of the manufactured goods has increased, and there appeared the “de-Europeanization” in import. The influence of the banks has increased, due to the increase in money demand and industry concentration. The adoption of the gold standard, the construction of the Reichsbank, the expansion of the commercial insurance system were also very important changes. Germany has promoted the production and export through the cartelization and protective tariff at the time of severe competition in the local and foreign markets, and the weakness of the international competitiveness. Germany has caught up to the Great Britain in virtue of the condensed growth caused by the various technological development early in the 20th century.
