초록

홍천군은 예로부터 동(東)과 서(西)를 잇는 중부내륙의 교통 요충지이며, 지속발전 가능한 성장거점 도시이기도 하다. 그리고 맑고 깨끗한 홍천강줄기는 여덟 봉오리 우뚝 솟아 오른 팔봉산 자락을 휘어 돌아 1,000만여 서울시민의 휴식공간이자 식수원인 한강에 다다른다. 특히, 우리 민족의 정신적 지주이자 무궁화의 보급에 앞장섰던 한서 남궁 억 선생의 얼이 살아 숨 쉬는 애국 충절의 고장인 동시에 선조들의 오랜 삶과 영혼이 살아 숨 쉬는 역사의 고장이기도 하다.
그러나 현대를 살아가는 오늘 날의 우리 세대는, 우리 모두가 소중히 여기고 오래토록 영원히 간직해야 할 선조들의 옛 자취와 삶의 지혜가 담겨져 있는 문화재에 대해 소홀히 하고 무관심 속에 지나쳐버리는 경향이 짙어 더욱더 안타까움을 더해 가고 있다.
이에 대해 본 논문은 역사·학술·문화적 가치가 높은 홍천지역의 문화재와 유적지 그리고 사료(史料)에 대한 가치향상 제고는 물론, 문화재에 대한 지역 주민의 관심과 참여를 유도하는 동시에 문화재에 대한 주민 인식의 전환을 도모하고자 하였다. 나아가, 지역의 문화재와 유산에 대한 유효적절한 관리와 보존을 위해서, 그리고 여러 방면에서의 복합적인 개발가치 조명 등 향후 발전방안을 정책적으로 모색해 보는 것이 본 연구의 주된 목적이다.

영어초록

In this paper, we investigate cultural values as well as spiritual values and those who hold these values. In order to conduct this research, statistical methods were used on a total of 300 questionnaires focused on the region of Hong–cheon.
The survey of the Cultural Heritage was conducted based on a statistical analysis of Hong-cheon, mainly local residents and students. A lot of students and residents recognized the differences shown between the cultural assets. First, it is sort of a survey for the promotion and development of local cultural property awareness. The chief of government, including civic group of Hong-cheon, at all should have interest in a priority of an active work attitude and aggressiveness when they have a discussion or work for the cultural assets politics. The expertise of officials in charge of the public relations of cultural assets shall get ready for, as well as maintenance, repair and excavation. For the sustainable development of local cultural assets, we need to get cultural history programs ready. And regularly promoting cultural assets through the mass media is important.
Second, how much are local residents and students normally interested in cultural property? Can cultural assets incorporate with their area? Many valuable cultural assets of the region affect us in the future. We put that knowledge and experienced professionals for cultural properties. Promoting local cultural property through media is very important.
Third, what is the recognition factor of the cultural assets? It is about whether there is any correlation between local students and residents. The difference of awareness was evident between the residents and students. We need to support what they can enhance for the students’ interest for sustainable development of cultural assets.
Local history and culture within the school, including the development and public relations has emerged. With respect to these factors, there is a noticeable difference between residents and students. It is the local people who share culture from the past to the present day that have an interest in culture for a long time.
Here lies the point of whether we can seize the Cultural Properties Value or cannot. Finally, the differences in the perception of local residents is the premise of this paper which is based on the research in Hong-cheon.
