수영장의 안전실태 조사 및 대책방안 (Investigation and counterplan on the actual safety conditions of swimming pools)

초록

The purpose of this paper is to investigate and to raise issues which have been controversial, so that proper safety measures can be conceived. And this will help the public enjoy life with better quality. Referring to sundry records for the last 3 years, there are 114 accidents occurred in 2009, 164 in 2010, and 49 as of now this year (June 30, 2011). Number of accidents increases due to managerial responsibility, work safety, guidance, facilities and defects on installation. Below is the result of the survey on safety education and accidents (Questions are given to 275 adults above 20, reside in Seoul and Kyeonggi province). On safety education issue, Seoul men experiencing safety education (i.e. First aid, Lifeguard) came out to be the majority, followed by Kyeonggi men, Seoul women, Kyeonggi women. As for certificates related to swimming, Kyeonggi men appears to be the top, Seoul men next, Seoul women, then Kyeonggi women. About handling problems in a crisis, Seoul men take the lead and Kyeonggi men, Seoul women, and Kyeonggi women. Referring to accidents in swimming pools, Kyeonggi men, Seoul women, Kyeonggi women and Seoul men. In terms of insurance which is one of the ways in dealing with accidents, Seoul men, Seoul women, Kyeonggi men, and then Kyeonggi women. Aboveresults of the survey concern:1. Both users and the industry should keep health and safety regulations.
2. Lifeguard institutions should intensify programs on precautionary measure, and handling problems in a crisis. 3. Health and safety regulations should also be kept in society.
4. Regulations on emergicenters, depth of pool waters, deeper water requirement when practicing starts should be reformed.
Lastly, accidentscaused in pools must be prevented with the help of the study shown above as it is always better not having one.
