독일의 노동시장 취약계층(청년과 고령자)의 세대 간 일자리 연대 (Intergenerational Job Solidarity between the Young and the Elderly, Vulnerable Groups in the German Labor Market)

초록

본 연구는 독일의 세대간 일자리 정의와 세대간 일자리 연대의 사례를 분석하고 한국 사회에 주는 시사점을 도출한다. 문헌연구를 통해 독일의 세대간 일자리 정의와 세대간 일자리 연대는 세대간 일자리 대체론에 근거한 고령자 파트타임제와 세대간 통합론에 근거한 세대간 일자리 연대정책으로 대별할 수 있음을 발견하였다. 본 연구는 먼저 세대간 연대가 세대간 일자리 대체론에 기반할 경우 기술의 발전에 따른 일자리 대체성의 한계로 일자리 대체율이 감소하고 대체의 비용은 증가하여 제도의 효율성이 감소하여 제도가 지속되지 못함을 확인하였다. 세대간 일자리 대체가 아닌 기업 내 세대간 정의와 연대정책은 기업의 생산성 향상과 경쟁력 강화를 목적으로 기업 내 세대 간 정의라는 규칙에 기초해서 직원들 사이에 직업활동에서 공정한 연대와 경쟁을 촉진하고 세대를 초월하여 일자리 안전성을 확보한다. 그렇지만 이러한 세대간 정의와 연대정책은 현재 취업상태에 있는 청년층과 고령층의 상생에 기여할 수 있으나 취업의 기회를 확보하지 못한 청년층과 고령자의 일자리 연대에 대한 답을 주지는 못한다. 반면, 독일의 연대적 시민보험제도는 ‘사회국가의 정의’는 이전소득보다 스스로 소득을 창출할 수 있도록 일할 기회를 보장하는 참여권을 통해 실현됨을 강조한다. 즉 일자리라는 사회적 자원의 공정한 분배를 위해 노동시장과 경제활동에 이미 참여하고 있는 모든 시민이 소득 총액을 일정한 비율로 구직자를 위한 시민보험료를 납부하는 연대적 시민보험 제도를 구축할 것을 제안한다. 본 연구는 이 제도에서 기업 외부에 존재하는 실직 청년층과 고령층에게 일자리 정의를 구현하는 방안으로 한국 사회 청년층과 고령자 실업 문제 해결을 위한 유용한 시사점을 제시하고 있다.

영어초록

This study analyzes intergenerational job justice and job solidarity in Germany and derives implications for Korean society. Through literature research, it was found that Germany’s intergenerational job justice and job solidarity can be largely divided into two main categories: a part-time system for the elderly based on intergenerational job replacement theory and an intergenerational job solidarity policy based on intergenerational integration theory.
This study first confirmed that when intergenerational solidarity is based on intergenerational job replacement theory, the job substitution rate decreases due to limitations in job replacement due to technological development, and the system's efficiency decreases. In order to increase corporate productivity and strengthen competitiveness, intergenerational justice and solidarity policies, rather than intergenerational job substitution, promote fair solidarity and competition among employees and secure job safety across generations. However, while these intergenerational justice and solidarity policies can contribute to the co-prosperity of the young and the elderly currently employed, they do not provide the right answer to the job solidarity of the young and the elderly who have not secured employment opportunities. On the other hand, Germany's solidarity civil insurance system emphasizes that the “justice of the social state” is realized through the right to participate in ensuring the opportunity to work so that it can generate income on its own rather than transfer income. In other words, for the fair distribution of social resources such as jobs, it is proposed to establish a solid civil insurance system in which all citizens already participating in the labor market and economic activities pay civil insurance premiums for job seekers at a certain rate. This study presents useful implications for solving the unemployment problem of the young and the elderly in Korean society as a way to implement job justice for unemployed young people and the elderly outside the company in this system.
