사회서비스 일자리 질에 영향을 미치는 공급조직 특성 분석 (An Analysis of the Relationship between Social Service Agencies and Quality of Employment)

초록

본 연구는 사회서비스 공급조직 특성이 일자리 질에 미치는 영향을 실증분석하였다. 이를 위해 한국보건사회연구원의 <2015년도 사회서비스 수요·공급 실태조사> 중에서 공급자료를 이용하여 사회서비스 사업체들의 6개 특성(시설유형, 종사자규모, 업종, 소재지, 소유권, 설립시기)이 종사자 임금평균, 복리후생제도, 교육훈련, 국민연금가입률, 건강보험가입률에 미치는 영향을 선형회귀분석과 선형확률분석을 실시하여 살펴보았다. 분석 결과, 사회서비스 공급조직이 가진 특성은 일자리 질을 구성하는 다양한 요소들과 상관관계를 가지는 것이 검증되었다. 영리개인이라는 소유권적 특성을 가진 사회서비스 사업체는 일자리 질을 구성하는 다수 변수에서 낮은 결과를 보였다. 하지만 영리법인의 경우 임금을 제외한 나머지 변수들에서 공공이나 비영리조직에 비해 더 긍정적인 결과를 가지는 것이 검증되었다. 또한 4인 이하 소규모 공급조직은 임금은 높았지만 복리후생과 교육훈련에서 취약한 것으로 나타났다. 다음으로 2000년대 이후에 설립된 공급조직들이 그 이전에 설립된 조직에 비해 일자리 질이 낮은 것으로 나타났으며 공급조직의 업종 특성은 일자리 질의 모든 요소와 통계적으로 유의한 관계를 가지고 있다는 것이 검증되었다. 이 연구결과는 사회서비스 일자리 질 개선을 위한 정책에 종사자만이 아니라 사회서비스 공급조직에 대한 조치들도 필요하다는 실증적 근거를 제시하고 있다.

영어초록

This study examines the relationship between social service agencies and social service workers’quality of employment. Since the mid-2000s, the number of social service agencies have rapidly increased in Korea. However, the job conditions of social service workers and the quality of social services has been criticized for their sub-standard quality. While it has been assumed that the problem lies with the agencies, there has been a lack of empirical studies into the detailed relationship between the agencies and the quality of service and employment. Do social service agencies in fact affect the job quality of social service workers? If so, which aspects of the agencies are particularly influential? Taking these two questions as the starting points of the research, the paper analyses data from 2015 Korea Social Service Demand and Provision Survey by KIHASA to find relationships between certain characteristics of social service agencies and the quality of employment. Firstly, the ownership status of agencies negatively impacted on the salary of workers, namely for-profit agencies showing a lower pay scale and thus a lower quality of employment. Secondly, the size of the organization was another important factor, revealing limited employee welfare and training at smaller agencies. The time of establishment also played an significant role, with agencies established after the year of 2000 showing poorer working conditions than that of agencies established earlier. Lastly, the quality of employment differed significantly according to the category of the social service. The results of this paper first and foremost prove that there is a direct relationship between the social service agencies and the job quality of workers. More specifically, it shows that smaller-scale recently established for-profit agencies in particular have a negative connection with the quality of employment. To improve the quality of social service workers’employment, the government should consider these correlations and accordingly control the market entry of social service providers.
