미래신호 개념을 이용한 청년 일자리 정책 이슈 도출 (Deriving Policy Issues of Youth Jobs Using the Concept of the Future Sign)

초록

본 연구에서는 청년 일자리 관련 정책 이슈를 도출하고자 하였으며 청년 일자리와 관련하여 추진된 정책등에 대해 국민이 어떻게 인식하는 가를 간접적으로 확인해 보고자 하였다. 이를 위해 언론사, 트위터, 청와대국민청원 사이트의 문서 중 ‘청년 일자리’와 ‘청년일자리’ 키워드가 포함된 데이터와 미래신호 연구 방법론을활용하였다. 미래신호 분석을 위해서는 Hiltunen(2008)의 연구를 기반으로 Yoon(2012)과 이홍주(2019)의 연구를 참고하여 미래신호 중에서 사회적으로 중요하고 관심이 높아질 가능성이 큰 약 신호를 발견하는 데 중점을 두었다. 분석결과 KEM과 KIM에서 공통으로 나타나는 강 신호(1사분면)인 교육과 취업 정책은 현재 대다수 국민이 사회적 관심을 두며 국민의 체감 정도가 높은 상태이므로 지속적인 관심이 있어야 할 것으로 나타났다. 반면 약 신호이지만, 강 신호로 바뀔 가능성이 큰 정책은 건강과 문화 정책으로 파악되었다. 이는 향후전 국민이 관심을 가지고 중요하다고 인지할 정도로 이슈화될 가능성이 크다. 이처럼 청년 일자리 정책과 관련하여 건강과 문화를 중요하게 인식하는 변화는 청년들의 근로, 보상, 근무환경, 여가의 중요성 등에 대한 인식이 과거와 크게 변화했기 때문이라고 볼 수 있다. 반면에 금융과 실업 관련 정책은 KEM과 KIM 측면에서본격적으로 이슈화되지 않은 상태인 잠재신호로 나타났다. 마지막으로 빈도는 높지만, 증가율이 높지 않은 상태인 4사분면에서는 KEM과 KIM에서 공통되는 키워드는 없었다. 따라서 청년의 고용, 취업에 대한 직접적인지원 정책뿐만 아니라 정책수요자인 산업현장과 청년들의 요구를 충족시키고 장기적인 성과를 기대할 수 있는 정책을 계획하고 실행할 필요가 있다. 본 연구는 정성적인 분석 방법을 통해 전 국민이 청년 일자리와 관련하여 중요하다고 생각하거나 관심이 높은 정책 이슈를 사전에 찾아내어 국가의 정책과 재정투입의 방향을사전에 확인할 수 있다는 점을 시사하였다.

영어초록

In this study, we tried to derive issues of policy related to youth jobs and to indirectly perceive how the public perceives the policies promoted in relation to youth jobs. For the reason we used data containing the keywords ‘Youth Jobs’ and ‘YouthJobs’ among documents from press, Twitter, and National Petition website of the Blue House, as well as a research method of the Future sign. For the analysis of the Future sign, we referred to the research of Hiltunen(2008), Yoon(2012) and Lee(2019). The focus was on discovering weak signal that are socially important and likely to increase interest among future signals. As a result of the analysis, it was found that education and employment policies are strong signals(the first quadrant) that are common in KEM and KIM. Thererfore, they should be continuously interested because the majority of the people are currently socially interested and the public's level of sensibility is high.
On the other hand policies that are weak signals but are likely to turn into strong signals are identified as health and cultural policies. It is highly likely that this will become an issue to the extent that the whole nation is interested and recognized as important in the future. The change in recognition of health and culture as important in relation to youth employment policies can be attributed to a significant change in the perception of young people about the importance of work, compensation, working environment and leisure from the past. On the other hand, policies related to finance and unemployment appeared as potential signals that were not fully issued in terms of KEM and KIM. Lastly, there was no common keyword in KEM and KIM in the fourth quadrant where the frequency was high but the rate of increase was not high.
Therefore it is necessary to plan and implement not only policies that directly support youth employment but also policies that meet the needs of industrial sites and youth and that can expect long-term results. This study has significant implications in that it is possible to identify issues of high importance or interest to the public regarding youth employment through a qualitative analysis method thereby confirming the direction of national policy and fiscal input in advance.
