초록

본 연구는 소비에트 시기 최초의 한인 해군장교였던 최 파벨 페트로비치(최성학) 관련한 선행연구에 대한 후속논문이다. 본 연구의 목적은 궁극적으로는 20세기 초 ‘빨치산투쟁-스탈린 탄압 숙청’으로 이어지는 최 파벨의 행적, 특히 죽음을 둘러싼 정황들을 재구성 및 재조명해 보는 데 있다. 나아가 최 파벨이라는 한인 지식인 탄압의 실상 속에서 드러난 스탈린 정권의 전형적인 소수민족 탄압정책의 잔악성과 불법성의 한 단면을 부차적으로 살펴보고자 했다. 이를 위해 필자는 최 파벨 관련 러시아국립해군기록보존소의 자료들을 바탕으로, 최 파벨의 행적과 죽음을 둘러 싼 역사적 사실관계와 정황들을 미시사적인 시각을 넘어 위로부터라는 거시적인 시각에서도 바라보았다.
소비에트 시기 최초의 한인 해군장교였던 최 파벨은 극동지역 항일운동의 대부였던 최재형 (최 표트르 세묘노비치)의 차남이다. 극동지역에서 항일빨치산 투쟁의 경력을 갖고 있던 최 파벨은 해군장교가 되어 해군함대생활을 하며 바다를 누볐다. 그 과정에서 장교로서의 능력과 우수성을 발휘하며 출세가도를 달렸다. 하지만 그 또한 1930년대 초부터 불어닥치기 시작한 스탈린 소수민족 탄압의 광기를 피해가지 못했다. 소비에트 당국은 최 파벨을 늘 두 가지 시선에서 바라보았다. 소비에트 당국은 1935년에는 최 파벨의 공산당 당적을 박탈하고, 이어 체포 및 심문을 했다. 해군당국은 최 파벨의 아버지 최재형의 과거 출신성분을 문제 삼았고, 최 파벨의 성격과 장교로서의 자질을 문제 삼았다. 체포와 심문이 반복되었고, 마침내 1938년에 즐오르다에서 총살당했다. 최 파벨의 죽음은 스탈린 정권의 전형적인 소수민족 탄압정책의 잔악성과 불법성의 한 단면을 여실히 보여주고 있다.
1950년대 중반부터 스탈린 탄압희생자들의 명예회복과 복권을 위한 유가족들의 재심 소송이 시작되었다. 1993년 4월에「러시아 고려인의 명예회복에 관한 러시아연방 최고회의 결정」이 승인되었고, 이는 러시아연방 고려인들의 삶에 큰 변화를 가져다주었다. 살아남은 형제들에 의해 최 파벨의 명예 또한 회복되었다. 본 연구에서는 기존의 미활용 1차 사료들이 소개되고, 또 이 사료들을 통해 최 파벨의 행적과 죽음을 둘러싼 정황들이 새로운 시각에서 조명되고 밝혀졌다는 점에서 가장 큰 의의와 연구적 가치가 있다고 할 것이다.

영어초록

This study is a succession of the preceding study related to Choi Pavel Petrovich(Seon-Hak Choi), the first Korean Naval Officer in the Soviet Union. The ultimate aim of this study is to reconstruct and reconsider the record of performances of Choi Pavel which, in the early 20th century, passed through the following phases : "Partisan struggle-Stalin's terror-Purge" and especially the circumstances surrounding his death. Furthermore, this study was conducted to collaterally look into a cross section of cruelty and illegality of Stalin government's typical repressive measure to minorities which was revealed among the reality of oppression to a Korean intellectual named Choi Pavel. For these purposes, on the basis of the data from the Russian State Naval Archive related to Choi Pavel, the present writer viewed his record of performances and historical facts and circumstances associated with his death not only from microscopic perspective but also in a broad one that starts from the top.
Choi Pavel, the first Korean naval officer in the Soviet Union, was the second son of Jae-Hyung Choi(Choi Petr Semenovich) who was godfather of anti-Japanese movement in the Far East. Having had the experience taking part in the anti-Japanese partisan struggle, he was commissioned a naval officer to thread among the sea as a crew member of the fleet. In the process, Choi Pavel furthered his career demonstrating his excellency and capability as an officer. However, he was also one of those who failed to avoid the insanity of Stalin's oppression of minorities which was brought about since early 1930s. The authorities of the Soviet Union always viewed Choi Pavel in two different ways. In 1935, the authorities arrested and interrogated him after expelling him from the Communist Party. Naval authorities questioned Choi Pavel’s personality and gift as an officer in addition to the class his father, Jae-Hyung Choi, belonged to in the past. Arrests and interrogations were repeated, and finally in 1938, he was shot in Kzyl-Orda. Choi Pavel's death bears witness to a cross section of cruelty and illegality of Stalin government's typical repressive measure to minorities.
From the mid-1950s, bereaved families entered upon retrials to restore the honors of the victims of Stalin's oppression and their reinstatements. "The Decision of the Russian Supreme Council on Rehabilitations of Goryeoins in Russia" was approved in April, 1993, and it brought a huge change to lives of Goryeoins residing in Russia. Choi Pavel's honor was also restored thanks to his surviving brothers. This study can be said to have the largest significance and investigative value in the fact that existing unused primary historical materials are introduced and circumstances of Choi Pavel's performances and death are observed and revealed from a new perspective through the materials.
