초록

이 글은 해방 이후 한반도의 두 체제가 자기의 국가적 경계를 형성하는 데 ‘일본’과 ‘재일조선인’을 어떻게 매개하고 있었는지를 ‘재일조선인 간첩사건’을 통해 추적해보고자 한다. 이는 두 체제의 적대적 공조에 의해 ‘재일조선인’이 ‘간첩’으로 정체화되는 과정에 대한 연구이면서, 남한정부가 탈식민과 냉전의 시간을 전유해가던 역사의 길목에서 필연적으로 마주칠 수밖에 없던 일본과 북한이라는 내밀한 ‘자기-타자’를 외부화시키던 방식에 대한 연구라 할 수 있다. 재일조선인 청년들이 모국유학을 위해 현해탄을 건너오기 시작한 것은 60년대 중반 한일협정이 체결되고 나서부터였다. 그리고 1971년에 이르러 이들 유학생은 불미스러운 사건의 주인공이 되어 한국의 공론장에 등장했다. 서승ㆍ서준식 형제가 연루되었던 ‘재일교포유학생 간첩단사건’을 시작으로 한국사회에는 유사사건이 쉼 없이 터져 나왔으며, 이 시기의 사건들은 50ㆍ60년대에 비해 빈도수, 규모, 사회적 파장 등 여러 면에서 현저한 차이를 보였다. 이러한 사실은 ‘재일조선인’과 ‘간첩’ 사이의 하이픈을 구성하는 권력의 작업이 본격화되었음을 알려주는 동시에, 한반도의 두 체제에 있어 ‘일본’이라는 대상(장소)이 다변적 의미를 가졌음을 짐작하게 한다. 즉, 박정희 정권하에서 내셔널리즘과 반공주의라는 복수의 해석 코드에 의해 ‘북한’-‘간첩’-‘재일조선인’-‘일본’이라는 항들이 연계되고 재배치되는 과정은 보다 면밀하게 검토될 필요가 있다. ‘냉전’(반공)이라는 필터가 한편으로는 ‘최상의 적’인 ‘북한’과 연계되어 있으면서도, 다른 한편으로는 소위 ‘심리적 적국’인 ‘일본’과 불가분의 관계를 맺고 있었다는 점은 다른 동포들과는 차별화되는 재일조선인의 상황을 복기하게 만든다. 북한과 일본이라는 두 항에 매개됨으로써 재일조선인의 상황은 한층 더 복잡해졌던 것이다. 그리고 이것은 ‘냉전의 시간’과 ‘탈식민의 시간’의 중첩으로 인해 빚어지던, 한 가족의 신체에 켜켜이 쌓여가던 ‘불가상성(不可想性)의 시간’으로 우리를 인도한다.
이 글은 이러한 문제의식에 기반하여, 재일조선인 간첩사건이 갖는 정치적ㆍ문화적 의미를 논고하기 위해 크게 두 가지 맥락을 구성했다. 그중 첫 번째는 ‘두 개의 한국’에 의해 ‘재일조선인’이 국가적 관심의 대상으로 발견되는 과정을 맥락화하는 일이다. 해방 이후부터 사건이 발생하는 1970년대 초반에 이르기까지 재일조선인에 관한 인식의 변화 추이와 이러한 변화를 추동한 중요 요인으로서의 체제경쟁에 대한 통시적 이해가 수반되어야 하는 것이다. 재일조선인 간첩에 관한 연구는 기존의 재일조선인 및 한일관계 연구를 보충하는 한편, 새롭고 유의미한 논의의 지점을 개시함으로써 기왕의 연구사적 시각을 한층 폭넓게 확장시킬 수 있으리라 기대한다. 이어, 두 번째는 60년대 중반 이후 발생하기 시작하는 일련의 대규모 간첩단 사건들과의 관련 속에서 해당 사건의 의미를 검토하는 일이다. ‘재일교포유학생 간첩단사건’은 한반도의 두 국가에 있어 ‘간첩의 위상학’이 더 논의되어야 할 주제임을 알려준다. 이 사건을 다른 간첩단 사건들과 겹쳐 읽을 때 기대되는 효과는 ‘국민’과 ‘간첩’이라는 두 주체범주의 확장과 변이를 살필 수 있다는 것이고, 아울러 재일조선인이 ‘잠재적 간첩’으로 인식되었던 맥락에 대한 구체적인 이해를 가질 수 있다는 것이다. 보다 넓은 역사적 지평에서 보자면, 재일조선인 간첩사건은 냉전이데올로기에 의해 재편된 한반도와 그 이외의 지역들 간의 경계, 아울러 한반도 내부의 두 체제 사이의 경계를 모두 건드리고 있는 중요한 연구대상이라 할 수 있다. 말하자면, 해방과 분단이라는 두 개의 축을 보다 정치한 맥락에 위치시킬 수 있는 가능성을 잠재하고 있는 것이다.
본문의 2절과 3절은 이 두 가지 맥락을 구축하기 위해 쓰였다. 그리고 이러한 논의에 기반하여, 4절에서는 해당 사건의 당사자였던 서승ㆍ서준식과 그의 가족을 통해 ‘재일조선인 간첩의 탄생’이 중층적 역사의 시간 속에서 어떤 방식으로 이루어지고 있었는지를 짚어보았다. 재일조선인 간첩사건은 검역국가의 병리성, 즉 분단의 질병으로서의 ‘자기면역병’이 냉전의 유산인 동시에 풍토병적 성격을 가졌다는 점을 일깨워줄 것이다. 그야말로, 냉전은 저 멀리 시베리아 반도와 아메리카에서 흘러들어오는 것이 아니라, ‘우리 발밑에서’ 피어오르고 있었음을 말이다. 또한 이 사건은 우리로 하여금 탈식민과 냉전이라는 두 개의 전선이 교차되는 자리에 서 있던 주체들과 그들을 “짓누르고 있던 운명”, 그리고 그들이 “이 운명의 형태”를 응시하던 방법들에 관해 숙고하도록 이끌 것이다.

영어초록

The purpose of this paper is to analyze how the two regimes of the Korean Peninsula made use of the Japanese and Korean residents in Japan (hereinafter referred to as "Zainichi Koreans") in order to form their discursive boundaries after the liberation of Korea by focusing on the spy incidents of the Zainichi Koreans (hereinafter referred to as "spy incidents"). This paper attempts to examine the process in which words such as North Korea, a spy, a Zainichi Korean, and Japan are connected and rearranged through the analysis code of nationalism and anti-communism. This is a research on the process by which the Zainichi Koreans were identified with spies due to the hostile rivalry of the two regimes, and how South Korea externalized Japan and North Korea that it could not help but encounter monopolization during the time of decolonization and the Cold War. It is necessary to consider that the Cold War (anti-communism) is connected with the supreme enemy (North Korea), and also inseparably related to the so-called psychological enemy (Japan). This reminds us of the situation wherein the Zainichi Koreans were differentiated from the Koreans who resided overseas.
South Korea and North Korea, during the Cold War, became big quarantine authorities for the prevention of disease transmission in an extensive, and yet secretive, way. The reason why the two regimes devoted themselves to a heightened state of alert and the supervision of migrating people was the fact that the migration control was at the heart of supervision and construction regarding the preventive system for a quarantine state. In South Korea, communism was the most dangerous infectious disease and, in this respect, the National Security Law and the Anti-communist Law functioned as the strongest quarantine act. Furthermore, North Korea was the most important quarantine target for South Korea. However, North Wind (a North Korean Variable) did not only blow directly from the northern part of the Korean Peninsula, but it also infiltrated outside the Korean Peninsula. The most watched country among the outside places of the Korean Peninsula was Japan. This place held an important position of propaganda activity that was carried out by South Korea and North Korea. It was also considered as the contact zone, where it constantly mediated between South Korea and North Korea, and where both parties conglutinated. This geopolitical and symbolic significance of Japan stems from the occurrence of the Cold War worldwide, and the fact that the outside world had been monopolized by the Korean Peninsula situation. Moreover, this new location has been reinforced by a series of spy incidents, which occurred in the Korean society during the 1970s.
The spy incidents showed that the Cold War did not come from the distant Siberia and America, but instead, it started out from its own land. The autoimmune disease is the legacy of the Cold War; however, it also has characteristics of an endemic disease. A new immune system was reconstructed through the recode of self and non-self during the liberation period. After the division period, however, the recode of self and non-self was disabled. The establishment of different governments in South Korea and North Korea implied that the sociopolitical immune system of the Korean Peninsula started to collapse. This context reminded us that the nationalization of the people, who were able to come and go to South Korea and North Korea at that time, could not be discussed without mentioning the word 'spies'. For this reason, the topology of a spy should be discussed further with regard to the Cold War system. It is necessary to conduct a study on questions pertaining to the reason why a spy is considered as an essential factor for reorganizing the topography of the Cold War, and the reason why the Zainichi Koreans should be thought of as potential spies. The spy incidents are important in starting a productive discussion and forming a significant context to answer those questions. In other words, this subject analyzes the self-injurious behavior, which appeared in the Korean Peninsula after the division, and this time of deliberation would enlighten us that the division tragedy actually pertains to the scarred faces of the people who were accused of being spies, and not the Korean Peninsula itself.
