초록

3월 1일 오후 2시 태화관에서 있었던 ‘민족대표’의 독립선언식은 ‘선언서 배부 → 종로경찰서에 인력거군을 통하여 선언서 전달 → 점심식사 → 경찰의 태화관 출동 → 한용운의 연설 → 조선독립만세 삼창 → 자동차로 경무총감부로 연행’ 등의 순서로 진행되었다.
같은 시각 파고다공원에서 있었던 선언식에는 주로 중등학교 학생들과 일부 전문학교 학생들이 참여했다. 당일 오후 2시경에 서울에 뿌려진 독립선언문의 배포도 주로 중등학교 학생들이 맡았다. 파고다공원의 독립선언식도 ‘독립선언문의 배포와 낭독’와 ‘독립만세’의 순으로 진행되었다. 이러한 운동 방식은 이미 천도교측의 최린과 기독교측의 함태영 사이에 합의된 것이었다.
파고다공원에서 나온 학생들은 시민들을 ‘독립만세’ 행진에 끌어들였고, 시위대의 수는 순식간에 수천 명으로 늘어났다. 3월 1일 학생들의 시가지 시위행진은 오후 5시경까지 일제 경찰의 별다른 저지를 받지 않고 진행되었다. 당시 경찰은 민족대표 29인을 태화관에서 경무총감부로 이송하는 데 집중하고 있었고, 시위대를 막는 일에는 본격적으로 나서지 못했다.
시위대는 크게 3대로 나뉘어 시가지를 행진했으며, 서대문, 덕수궁 대한문 앞, 프랑스영사관, 미국영사관 앞, 창덕궁, 광화문 등을 주로 돌았다. 시위대는 미국과 프랑스 영사관에 한국인들의 독립의지를 전달하려 했다. 4시 이후 여러 시위대의 최종 집결한 곳은 남산 밑의 일본인들의 거리였던 혼마치거리(本町通)였다. 당시 시위대는 최종 목적지를 남산에 있는 조선총독부로 설정하고 있었던 것으로 보인다. 이에 총독부는 용산의 조선군(조선 주둔 일본군) 사령부에 병력 출동을 요청하여, 보병 3개 중대와 기병 1개 소개가 출동, 혼마치거리에 진을 쳤다. 경찰도 이곳에 저지선을 펴고 시위대를 막았으며, 5시경부터는 시위대를 강제 해산시키고 검거하기 시작하였다.
3월 5일에는 전문학교 학생들이 중심이 되고, 중등학교 학생들이 참여한 시위가 남대문역 앞에서 오전 9시부터 시작되었다. 수천 명의 학생들이 참여한 이 시위에서 김원벽과 강기덕은 인력거 위에 올라서서 ‘조선독립’이라는 깃발을 들었고, 학생들은 ‘독립만세’를 외치면서 남대문 방향으로 행진했다. 경찰은 남대문에 저지선을 펴고 강력한 진압으로 나왔지만, 학생들은 저지선을 뚫고 둘로 나뉘어 대한문, 조선은행－종로 방면으로 진출하며 만세를 불렀다. 일제 군경은 대한문 앞과 조선은행 앞에 2차 저지선을 펴고 시위대를 해산시켰으며, 이곳에서 많은 학생들을 체포하였다. 시위에 참여한 학생들은 자신들의 이 시위가 파리강화회의에서 조선의 독립문제가 논의될 수 있는 계기가 될 것이라고 기대했다.

영어초록

The ceremony for declaration of independence by ‘Korean leaders’ at Taehwagwan Restaurant at 2 pm on March 1, 1919 was performed in the following order : ‘the distribution of declarations of independence → delivery of the declaration through a rickshaw puller to Jongno Police Station → having lunch → dispatch of policemen to Taehwagwan Restaurant → speech by Han Yong-un → three times shouting Hurrah for declaration of independence of Korea → transporting participants to the Police Administration.’ A ceremony performed at the Pagoda Park at the same time was mainly attended by about two hundred secondary school students and a few junior college students. The distribution of the declaration of independence in Seoul at around 2 pm on the same day was largely carried out by secondary school students. The ceremony for declaration of independence at the Pagoda Park also proceeded in the order of ‘the distribution and reading of declarations of independence’ and ‘Hurrah for Independence.’ This type of movement was already agreed upon between Choe Rin on the part of Cheondogyo religion and Ham Tae-young on the part of Christianity.
The students who walked out of the Pagoda Park attracted citizens to the ‘Hurray for Independence’ march, and the number of demonstrators rapidly increased to thousands. On March 1, the students’ street demonstration proceeded until around 5 pm without any deterrence by Japanese police. As the police concentrated on transferring 29 Korean leaders from Taehwagwan Restaurant to the Police Administration at that time, they could not properly stop the demonstrators from marching.
The demonstrators marched largely through the city in three major directions. They marched mainly to Seodaemun district, Deoksugung Daehanmun Gate, French Consulate, US Consulate, Changdeokgung palace, and Gwanghwamun. They tried to convey Korean people’s will for independence to the US and French consulates. The place where many demonstrators gathered finally after 4 pm was Honmachi-dori Street at the foot of Namsan mountain, which was usually crowded with Japanese people. The demonstrators seemed to have set the Japanese Government-General of Korea in Namsan mountain as their final destination. Thus, the Japanese Government-General of Korea requested the Japanese army headquarters in Yongsan to dispatch troops. As a result, three infantry companies and one cavalry platoon camped on Honmachi-dori Street. The police also set a police line against the demonstrators there, and began to disperse and arrest them at around 5:00 pm.
On March 5, a demonstration involving secondary school students, with junior college students in the lead, started at 9 am in front of Namdaemun Station. In that demonstration, which thousands of students participated in, Kim Won-byeok and Kang Ki-deok stood on a rickshaw holding the flag of ‘Independence of Korea.’ The students marched toward Namdaemun while shouting ‘Hurrah for Independence.’ The police violently suppressed the demonstration while setting a police line at Namdaemun. However, the students broke through the line and marched into two directions, which were Daehanmun Gate and Joseon Bank-Jongno, while shouting hurrah for independence. The Japanese military and police set a secondary police line in front of Daehanmun Gate and Joseon Bank, dispersed the demonstrators and arrested many students there. Students who participated in demonstrations expected their demonstrations to be an opportunity for Paris Peace Conference to discuss the independence of Korea.
