초록

1946년 10월 항쟁은 미군정의 친일파 등용, 잘못된 식량정책과 민생정책, 토지개혁 지연, 좌익세력 탄압 등의 객관적 정세를 바탕으로 일어났다. 동시에 이 항쟁은 해방 후 1년 동안 진행된 대중운동의 연장선에서 일어났다.
대구지역에서는 해방 후 1년 동안 ① 노동자의 조직적 파업, ② 학생들의 연합 시위, ③ 민주주의민족전선 주도의 대규모 시민 집회와 시위, ③ 도시 빈민들의 식량 요구 시위 등 여러 계층･계급 대중들의 반복된 사회운동 경험이 정치적 행동 패턴으로 축적되어 있었다. 대구 진보세력은 10월 항쟁을 통해 이렇게 축적된 경험을 집결된 투쟁 역량으로 보여주었다. 동시에 10월 항쟁은 그들의 한계도 보여주었다. 당시 조선공산당 대구시당위원회가 주도했던 대구 진보세력은 노동자, 학생과 지식인층 조직화에 주력하면서, 인구의 다수를 이루는 도시빈민은 적극적으로 조직하지 못했다. 활동가들의 대중운동 경험도 부족했다.
1946년 9월 총파업에 이어 10월 1일 대구역광장 집회 후 경찰 발포로 철도 노동자 김용태가 사망하자 조선공산당 대구시당위원회는 산하에 특별대책위원회를 구성했고, 학생부와 청년부의 활동가들은 학생-청년 연합 시위를 조직했다. 연합 시위의 목표는 미군과 경찰을 상대로 전면전을 벌이는 것이 아니라 경찰 발포 중지를 요구하고 파업 노동자 탄압에 항의하는 수준이었다. 10월 2일 대구경찰서에 들어간 시위대 대표단과 민주주의민족전선 인사들로 구성된 대책위도 사태수습 기구 수준에 불과했다. 그들은 광범위한 대중의 항쟁을 조직하고 치안과 행정을 담당하여 시민권력 쟁취까지 염두에 두었던 항쟁 지휘부는 아니었다. 따라서 10월 2일 오후 경찰서 점거와 시내 곳곳의 도시빈민 봉기는 통제되지 않은 자연 발생적인 형태로 나타났다.

영어초록

The October Uprising of 1946 occurred against the background of an objective political landscape including the appointment of pro-Japanese Koreans by the U.S. military government in Korea, wrong-headed policies on food and people’s livelihood, delays in land reforms and oppression of leftists. The uprising was an extension of the mass movement which was carried on for one year after Korea’s liberation from Japan. In Daegu, repeated experiences of the social movements of the classes have been accumulated in the action pattern of the regional popular politics. Such experiences include i) organized strikes of laborers, ii) joint student protests, iii) civilian rallies and protests led by the National Front for Democracy, iv) protests for food among the urban poor. The progressive forces in Daegu exerted their experiences which have been accumulated as such through the October Uprising in the form of a collective competency in fighting. Meanwhile, the October Uprising revealed limitations of them. The Daegu Committee of the Chosun Community Party back then was leading the forces in Daegu, which focused on organizing laborers, students and intellectuals. The urban poor taking up a majority of the population could not proactively organize one. The activists also lacked in experiencing the mass movement. A railway laborer Kim Yong-tae died due to the police’s shooting after a rally at the plaza of Daegu Station on October 1, following the general strike in September 1946. As a result, the Daegu Committee of the Chosun Community Party formed a special committee under it and organized the joint protest of the student and youth. The goal of the joint protest was not to wage an all-out war against the U.S. Army and the police but to demand the firing to be stopped to the police and protest against the oppression of laborers on strike. The representatives of the demonstrators and the committee consisting of the members of the National Front for Democracy went into the Daegu Police Station on October 2. They were just the agency to rectify the situation. They were not a command unit which even kept in mind securing the civilian force by forming a popular uprising of a broad scale and even being in charge of security and administration. Consequently, their occupation of the police station and the uprisings of the urban poor in different parts of the city naturally occurred in an uncontrollableform.
