학교급식법 적용 후 사립유치원 집단급식 운영 현장의 이야기 (The Story on Meal Service Operations in Private Kindergartens after the Enforcement of the School Meals Act)

초록

본 연구의 목적은 학교급식법 적용 이후 사립유치원 집단급식 운영 현장에서 나타난 실제적인 변화와 지원 요구를 탐색하고, 이를 토대로 운영 개선 방안을 모색하는 것이다. 연구참여자로는 유치원 급식 문제에 관심과 경험이 있는 사립유치원 급식 운영 관리자 8명을 선정하였으며, 개방형 서술식 질문조사와 개별 심층 면담을 통해 자료를 수집하였다. 면담은 비구조화된 방식으로 진행되었고, 수집된 자료는 아모스 해치(2008)의 질적 자료 분석 방법을 사용하여 해석하였으며, 연구자 간 교차 분석 및 검토를 통해 자료 분석의 신뢰도를 확보하였다.
구체적인 연구 결과는 다음과 같다. 첫째, 학교급식법 적용 이후 급식 메뉴의 질, 급식 운영 관리 체계 및 물리적 환경 측면에서 긍정적인 변화는 나타났지만, 기준 충족을 위한 행정적 부담과 운영상의 어려움을 함께 경험한 것으로 나타났다. 정부 및 지자체의 급식 지원은 급식 메뉴의 질적 향상에 기여했으나, 구매 품목이나 구매처의 지정과 제한, 지역별 지원 격차에 대해서는 불만과 아쉬움을 보였다. 즉, 유치원 급식 운영 관련 기준과 지침은 구체화 및 체계화되었지만 이에 따른 업무량의 증가로 고충이 따랐으며, 조리실의 물리적 환경도 일부 개선되었지만, 여전히 구조적 한계로 인해 해결되지 않는 문제들도 있었다.
둘째, 급식 운영 개선을 위한 주요 지원 요구로서 연구참여자들은 급식 운영 전문인력 지원, 현장 기반의 실효성 있는 컨설팅 지원, 사립유치원의 현실을 고려한 중장기적 대응지원 등을 제안하였다. 본 연구는 사립유치원 급식 운영의 현실을 심층적으로 조명하고, 향후 정책 수립을 위한 맞춤형 지원 로드맵 구성을 위한 기초자료를 제공하였다는 점에서 의의가 있다.

This study aims to explore the actual changes and support needs that have emerged in the operation of meal services at private kindergartens following the enforcement of the School Meals Act, and to identify strategies for improving their management.
For this study, eight private kindergarten meal service administrators with experience and interest on meal service issues were selected. They participated in both an open-ended written survey and individual in-depth interviews. The interviews were conducted in an unstructured method, and he collected data were analyzed using Amos Hatch’s(2008) method of qualitative data analysis, and the reliability of the analysis was ensured through cross-analysis and review among researchers.
The results of the study were as follows; First, after the implementation of the School Meals Act, positive changes were revealed in the quality of meal menus, meal operation systems, and physical environments. However, participants also reported administrative burdens and operational difficulties associated with meeting the new standards. Although government and local government support contributed to improved meal quality, participants expressed dissatisfaction with restrictions on purchase items and vendors, as well as disparities in support across regions. While the standards and guidelines for kindergarten meal service operations became more specific and systematic, the resulting increase in workload posed challenges. Physical improvements to kitchen facilities were noted, but unresolved structural limitations remained.
Second, the participants identified several key support needs for improving meal service operations, including the provision of professional personnel, practical on-site consulting, and mid- to long-term support strategies that reflect the specific conditions of private kindergartens. This study is significant in that it offers an in-depth examination of the current state of meal service operations in private kindergartens and provides foundational data for the development of tailored policy support roadmaps in the future.
