국가 방호직렬 공무원의 운영과 발전적 제언 (Operation and Developmental Suggestions for National Public Officials in the Protection Job Series)

초록

본 연구는 국가 방호직렬 공무원의 운영 실태를 분석하여 문제점을 도출하고 방호직렬 공무원의 발전 방향을 제시하는 데 있다. 연구방법은 인사혁신처 국가공무원 통계자료와 법령을 기초로 문헌적 연구와 국가 방호직렬 공무원의 정원, 담당 직무, 채용 및 교육제도에 대한 실태를 분석하고 발전 방향을 제시하는데 연구 목적을 두었다.
연구 결과, 최하위 직급의 정원 비중이 절대적이고 상위 직급은 매우 제한적이었으며 일부 기관은 방호 직무와 관련 없는 일반행정 업무를 담당하는 것으로 나타났다. 채용제도는 경력경쟁채용의 방법으로 대다수 기관이 면접·서류전형의 형태로 채용하고, 우대요건의 근무경력 기준 및 자격증 종류가 기관별로 상이하였다. 임용 후교육제도는 국가민방위재난안전교육원의 방호방범안전관리 과정이 유일한 전문 교육과정이었으며 이마저도 의무가 아닌 신청에 따라 이루어지는 등 체계적인 교육이미흡하였다.
향후 발전 방향으로는 직급별 적정 정원 비율을 조정하여 직무 만족과 사기를 증진하고, 직무 운영과 부합된 방호직렬 정원으로 조직적인 인력관리가 필요하였다.
채용제도는 전문 인력 확보를 위해 자격 및 경력 등의 우대요건을 표준화하고, 직무와 연계된 체력인증제 도입이 요구되고 있다. 또한 교육제도는 직책수행 향상을 위한 교육 이수의 의무화, 교육과목, 교육시간 확대가 절대적으로 필요하다. 본 연구결과는 국가 방호직렬 공무원의 조직적인 운영과 전문성 향상에 크게 기여할 것으로기대한다.

영어초록

This is a study to derive the problems by analyzing the operation status of national public officials in the protection job series and to present the developmental directions of the public officials in the protection job series. It was conducted by the method of literature research and analysis on the actual status of the capacity, duties in charge, recruitment, and education system of national public officials in the protection job series based on the statistical data and laws of national public officials of the Ministry of Personnel Management with the purpose to suggest the developmental directions.
As a result of the study, it was found that the proportion of capacity for the lowest positions was absolute, while one of the upper positions was very limited, and some agencies were in charge of general administrative works not related to the job of protection. In the case of the recruitment system, the method is the career competition recruitment, and most agencies recruit by the process of interview and document screening, while the criteria of work experience and the types of certificates as preferential conditions differed for each agency. As for the post-appointment education system, the only specialized education course was the safety management course in protection and crime prevention of the National Civil Defense and Disaster Management Training Institute, and even this was insufficient for the systematic education such as it is a course given by the application, not an obligatory one.
For the future directions of development, it is necessary to improve job satisfaction and morale by adjusting the proportion of appropriate capacity for each position and to execute systematic manpower management with a capacity of the protection job series consistent with the job operation. For the recruitment system, it is required to standardize preferential conditions such as qualifications and experience to secure professional manpower and to introduce a physical strength certification system linked to the job. Also, for the education system, it is absolutely required to make the completion of education obligatory, and to expand the time and the subjects of education for improvement in the performance of the duties. The results of this study are expected to greatly contribute to the organized operation and improvement in the expertise of national public officials in the protection job series.
