특수경비원 신임 교육훈련의 실태 및 개선방안 (Actual Status and Improvement Measures of the Education & Training of Newly Employed Special Security)

초록

민간경비 산업은 공공성과 기업성을 동시에 갖는 안전산업으로서, 이 분야에 종사하는 일선 경비원들에게 반드시 필요한 것이 전문성의 확보라고 할 수 있다. 즉, 민간경비 분야의 직무는 다양한 위험요인으로부터 국민의 안전을 확보하고, 궁극적으로는 국민의 삶의 질을 향상시키는 전문적인 직무분야로서 이는 방범․방재․방화에 대한 지식과 기술을 가진 전문가들에 의하여 수행되어야 한다.
한국에서 민간경비원에 대한 교육훈련은 과거 한국경비협회와 소수의 일부 대학에서 경비원 교육을 위탁하여 운용하고 있는 실정이었다. 따라서 효율적인 교육을 담당하는 기관의 필요성이 여러 차례 제기되었고, 이러한 시대적 요청에 따라 경찰청에서는 민간경비 교육기관의 확대운영을 검토하게 되었으며, 이러한 결과로「경비업법」및 경찰청 공고 제2005-28호에 의거, 경비원 신임교육 및 경비지도사 기본교육을 실시할 기관 또는 단체인 민간경비 교육기관을 지정하여 고시하였고, 현재 전국적으로 운영되고 있다.
특히 2001년「경비업법」을 개정하여 국가중요시설에 대한 효율적인 경비체계의 구축을 위하여 경비업의 종류에 ‘특수경비업무’를 추가하였고, 이에 따라 특수경비원 신임교육은 특수경비업자의 부담으로 경찰교육기관이나 행정안전부령이 정하는 기준에 적합한 기관 또는 단체에서 개설한 88시간의 특수경비원 신임교육을 받게 하고 있다.
이러한 특수경비원에 대한 신임 교육훈련은 최초 80시간으로 시행되었으나, 2006년 2월 2일 개정된「경비업법 시행규칙」에서는 88시간으로 시간 조정되어 현재(2009년 기준) 한국경비협회, 에스텍시스템 등 9개 특수경비원 교육기관에서 특수경비원 신임 교육훈련이 시행되고 있다.
이러한 맥락에서, 본 연구에서는 특수경비원들에 대한 신임 교육훈련의 실태와 개선방안을 제시하고자 하였다. 더불어 민간경비 교육기관의 실태 및 개선방안과 전문성을 확보하고 있지 못하는 특수경비원의 전문화 관련 정책도 제시하였다.

영어초록

The person, who is engaged in private security industry, shall secure the specialty through specialized education & training. In other words, the duty of private security field is specialized in protecting people from various risk factors and improving life qualities of people ultimately so it shall be performed by specialists, who have knowledge and technology about anti-crime, anti-disaster and anti-fire.
Currently, the specialty of work is being applied to the education & training for police, fire fighter and soldier because specialized education & training organizations are established and education is performed regularly according to personnel supply plan. However, for the education & training for private security, the current situation is that Korea Security Association and some universities run the education for security through commission.
Therefore, the need of organization, which is in charge of efficient education, has been suggested over several times. According to the historical request, National Police Agency reviewed enlarged operation of private security educational organization. As a result, since National Police Agency appointed and noticed the organization or institute, which would perform basic education for newly employed security and security instructor, according to「Security Industry Act」and National Police Agency Notice No. 2005-28, it has been run nationally.
Especially, 'special security work; was added to the kind of security industry to construct efficient security system for important national facility by revising「Security Industry Act」in 2001. After that, 88-hour education for newly employed special security, which is established by organization or institute proper for the standard defined by police education organization or Decree of the Ministry of Public Administration and Security, has been performed under the cost burden of special security company.
Although the education for newly employed special security consisted of 80 hours initially, it was adjusted to 88 hours according to「Enforcement Regulation of Security Industry Act」, which was revised in February 2, 2006. Now(as of 2009), 9 special security educational organizations including Korea Security Association and S-TEC SYSTEM are performing the education for newly employed special security.
As shown above, the purpose of this study was to suggest actual status and improvement method of the education for newly employed special security. In addition, its another purpose was to discuss the political assignment in relation with specialization of special security, which does not secure specialty yet.
