베이징 컨센서스와 자본주의 4.0 : 동아시아의 새로운 발전모델을 위한 함의의 탐색 (Beijing Consensus and Capitalism 4.0: A Search for Implications for East Asia's New Development Model)

초록

이 글은 새로운 발전모델로 제시된 아나톨 칼레츠키의 ‘자본주의 4.0’과 죠슈아 라모의 ‘베이징 컨센서스’의 특징을 살펴보고, 동아시아 지역발전의 관점에서 그 함의를 찾아본다. 우선 자본주의 4.0론에서 제기된 것으로 거시경제 운영과 금융규제에서는 큰 역할을 하지만 기타 영역에서는 작은 정부, 서구 민주주의의 토양이 자본주의의 회생에 주는 유연성과 잠재력, 세계문제 해결을 위한 국제협력의 필요성 등을 지적해낸다. 첫 번째가 동아시아에 주는 함의는 선별적으로 받아들이되, 민주주의 제도의 배양의 필요성과 이에 더해 동아시아 지역협력은 매우 중요하다고 주장한다. 베이징 컨센서스에 관해서는 라모의 주장이 중국모델을 매우 긍정적으로 평가했으나 아직은 미완의 과제로 남아있다고 판단된다. 그러나 향후 베이징 컨센서스의 잠재적 특징 즉, 실용, 지속가능성, 평등, 혁신 등의 가치가 중국의 실천을 통해 구현될 수 있다면 그 이름에 합당한 모델이 될 수 있다고 평가한다. 앞으로 베이징 컨센서스가 아시아를 비롯한 세계의 발전도상국에게 귀감이 되기 위해서는 수출주도, 국가주도 방식의 일단계를 거쳐 민주주의의 제도화에 기반한 시장경제를 건설해야 한다고 주장한다. 마지막으로 두 모델 모두를 검토하고 동아시아를 위해 도출해낸 함의는 다음과 같다: 동아시아의 다음 단계의 발전을 위해서는 공정하고 자유로운 시장경제를 위한 민주주의의 제도 구축, 세계경제 문제에 공동 대응하고 발전의 잠재력을 확대하는 동아시아 지역협력 강화와 경제공동체의 건설이 필요하다.

영어초록

This paper is intended to look into two development models, the Capitalism 4.0 of Anatole Kaletsky and the Beijing Consensus of Joshua Cooper Ramo, which have attracted much public attention recently, with an aim of drawing some implications for East Asian regional development. From the Capitalism 4.0, the following essential ideas are generated from the perspective of this paper: a smart and able government small in the area of social services, yet big in the management of macroeconomics and financial regulation; the importance of democratic institutions and practices which give resilience and vitality for the survival of capitalism by way of guaranteeing fair, free, and creative competitions; needs for international cooperation for global issues such as the environment, finance, trade imbalances and so on. The latter two points are quite relevant for East Asia, although the suggestions of the first point, which is, small government, are selectively applicable depending upon the issues and countries. With regard to the Beijing Consensus, the paper estimates that Ramo's appraisal of BC is a little too premature, arguing that the real promises of BC remain to be realized yet. The potential values of BC, which Ramo has drawn from BC, ie, practicability, sustainability, equality, innovation, should be realized from now on by the Chinese development, so that the BC is worthy of the name of an alternative model for developing countries. For the successive development of China model, after the effectiveness of the primary stage of state-led growth expires, the creation of institutions for democratic market economy and more political and social liberalization are essential. The creativeness, fair and free competition, which is the vitality of a mature market economies, only grow better on the soil of democracy. Over all, the final comment is that the following two goals are necessary for establishing the future development model of Asia : the establishment of fair and just democratic market economies, where the vitality and creativeness of capitalist market economy flourish; and the increasing efforts for East Asian regional economic cooperation for the purpose of building East Asian Economic Community in order to cope with the turbulent global economic conditions.
