학부모용 유아교육정책 평가척도 개발 (Development of Evaluation Scale for Early Childhood Education Policy for Parents)

초록

연구목적: 본 연구는 델파이 조사를 활용하여 학부모용 유아교육정책 평가척도를 개발하는 데 목적이 있다. 연구방법: 본 연구는 유아교육정책과 평가 분야 전문가, 유아교육행정 분야 전문가, 유아교육현장 분야 전문가 및 유아를 둔 학부모 20인을 전문가 패널로 선정하였다. 이후 델파이 조사를 3차례 동안 실시하여 학부모용 유아교육정책 평가척도를 개발하였다. 3차 동안 이루어진 델파이 조사는 내용 분류와 빈도분석 및 평균, 표준편차, 왜도, 사분위수의 기술통계를 통해 전문가 패널의 의견을 분석하였다. 또한 전문가 패널의 응답을 통해 평가척도의 내용을 수정 및 삭제하기 위하여 내용타당도, 합의도, 수렴도를 확인하였다. 연구결과: 본 연구는 전문가 패널들의 응답 분석에 토대하여 4개의 평가범주, 8개의 평가준거, 24개의 평가지표로 구성된 학부모용 유아교육정책 평가척도 최종안을 개발하였다. 평가범주에는 ‘공선성’, ‘민주성’, ‘대응성’, ‘효과성’이 포함되었고, ‘공선성’의 평가준거에는 ‘공익성’, ‘책무성’, ‘민주성’의 평가준거에는 ‘참여성’, ‘다양성’, ‘대응성’의 평가범주에는 ‘적시성’, ‘적합성’, ‘효과성’의 평가범주에는 ‘합리성’, ‘능률성’이 포함되었다. 논의 및 결론: 본 연구는 평가결과를 가시적으로 비교할 수 있게 하여 각 정책의 강점과 약점을 쉽게 파악할 수 있도록 하였다. 따라서 향후 유아교육정책에 대한 단기 또는 중·장기 평가에 적합하게 대응할 수 있는 평가척도로 활용되리라 판단한다.

영어초록

Purpose: The purpose of this study was to develop an evaluation scale for early childhood education policy using Delphi survey. Method: This study selected 20 panelists as experts in early childhood education policy and evaluation, specialists in early childhood education administration, specialists in early childhood education field and parents with children. Afterwards, a Delphi survey was conducted three times to develop an evaluation scale for early childhood education policy for parents. The Delphi survey was conducted during the third phase of study to anlyze the opinion from the expert panel through content classification, frequency analysis, and descriptive statistics of mean, standard deviation, probabilities, and quartiles descriptive statistics. In addition, the content validity, consensus, and degree of convergence were confirmed in order to modify and delete the contents of the evaluation scale based on the expert panel’s responses. Results: In this study, we developed a final evaluation scale for parents' early childhood education policy scale consisting of 4 evaluation categories, 8 evaluation criteria, and 24 evaluation indexes in response analysis of expert panels. The assessment criteria included 'co-prosperity', 'democracy', 'responsiveness' and 'effectiveness', and the evaluation criteria of 'co-operative' included 'public interest', 'accountability', 'democracy' The evaluation category of 'women', 'diversity' and 'correspondence' included 'timeliness', 'suitability', 'effectiveness' as 'rationality' and 'efficiency' as categories of evaluation. Conclusion: This study made it possible to visually compare the evaluation results so that the strengths and weaknesses of each policy can be easily grasped. Therefore, we think that it will be used as an evaluation tool which can cope with short-term as well as mid-and long-term evaluation of early childhood education policy appropriately.
