1980년대 전후 전북 군산지역의 수산업 사정과 연구의 동향 -『연구보고』(1979-1983)·『수산과학연구』(1984-2000)를 중심으로 - (The Local Fisheries and Trends of Researches in Gunsan, Jeollabuk-do, Around the 1980s)

초록

군산 전북지역 수산업의 변화과정 가운데 1960년대를 전후하는 시기 특히 수산교육 및 연구의 변천에 대해 검토한 바 있다. 즉 양식업의 대두, 원양어업 진출, 지역어업의 구조변동, 수산 해양 전문인력 양성 등이 그 중심을 이루었다.
또한, 1970년대 후반에 이르면서 지역의 수산단체인 ‘어업조합’이 ‘수산업협동조합’으로 변모하는 과정에 대해서도 살펴보았다. 그 결과는 수산물 유통 질서와 업무 확대, 천해양식어업, 내수면 및 패류, 해태양식 및 양만업, 어구의 개량과 현대화사업 등으로 요약할 수 있었다. 구체적으로는 이 지역에 가장 강세였던 ‘안강망어업’ 관련 어구개발과 어선의 대형·현대화, 기타 낭장망, 조망 등 새로운 어업과 신규 동남아지역 어장 개발 등을 들 수 있을 것이다.
한편 1980년대를 전후하는 시기 이 지역의 수산업에도 많은 변화가 있었다. 이른바 서해안 개발 가운데 공단의 조성과 이후 새만금사업을 필두로 하는 간척사업 등으로 해수오염 및 갯벌(간사지)의 상실 가운데 어장의 황폐화와 해수 변화, 어장 관리 소홀 등 바다 환경 관련 급속한 변화를 경험하기에 이른다. 특히 1991년 이후 본격화된 새만금간척사업과 군산국가공단 조성사업 등으로 이 지역은 많은 양식사업권이 상실되며 사라진 어장도 적지 않았다. 즉 지역 전체 어장의 약 70% 정도를 잃었기 때문이다.
아울러 각종 해양법의 규제와 한․중․일의 어업분쟁, 어업 통수의 감축과 각종 부정어업의 성행이 만연하였다. 또한 수산물의 수입 개방으로 국내 특히 서해안의 수산업은 더욱 큰 어려움을 겪는다. 즉 신해양시대 가운데 1993년 이후 긴 협의 끝에 결국 2002년 6월 한중어업협정이 발효되었다. 이로써 지역수산업이 받은 영향은 심하기 그지 없었다.
따라서 여기에서는 1980년대를 전후로 하는 시기 전북 군산지역의 수산업 사정에 대해 검토하였다. 또한 서해안지역에서 유일한 수산 관련 전문 교육기관인 군산수산전문대학과 군산대학교 해양과학대학에서 발간한 학술연구지의 주요 논제들도 살펴 보았다.
구체적으로는 『연구보고』(1979-1983)와 『수산과학연구』(1984-2000)를 중심으로 그 주요 연구주제를 살폈다. 이를 통해 지역수산업 발전의 변동과정에 대한 기초적 파악 및 그 미래 발전을 위한 대책 강구의 주요한 지침과 그 방향을 검토할 수 있었다.

영어초록

As to the period of transition in the fishing industry of Gunsan and Jeonbuk regions specifically around the 1960s, the previous study included changes in fishery education and research. For example, the focus was on the emergence of the aquaculture industry, development of deep-sea fishery, structural change of the local fishery, training of marine fishery professional manpower, etc.
Additionally, the process of transition of the local fisheries organization from the 'fishing cooperative' to 'fisheries cooperative' in the late 1970s was also examined. In summary, this process involved the advancement of the order and businesses of fisheries product distribution, shallow sea aquaculture, inland waters and shellfishes, laver farming, eel farming, fishing gear improvement and modernization, etc. Specific examples include fishing gear development for the 'stow-net fishery' which was the primary business in this region, fishing boat enlargement and modernization, new fishing businesses including long bag set net fishery and trawl fishery, and new fishing ground development in Southeast Asian regions, etc.
Around the 1980s, the local fishing industry also involved significant changes. As part of the West Coast Development Project, the industrial complex was established and the reclamation project including the Saemangum Project was conducted. As a result, sea water pollution and mud flat (beach at ebb tide) destruction became an issue, causing drastic changes to the sea environments due to devastation of fishing ground, seawater change, negligence in fishing ground management, etc. Particularly with the Saemangum Reclamation Project and Gunsan National Industrial Complex Formation Project initiated in 1991, many fisheries disappeared in this region as aquaculture business rights became invalid. About 70% of the entire fishing ground in this region were lost. Besides, regulation of various maritime laws, fishing conflicts among Korea, China, and Japan, reduction of the supreme command to fisheries, and various illegal fishing practices deteriorated the situation. Import opening of marine products also caused more difficulties to the domestic fishing industry particularly around the west coast. After the long consultation since 1993 in the so-called new marine era, the Korea-China Fisheries Agreement finally came into effect in June 2002. Its impact on local fishing industry was devastating.
In this context, the condition of the local fishing industry around the 1980s will be examined. Additionally, this study examines major agenda of academic research magazines published by National Kunsan Fisheries College and College of Ocean Science and Engineering Kunsan National University, which are the only fisheries education centers in the west sea area.
Specifically, this study focuses on major research themes of 『Research Report 』(1979-1983) and 『Marine Science Research』 (1984-2000). It is expected that this study can be a major guideline for basic understanding of changes and development in the local fishing industry and development of measures for its future growth.
