공공기관 주요사업 평가범주의 특성과 전략적 행태 분석 (Analysis of Characteristics and Strategic Behavior of Evaluation Categories of Major Public Institutions' Projects)

이 연구는 2018년부터 2022년도 경영평가 결과 데이터를 기반으로 평가유형화, 평가지표의 도전성, 대표성 경향을 확인하고 이로 인해 발생할 수 있는 피평가 기관의 전략적 행태 가능성을 논의하였다. 평가유형화 차원에서 공기업과 준정부기관 간의 성과평가 결과의 분포에는 뚜렷한 차이가 나타났다. 또한 공기업과 준정부기관 내 세부평가유형에서도 차이를 발견할 수 있었다. 이로 인하여 평가자는 후광효과에 영향을 받을 수 있으며, 피평가 공공기관은 높은 점수를 받는 평가유형에 포함되어 평가를 받고자 하는 유인을 가질 수 있다. 주요사업 계량지표의 도전성 점수와 계량지표 점수 간에는 음의 상관관계가 확인되었다. 이러한 현상은 피평가 공공기관들이 달성하기 쉬운 목표를 설정하고 전체 점수를 극대화하려는 전략적 선택을 한 결과로 볼 수 있다. 주요사업에 대한 계량지표 개수가 많을수록 해당 사업에 대한 평가 점수는 낮아졌다. 이는 공공기관에게 각 주요사업의 계량지표 개수를 줄이고, 상대적으로 평가받기 쉬운 지표를 선별하여 선정하고, 특정 지표 관리에 자원을 집중하는 전략적 선택을 할 유인을 제공한다. 공공기관의 전략적 행태는 공공기관 주요사업 부문 평가의 타당성을 훼손할 우려가 있다. 따라서 과도한 전략적 선택을 방지하고 공공기관 주요사업 계량지표의 평가성 검토를 강화하는 방법을 모색할 필요가 있다.

영어초록

This study examined the evaluation typology, challenge of evaluation indicators, and representativeness trends based on the management evaluation results data from 2018 to 2022, and discussed the possibility of strategic behavior of the evaluated organization that may arise as a result. In terms of evaluation typology, there was a clear difference in the distribution of performance evaluation results between public enterprises and quasi-governmental organizations. In addition, differences were found in the detailed evaluation types within public enterprises and quasi-governmental organizations. As a result, evaluators may be affected by the halo effect, and the evaluated public organizations may have an incentive to be included in the evaluation type that receives a high score and receive the evaluation. A negative correlation was confirmed between the challenge score of the main business quantitative indicator and the quantitative indicator score. This phenomenon can be seen as the result of the evaluated public organizations setting easy-to-achieve goals and making strategic choices to maximize the overall score. The more quantitative indicators there were for the main business, the lower the evaluation score for the business. This provides the evaluated public organizations with an incentive to make strategic choices such as reducing the number of quantitative indicators for each main business, selecting and selecting indicators that are relatively easy to evaluate, and focusing resources on managing specific indicators. The strategic behavior of public institutions may undermine the validity of the evaluation of the major business sectors of public institutions. Therefore, it is necessary to find ways to prevent excessive strategic choices and strengthen the evaluation of the quantitative indicators of the major business sectors of public institutions.
