초록

As the cultural industry arrive at the trend of rapid growth and enlarge the social and economic value, the international competition over cultural industry is more fierce. Because the cultural industry has the high value and recognize as the strategic industry that hold sway over the international competitiveness.
But the culture itself include the contradiction. On the one hand, the culture is not different from the other product in that the price was decided by the law of supply and demand. On the other hand, the culture is not a simple product. Because the cultural industry included the particularity and the identification of culture and assumed the public character. This cultural contradiction caused the controversy such as the cultural industrialization, ‘the cultural exception’, ‘the cultural diversity’. French has leaded the controversy about the cultural industry and the cultural publicity and has argued the cultural exception and the cultural diversity.
In order to keep strict watch the infiltration of multinational capital into French, French argued and carried through the provision of cultural exception that the cultural product including television images has to exclude from the object of free trade. Moreover, French has argued the cultural particularity that the world could recognize through the comprehensive term of ‘cultural diversity’. In particular, she establish an international organization which was united through the medium of the French language and put a break on the American globalization which was represented as the English language and the popular culture. Also, the establishment of cultural-deplomatic system through the corporation of civil and goverment under Miterrand's government has progressed the vigorous activity as the practical instrument for cultural diversity during the half century. In particular, the cultural diplomacy of French possessed the enormous cultural-network in the world such as ‘the world cultural house’ and ‘Alliance Française’ and demonstrated that the culture was in motion-the culture existed only through the interchange.
In conclusion; ‘the cultural diversity’ was achieved through the continuous cultural interchange and the progress for the protect and the understanding of the cultural right for the few as much as to learn through the party line such as ‘Alliance Française’ and ‘OIF’(Organisation Internationale de la Francophonie). The culture completed the cultural democracy and the cultural diversity through the contact, the collision and the extend. Then, the cultural relativism recognize and understand the culture of other cultural area, other region and other country, and achieve the cultural tolerance for the balanced interchange and the development of culture.
