1990년대 이후 교마치야재생운동의 명암(明暗): 교토 니시진의 사례를 중심으로 (The Reality of Kyomachiya Revitalization Movements in Urban Kyoto after the 1990's: Focusing on the case of Nishijin)

초록

본 논문은 1990년대 이후 활성화된 교토 지역의 전통목조가옥인 교마치야 재생운동의 양상을 니시진의 한 신흥지역축제의 사례를 통해 구체적으로 분석하고 있다. 1990년대 초반 교토 도심부의 고층건물 건설문제를 둘러싸고 일어난 제 2차 경관논쟁은 교토의 전통적 경관을 구성하는 핵심적인 요소로서 교마치야에 대한 폭발적인 관심을 불러일으켰다. 그러나 기존의 문화유산과는 달리 여전히 서민의 주거공간으로서 기능하고 있는 교마치야는 보존의 어려움으로 인해 재생의 필요성이 강조되는데, 그 구체적인 양상은 교토 내부에서도 지역의 상황에 따라 다르다.
니시진오리로 대표되는 전통섬유산업이 융성한 니시진의 경우, 지역 내부에 다수 남아있는 교마치야는 전후 지속적인 불황에 처해있는 지역경제를 활성화하는 수단으로 간주된다. 본 논문에서 주요한 사례로 다루고 있는 킨카가츠지 전통문화제는 주된 내용으로 교마치야의 내부 공개를 내세워 비슷한 성격의 지역활성화를 위한 신흥축제들 중에서 가장 성공한 사례로 꼽히고 있고, 교마치야 재생운동에 관심 있는 많은 외부자 및 외부단체를 끌어들였다.
그러나 시간이 지남에 따라 이 축제는 1) 전통문화제와 교마치야를 보는 시각의 차이 2) 지역 사회 내부의 편중으로 인한 내부의 갈등 3) 새로운 ‘지역 커뮤니티’의 탄생 4) 가시적인 이익에 대한 지역주민의 기대와 외부자 간의 괴리라는 문제에 직면하게 되었고, 이것은 마치야에 대한 지역주민들의 경험 및 기대를 배제하는 결과를 초래하고 있다.

영어초록

In this paper, I critically examine how Kyomachiya (Kyotoites' traditional townhouses) revitalization movements has been developed and practiced especially after the 1990s' through the case of a newly-held local festival in Nishijin, Kyoto. The second landscape debate in the early 1990s' over the successive construction of high-rise buildings in urban Kyoto provoked Kyotoites' concerns about disappearing Kyomachiya, which had been an essential component of thetraditional landscape of Kyoto. Arising to face this situation,theKyomachiya revitalization movements emphasize the necessity of 'revitalizing' Kyomachiya for residents' convenience, not 'preserving.' The movements’ strategy is based on the fact that it is difficult to preserve Kyomachiya in general because a large number of Kyomachiya still used as private residence, unlike other cultural heritage buildings such as temples and shrines.
The Gold Coin Crossing (kinkagatsuji) Traditional Festival is one of the local efforts to appropriate the current Kyomachiya boom in order to revitalize the Nishijin economy which has been depressed since the postwarperiod. Compared to other similar newly-held local festivals for town-making it has beena great success, attracting a great number of tourists and external agencies interested in Kyomachiya, such as the administration, mass media, universities, and researchers.
The entrance of external agencies, however, brought about several unexpected outcomes. First, contradictions have resulted from differing perspectives onthe festival and Kyomachiya which divide the Nishijin residents and the external agencies. Second, competition has been intensified among external agencies over access to owners of newly revitalized Kyomachiya, and this competition has producedconflicts within the movement. A third unexpected outcome is the juxtaposition of the established neighborhood organizationswith the making of the Gold Coin Crossing as chiiki komyuniti, a once-forgotten name of the area and an invented tradition created for the Festival. Finally, the last unexpected outcome is theexclusion of most residents from the competition, which eventually must precipitate the decline of the Festival. In conclusion, all these problems have resulted in alienating residents and leaving them without fulfillment of their expectations for their Kyomachiya.
