    초록

    This study investigated Lee Jongil’s campaign for modern education in the late Chosun. Dynasty. He was born at Taean-gun in Chungcheongnamdo province. He has a variety of pen names such as Okpa, Mukahm, Chunyeonja, Junggosanin, and Junghywun.
    Although we know that he passed the civil service examination in 1874, we are not able to find his records of earlier official activities. However, we can have information about his later activities through his Mukahm memorandum, and newspaper articles. Retired from an official in Jungchuwon, one of administrative branches, he was involved in the patriotic enlightenment movement to raise national consciousness, civil right consciousness, and independent spirit.
    After returning from Japan as a special envoy, he engaged in the restoration of its sovereignty in Daehan Jagang Hoe, and Daehan Hyup Hoe. He also organized the enlightenment movement by publishing the first edition of Daehan Jeguk Yeokhoe, Jeguk Shinmun (The Imperial Newspaper) in 1906, and tried to abolish illiteracy at Gukmun (Hangul) Research Institute as a leading member in 1907. By leading the “New Life Movement”, he organized Cheondogyogukdan. In addition, he took an active role in publishing and distributing “Declaration of Independence” in 1919, and made an effort to spread the second independence movement.
    However, he emphasized that the new education should be accepted as long as it will not eradicate traditional cultures of Korea. This means that he intended to build an independent nation through education, which will result in Koreans' consciousness- raising movement and the restoration of Korea's sovereignty.
    On the basis of the above mentioned premises, we can summarize his modern educational thought as follows: 1. His modern educational thought is based on Sirhak, Practical Learning, through which he tried to apply the idea to the restoration of Korea's sovereignty.
    2. His modern educational thought is grounded on the national restoration. He argued that patriotism comes out of education.
    3. He layed stress on school-based education and asked the Japanese Government-General of Korea to establish modern schools and to send Korean students studying abroad.
    4. He emphasized the importance of Hangul and tried to inform the excellency of the Korean language. In addition, he stressed the importance of domestic and women education.
    5. He demanded that the Japanese Government-General of Korea implement compulsory education with a modern educational system.
