단독주택가격 토지·건물 배분비율을 활용한 공시지가 현실화율 제고방안 연구 (A Study on the Readjustment of the Publicly Notified Land Prices based on Component Ratio of Land and Building in Single-Family Housing Prices)

부동산 관련 과세와 각종 감정평가의 기준으로 활용되는 공시지가는, 실제 토지가격과의 격차 문제로그 적정성에 많은 논란을 일으켜왔다. 공시지가의 현실화율은 실거래가격과의 비교를 통해 산정할 수있으나, 토지거래사례가 부족하여 산정결과의 신뢰성을 확보하기 어렵다는 문제가 있다. 이에 본 논문에서는 공시지가 현실화율 산정을 위해 토지실거래사례를 확보하는 방안으로, 토지·건물가격 배분비율을제시하였다. 이를 위해 개별단독주택 가격을 토지가격과 건물가격으로 배분하여 지역별·용도지역별·건물구조별·용적률별·경과년수별 토지·건물가격 배분비율표를 작성하였다. 토지와 건물가격을 배분하는 방식으로는 잔여법과 비율배분법을 비교분석하였으며, 산정된 배분비율을 단독주택 실거래 가격에 적용하여 토지실거래가격을 도출할 수 있다. 도출된 토지실거래가격과 개별공시지가와의 차이를 비교해봄으로서 각 배분방식의 적정성을 검증함과 동시에 개별공시지가 현실화율로의 활용가능성을 검토하였다.
연구결과, 비율배분법에 의해 도출된 토지실거래가격이 토지잔여법에 의한 토지가격에 비해 개별공시지가에 대한 설명력이 높게 나타났다. 또한, 배분된 토지실거래가격과 개별공시지가의 격차를 통해 개별공시지가에서 고려하지 못하는 실거래 특성을 반영할 수 있는 것으로 분석되었다.

영어초록

The main goals of this study is to suggest a way to readjust the Publicly Notified Land Prices, a component ratio of land and building, to reduce a huge gap between the Publicly Notified Land Prices and real transaction land prices. The Publicly Notified Land Prices can be readjusted through real transaction land prices, but the cases of land transactions are very insufficient. Thus, this study attempts to generate real transaction land prices by dividing the real transaction prices of single-family houses based on the component ratio of land and building in single-family housing prices. To estimate the component ration of land and building in single-family housing prices in a reasonable way, two research questions are addressed: (1) how a single-family housing price can be divided into two separate parts, land price and building price, and (2) whether the derived component ratio of land price and buildingprice can be generalized? To answer the research questions, first, 2014 Publicly Notified Prices of Single-Family Houses are analysed using the Residual Capitalization Approach and the Pro Rata Allocation Method; they are methodologies to allocate a property value to land and building based on price determinants. Also, to generalized the results derived from each method, they need to go through a verification process. In detail, estimated land price from applying the component ratio to sales price of single-family houses is compared with standard price such as the Publicly Notified Land Prices. The results shows that the Pro Rata Allocation Method is more appropriate to devide the single-family housing prices to land and building, because the divided land price based on the Pro Rata Allocation Method explain the Publicly Notified Land Price better than the Residual Capitalization Approach. In addition, the difference between the estimated land price(the real transaction prices) and the Publicly Notified Land Price can provide information for the readjustment of the Publicly Notified Land Prices, which have important planning implications for accurate property information and equity in taxation.
