신군부의 정권찬탈을 위한 공수부대의 5·18 ‘과잉진압’연구 (An Interpretation of Direct Reason regarding the 5·18 Outbreak through 'Excess Suppression')

초록

1980년 5월 18일 오후 4시에 시작된 5·18의 직접적인 발생원인을 놓고 평화적 시위에 대한 공수부대의 ‘과잉진압’ 때문에 빚어진 것으로 국민들은 이해하고 있다. 그러나 그것은 그렇지 않다. 18~20일 초기 사흘 동안 금남로를 비롯한 광주시내에서 벌어진 공수부대의 시위진압 과정을 목격한 시민들에게는 단순한 ‘과잉’으로 빚어진 상식적인 ‘과잉진압’ 행태가 아닌 미리 의도된 공격적 ‘과잉진압’으로 보였다. 18일 벌어진 대학생들의 시위를 진압하기 시작하는 초동부터 공수부대원들은 ‘머리’·‘가슴’·‘배’·‘얼굴’·‘뒤통수’ 등 신체 어느 곳도 가리지 않고 급소 위주로 치고 패고 찌르고 나중에는 총격까지 가했다. 어떤 경우에는 대검으로 찔러 생명에 위해를 가한 끝에 죽음으로 이어지게 했다. 더욱이 진압대상은 당장 시위하고 있는 학생들만이 아니라 시위와는 아무런 상관이 없는 노인·노파, 신혼부부, 평범한 행인, 길 가는 40대 부부, 심지어 농아장애자에게까지 가해 부상을 입히거나 숨지게 했다. 그런가 하면 평화적 시위대열에 정조준해서 발포했고 저수지에서 멱 감고 뒷동산에서 뛰노는 어린이들에게까지 총격을 가했다. 이는 보편적 ‘과잉진압’이 아니라 공격적 ‘과잉진압’ 내지 ‘살인행위’였다. 가해자들은 오히려 시위진압 차원을 넘어 목숨을 건 ‘폭동진압’이었다고 주장하면서 광주시민들을 ‘폭도’라고 매도하는데 서슴지 않는다. 심지어 ‘과잉진압’ 자체도 벌인 적이 없다고 강변하고 있다. 그러나 그것은 육군본부가 규정한 정상적 진압방법도 아니고 그들이 스스로 말하는 상식적 ‘과잉진압’도 아니다.
박정희 정권을 계승해야 하는 신군부로서는 이같은 공격적 ‘과잉진압’을 벌여 유발된 ‘국가변란의 폭동’을 진압, ‘안보상의 위기’를 극복했다는 명분을 세워 혁명적 국보위를 설치하기 위한 정권찬탈 프로그램을 진행해야 했다. 여기에 공수부대의 ‘과잉진압’이 필요했다. 그것은 특히 5월 23일 소준열 전남북계엄분소장에게 보낸 “공수부대원 기죽이지 말고 무리해서라도 조기에 수습하라”는 전두환의 메모가 말해주고 있어 재론의 여지가 없다.
박정희 비호를 받으며 정치군인으로 성장한 전두환은 10·26으로 인해 출범한 계엄사령부 예하 합동수사본부의 본부장에 임명되자마자 국가의 모든 정보·수사권을 독점한 후 그 정보를 계엄사령관에게도 직보할 수 없게 만들어 직속상관이자 당시로서는 대한민국 통치 권력의 핵심이었던 계엄사령관을 능멸하고 무력화시키는 공작을 폈다. 정권탈취의 의지와 계략이 숨어있었다. 이 계략에 따라 가장 먼저 취한 조치는 군 수뇌부의 ‘민주주의 환원’ 대국민성명 보도를 차단하는 일이었고 다음은 민주화를 절대로 용납하지 않겠다는 의미로 재야민주인사 96명을 연행해 혹독한 고문을 가했다. 그리고 12·12반란을 일으켜 사실상 대한민국 정권을 장악하고 하루 전까지도 직속상관이었던 정승화 계엄사령관을 혹독하게 고문해 정권찬탈의지를 분명히 표출했다. 그리고 전두환 자신을 ‘왕(대통령)’으로 만들겠다는 K-공작을 단행하면서 본심을 드러낸 후 정보부장을 겸임해 국내외의 모든 정보를 독점하고 막대한 정보부 예산을 독식했다. 또한 미리 작성한 「시국수습방안」에 따라 사실상 정권인수로 간주되는 5·17조치를 단행했다. 당시 고조되어있던 국민들의 민주화 여론을 잠재기 위해 광주를 선택, 살인적 ‘과잉진압’을 펼쳐 일어난 ‘국가변란의 폭동’을 진압했다는 명분을 세워 국보위를 설치한 다음 상임위원장이라는 이름으로 입법·행정·사법 3권을 장악하는 국가원수 행세를 하고 나서면서 정권찬탈 야욕을 달성했다. 여기에 ‘과잉진압’이 필요했고 또한 존재한 이유가 있다.

영어초록

Given the direct reason of the 5·18 starting at 4:00 pm on May 18 of 1980, people consider that it originated because of 'the excess suppression' by airborne units over the peaceful demonstration. That, however, is not the case. The Gwangju citizen, who watched the suppression process by the airborne units in Gwangju-si(city) including Geumnam-ro(road) for three days of 18~20, regarded it not as a conventional 'excess suppression' originated from a simple 'excess' but as a prearranged and aggressive 'excess suppression'. From the beginning of the suppression over the demonstration by the university students at 18, the airborne units hit, beat and stabbed the students on the bodies centering on vital parts including 'head'·'chest'·'belly'·'face' and 'occiput', and thereafter shot at them. In some cases, they stabbed the citizen with swords to the death. Furthermore, they hurt and killed the ages, newly married couples, commonplace walkers, walking couple in 40's and even the handicapped having nothing to do with the demonstration. They shot at some children swimming on a pool and the other children playing at a back hill, let alone the peaceful demonstrators. Those were not the conventional 'excess suppression' but an aggressive 'excess suppression' or 'killing actions'. On the contrary, the assaulters claimed that the suppressions were 'riot suppressions' at the risk of their lives beyond a level of the demonstration suppression and went to absurd lengths to cry the Gwangju citizen down as 'rioters'. What is worse, they claimed that they had never enforced the 'suppression'. But, the suppression was neither the normal suppression way regulated by Army Headquarters nor a conventional 'excess suppression' named by them.
The new military authorities following the Park's Regime had to arrange a program for power usurpation to found a revolutionary 'Special Committee for National Security Measures' after erecting a justification that it suppressed 'a riot of national disturbance' originated from the aggressive 'excess suppression' and overcame 'a crisis of security'. For the purpose, it needed 'the excessive suppression' by the airborne units. Given the memorandum which Chun Du-Hwan sent to So Jun-y대l, a chief martial law administrator of Jeolla-do, - 'Arrange the riot by force as soon as possible without killing the spirit of my fellows!' - the case was not worth rediscussion.
As soon as Chun Du-Hwan, who was raised to a political military man by Park's protection, was appointed to a chief of Joint Investigation Headquarters under the martial law enforcement headquarters founded owing to the 10·26, after monopolizing the national information and investigation right, he made the information not to report to the chief martial law administrator and maneuvered to despise and incapacitate the chief martial law administrator, his superior officer and a key of the supreme power in Korea. There were an intention and a trick for the power usurpation to Chun, According to the trick, the first measure was to obstruct the report towards people for 'a restoration to Democracy' by the military executives. Afterwards, not allowing the democratization in the society, he detained the distinguished 96 men out of office and used torture on them severly. And he really dominated Korea through the 12ㆍ12 Rebellion and used torture on Jeong Seung-Hwa, the chief martial law administrator, and expressed clearly the intention for the power usurpation. After expressing his intention with carrying out K- operations to make himself 'King(President)', he monopolized all informations home and abroad through the holding of the additional position, the chief of Central Intelligence Agency, and monopolized the huge budget of the Agency. In addition, according to the 「A Measure for the Situation Arrangement」 made before, he carried out the 5ㆍ17 measures regarded as a real undertaking of regime. In order to reduce the public opinion for the democratization raised at that time, he selected Gwangju and after founding 'Special Committee for National Security Measures' through a justification that he suppressed 'a riot of national disturbance' originated from the deadly 'excess suppression', he dominated three powers of Legislation·AdministrationㆍJudicature and at last achieved the ambition of the power usurpation with acting as the chief of a nation. So he needed 'the excess suppression' and that is the reason for being.
