바젤Ⅱ(신BIS협약)가 자본시장에 미치는 영향 및 과제 (Impact of Basel 2 on Capital Markets and Matter of Policy)

초록

바젤은행감독위원회(Basel Committee on Banking Supervision)는 1998년 2월부터 바젤Ⅰ을 대체할 협약을 마련키로 하고 은행 및 감독당국과 관련 전문가들의 의견을 수렴하여 2004년 6월 24일 바젤Ⅰ을 대폭적으로 수정·보완한 바젤Ⅱ, 이른바 신BIS협약을 확정하였다. 바젤Ⅱ의 특징은 바젤Ⅰ보다 신용위험 및 운영위험의 측정방법을 정교화하고(Pillar1), 감독당국의 점검기능(Pillar2)과 시장규율(Pillar3)을 강화하는 데 있다. 우리나라는 표준방식(Standardized Approach, SA)과 내부등급방식(Internal Ratings-Based Approach, IRB) 중 기본내부등급방식(Foundation-IRB, FIRB)을 2008년 1월부터 시행하고 있고, 고급내부등급방식(Advanced-IRB, AIRB)은 2009년 1월부터 시행할 예정이다. 바젤Ⅱ는 바젤Ⅰ과 달리 자본시장과 기업 활동에 미치는 영향이 적지 않을 것으로 예상되고 있다. 그리하여 이 논문에서는 그 영향을 분야별로 살펴보고, 그에 따른 정책적 과제를 제시하여 보았다. 바젤Ⅱ가 미치는 영향과 관련하여서는 증권회사의 자기자본규제비율, 은행의 펀드투자, 국채시장, 채권시장, 주식시장 및 신용파생상품 등의 분야로 나누어 고찰하였다. 그리고 정책적 과제와 관련하여서는 금융안정성 제고를 위한 금융감독의 강화, 특히 거시건전성 감독강화, 은행의 재무건전성 제고를 위한 헤지펀드의 도입, 금융시스템 전반의 안전성과 건전성을 위지하기 위한 유동성 감독구조의 구축 및 외국의 금융감독당국과의 협력체제를 구축시 국내사정을 감안한 유연성 확보 등의 과제가 있음을 적시하였다.

영어초록

After several years of extensive consultations with and opinion-gathering from member banks and supervisory organizations, the Basel Committee on Banking Supervision decided on June 24, 2004 to adopt the Basel II Accord, a revised version of the standards governing the capital adequacy of internationally active banks.
The three major elements of Basel II are:
Pillar I, which provides more specific and comprehensive methods for quantifying credit risk and operational risk;
Pillar II, which strengthens the monitoring functions of supervisory authorities; and
Pillar III, which aims at enhancing the regulatory functions of the rules that apply to capital markets.
This paper examines the potential impact that the Basel II Accord may have on the capital markets of and businesses in Korea in such areas as BIS ratio, lending and fund investment practices conducted by banks, government bond markets, corporate bond markets, stock markets, and credit derivatives markets.
Since January 2008, Korea has chosen the standardized approach over the internal ratings-based approach (IRB) and also plans to adopt the advanced IRB from January 2009. The author concludes that, unlike Basel I, the potential impact that Basel II may have on the country’s businesses and capital markets seems very minimal and unsubstantial at this point in time.
A matter of policy made to the Korean government in the study include:
1. The necessity of strengthening the government’s ability to regulate its capital markets, especially in macro terms, in order to enhance the security levels of the country’s financial markets as a whole.
2. The introduction of hedge funds to the country’s financial markets as this may benefit many of the banks through enhancing their capital adequacy.
3. The necessity of further enhancement of security levels in order to ensure capital adequacy of the financial system as a whole through the rapid establishment of a more effective system for liquidity monitoring/supervision and a better network for efficient coordination with the financial supervisory organizations of foreign countries.
