물수지를 고려한 신안장도산지습지의 관리방안 (Management Considering Water Balance of Jangdo Island High Moor)

초록

신안장도산지습지의 주요 수원은 규암산지에 내린 빗물에 기인한 용출수와 해무로부터 공급된 수증기이다. 장도 인근 흑산도 지역은 연평균 강수량이 1,084.4 mm로 소우지역에 속한다. 그러나 여름철 상대습도가 높고 운량이 많으며 풍속이 약해 증발산량이 적은 기후특성상 소우지역임에도 불구하고 습지가 형성될 수 있는 조건을 가지고 있었다.
습지 내 지하수는 곡두부와 동북쪽 산록에서 안정적인 지하수위를 유지하고 그 주변지역은 항상 포화되어 있다. 현재 진행되고 있는 신안장도산지습지의 육화현상은 2000년 이후 연강수량의 편차가 커져 소우년과 다우년간의 강수량의 차이가 극심해져 발생한 것으로 사료된다. 특히 2002년과 2005년은 연평균 증발산량을 크게 밑도는 815.7 mm, 706.6 mm의 강수량으로 극심한 물부족 현상이 초래됐다. 강수량이 적은 소우년에는 지하수위 감소와 물수지 불균형으로 습지생태계가 교란되었고 이로 인해 버드나무군락이 확장되었을 가능성이 높다. 한편 현재 마을 주민들의 생활용수로 이용되고 있는 습지의 용출수는 습지의 주요 수분 공급처이지만 습지로 유입되기 전에 도수됨으로써 건조화를 심화시키는 요인으로 판단된다.
기후변화에 의한 생태계의 변화는 극히 자연의 일부로 간주할 수 있다. 그러나 인간의 개입으로 습지의 수문환경과 생태계의 변화 혹은 왜곡현상이 가속화된다면 적절한 대처방안을 강구하여 그 변화 속도를 조절하거나 자연계 내에서 천이가 일어날 수 있도록 보호를 해야 할 것으로 사료된다.

영어초록

The sources of water supply for Jangdo Island High Moor are considered to be mainly springs caused by rainwater came down to mountain slope and vapor supplied from sea fog. On the other hand, the amount of annual average precipitation for the area is 1,084.4 mm which belongs to small rain area but the area has the factors which may form fen even if the area is categorized into small rain area in view of summer season weather characteristics which show high relative humidity, a lot of cloud amount, weak wind velocity and little amount of evapotranspiration.
Groundwater within the fen maintains stable groundwater level at the valley head and north-eastern base of mountain while the surrounding area is always saturated. The dryness of Jangdo Island High Moor which is currently in progress is considered to have been generated due to the extreme difference in the amount of precipitation between small rain year and much rain year as the deflection of annual precipitation has become bigger since 2000. Especially, the phenomena of extreme water shortage was caused due to low level of precipitation of 815.7 mm and 706.6 mm in 2002 and 2005 respectively which are much below annual average evapotranspiration in the area. The wetland eco-system had been disturbed due to a decreasing of ground-water table and imbalance of water budget in extremely small rain years, so the willows community was likely to be expanded in the wetland. On the other hand, the subsurface water of the wetland which is currently used as domestic water for the residents of the village is a major source of moisture for the wetland but the water is conducted before it is flown into the marsh and therefore it is judged that it served the reason for aggravation of dryness of the wetland.
The change in eco-system due to climate change can be regarded as a part of the nature which is rather natural but in case the change in hydrological environment, change in eco-system or distortion phenomena of the fen is accelerated due to human intervention, it will be necessary to come up with appropriate measures to adjust the pace of change or to protect eco-system so that transition can be incurred within the natural world.
