초록

이승복은 일제시기에 비타협적 민족운동을 전개한 저명한 민족주의자이다. 그는 해방 후에 우파와 좌파 민족주의자가 모두 참여한 자주적인 통일민족국가를 건설하려 노력하였던 인물이다.
해방 후에 이승복은 안재홍과 밀착하여 활동하였다. 1930년대 전반 조선일보사와 신간회에서 같이 활동한 인연으로 두 사람은 일제 말엽까지 정치적ㆍ사상적으로 가장 긴밀한 사이였다. 이로써 이들은 해방 이전에 좌우 연합 통해 자주적 통일민족국가를 건설해야 한다는 중도우파의 정치노선을 확립하였다. 이런 정치노선에 따라 두 사람은 해방 후에 조선건국준비위원회ㆍ조선국민당ㆍ국민당ㆍ한국독립당ㆍ민주독립당 등에서 자신들의 이상을 실현하려 하였다.
정당활동을 벌일 때에 이승복은 전면에 나서서 활동하기보다는 막후에서 교섭하는 데에 장점을 보였다. 그는 일제시기 신간회운동 때에 이면에서 실무를 전담함으로써 그러한 자질을 보였다. 해방 후에도 그는 국민당 총무부장을 지낼 때를 제외하고는 대부분 이면에서 은밀히 중요 활동을 처리하곤 하였다. 안재홍으로 하여금 조선건국준비위원회를 탈퇴하고, 조선국민당을 창당하도록 하고, 민정장관직을 수락하도록 했던 일 등은 그가 벌인 막후활동의 대표적인 사례였다. 그래서 그는 “이승복은 막후에서 설득하는 일을 가장 잘한다”는 평을 들었다.
이승복은 민족주의자와 공산주의자가 연합하여 자주적인 통일민족국가를 건설해야 한다는 신념에 따라 정치활동을 벌였다. 그는 건국준비위원회에 가담했다가 좌익세력의 좌경화와 일부 우익세력의 비협조에 실망하여 자진 탈회하고 말았다. 이어 안재홍으로 하여금 조선국민당에 가담하도록 함으로써 조선국민당 창당의 산파역이 되었다. 또한 그는 조선국민당이 중간파 정당들과 통합하여 확대된 국민당에서 총무부장을 맡아 활약하였다. 마지막으로 그는 좌우 연합이 불가능해지자 우파만의 연합을 통해 건국대업을 달성하고자 하였다.
이승복은 극좌세력과 극우세력 및 친일파세력을 단호히 배척하고 온건성향의 좌우파 민족운동자들을 중심으로 신국가를 건설하려 하였다. 그는 미군정의 한국통치에 반대해 극좌모험주의를 일삼는 박헌영세력에 대해 비판적이었다. 또한 반탁운동을 주도하며 패권 장악에 열중하는 한독당세력, 친미적 성향을 보이며 단정운동을 주도한 이승만세력, 일제시기의 친일파와 지주들이 다수 포함된 한민당세력에 대해 부정적이었다. 요컨대 그는 미군정의 승인ㆍ협력 및 국제연합의 지원 하에 자주적 민족국가를 건설하는 대업을 이루려 하였다.
조선국민당ㆍ국민당ㆍ민주독립당의 정강에는 이승복의 건국이념이 담겨 있었다. 그가 이들 정당의 정강을 직접 기초하진 않았지만 거기에는 그와 정치사상을 공유했던 인사들의 이상이 담겨있었다. 그 정강의 핵심 내용은 대지주ㆍ대자본가를 억제하고, 노동자ㆍ농민 및 중소지주ㆍ중소상공인의 권익을 보호하려는 경제정책을 담고 있었다. 예컨대, 기간산업의 국유화, 중소기업의 보호육성, 이윤소득의 억제, 자작본위의 농업정책, 노동자ㆍ농민 위주의 노동조건, 대토지 소유의 제한, 여성의 근로향상 등이 다른 조항들에 비해 강조되어 있었다. 이것은 이승복이 중간우파의 정당들은 기본적으로 사회적 약자의 이익을 대변하려는 것을 정치사상을 지니고 있었음을 보여준다.
이승복이 전개한 좌우연합운동은 당대 사회현실 및 국제정세와 유리된 고답적인 이상주의에 불과했다는 비판을 받았다. 또한 해방후 정당난립 상태에서 지나치게 이상적인 태도로 정당통합운동을 벌임으로써 극좌－극우세력으로부터 심한 견제를 받았다. 이런 상황에서 이승복은 유엔 총회의 남한만의 단독선거 실시방침에 찬성하여 자신들의 국가건설방략을 수정하기도 하였다. 이런 약점들에도 불구하고 이승복의 좌우연합운동은 현재의 남북분단 상황을 주체적으로 극복하고 자주적인 통일민족국가를 건설해야만 하는 민족적 과제를 안고 있는 한민족에게 유익한 자산이 되고 있다고 판단된다.

영어초록

Lee Seung-bok is well known as a patriot who poured out his entire life on intransigent national movement in colonized period by Japan. He was a historic figure who tried to realize a unified nation-state collaborated by both left & right nationalists since liberation. Since then Lee Seung-bok acted in close tie with Ahn Jae-hong. Two figures were remained as sidekicks not only in political viewpoint but also in public opinion working together in Chosun daily Newspaper & Shingan-hoe.
From that time on, these people envisioned to establish a unified nation-state before liberation with independency integrating left & right forces. In this political position which slightly inclined toward right from the middle, two figures intended to realize their ideal vision by setting some organizations like the Founding Chosun Committee, National Party of Chosun, Korean Independence Party, and Democratic Independence Party.
Lee Seung-bok usually showed off his ability behind the scene in making external overture rather doing something visible in front line. Such a capability of him in a working level was proved earlier from the period of Shingan-hoe. Even after liberation, he executed major activities & affairs behind the scene except some period during which he served as general secretary in People's Party. One of the typical examples was to let Ahn Jae-Hong to drop off of the Founding Chosun Committee and to create a new political party named National Party of Korea, to undertake a minister position of Civil Administration. For these achievements, he was evaluated as an “expert of behind the scene negotiator.”Lee Seung-bok showed off his capability in the belief that regardless of political position nationalists & communists must be one in order to establish a unified nation-state. Once he joined with Founding Chosun Preparation Committee, but immediately dropped off of the Committee due to two reasons; one is excessive leftist swing, the other was uncooperative attitude of some rightists. At that time, he made Ahn Jae-hong to be a part of National Party of Chosun and to be a spearhead by which he wanted to create new party People’s Party of Chosun. He powerfully acted as a general secretary in People’s Party where National Party of Chosun and minor parties are integrated. Finally, after recognizing union between left & right is impossible, he wanted to achieve the great mission by unifying rightists.
Lee Seung-bok sought to establish quite new nation in accordance with modest nationalists rejecting two extremes; extremely left & right and Japan-friendly forces. He especially criticized Park Hun-young and his sidekicks who are following excessive left adventurism and opposing American dominance over Korean Peninsula.
He took initiative to lead anti-trusteeship movement, and opposed to Handok party that preoccupied by tacking political power, Lee Seung-man & his followers that inclined American military administration, and Hanmin party where many Japan-friendly forces and landlords. The bottom-line of his idea is to erect an independent nation state giving sanction and collaboration to American military in accordance with international diplomatic support.
Lee Seungbok’s idea of founding a country was in the platform of Chosun People’s party, People's party, and Democratic Independent party. Albeit he did not draft it directly, there were similar thoughts with his sidekicks with whom they worked. The cadre of the platform dealt with constraining policy against big landowner or capitalists on the one hand, and protecting agenda for laborers, farmers, small landowner, and people plugged in commerce & industry. For instance, nationalization of basic industries, rearing of minor enterprises, restraining of profit & income, self-cultivation based farming policy, working condition for laborers and farmers, limited qualification for owning huge acres, enhancing condition of women laborers are mainly stressed comparing to other issues. This means that Lee Seungbok’s belief that parties which slightly inclined to right from the middle largely defend for the weak in their society.
Lee Seung-bok’s integrating movement from the right & left alike was many times criticized as transcendent idealism isolated from the contemporary society and international affairs. And his contention was jammed between two extremes in antipode for allowing unauthorized parties that are so away from reality. In this context, he agreed with independent election of the South Korean suggested by UN, and amended a little about founding a nation strategy. In spite of shortcomings, his integrating movement in politics regardless of right & left seems to be very significant in terms of current situation in Korean peninsula divided into two, and from which both government try to make an unified nation state come true in autonomous way nonetheless. This is an inevitable agenda big enough not to avoid in our nationalism.
