국제개발협력에서 포용적 비즈니스 성공사례 연구: 필리핀 맹그로브숲 수산양식 사례를 중심으로 (A Study on Success Case of Inclusive Business in International Development Cooperation -Focused on the Case of Mangrove Forest Fish Culture in the Philippines)

초록

민관협력은 재원확보와 사업의 지속가능성이 가능해진다는 점에서 국제개발협력에서 유용하다. 기업의 측면에서도 글로벌 시장의 확대, 개발협력의 강조라는 환경적 변화로 기업의 사회적 책임이 보다 강조되고 있는데 이에 따라 기업이익의 일정부분을 사회에 환원하여 사회적 책임을 감당해야 한다는 기업의 사회적 책임(CSR)이 강조되었고 이후에는 기업의 경제적 가치창출 활동이 곧 사회적 가치창출로 연계되어야 한다는 공유가치창출(CSV)로, 현재는 저소득층이 가치사슬에 주체로 참여하여 문제해결에 기여한다는 포용적 비즈니스(IB)로 전환되고 있다.
이에 따라 본 연구는 포용적 비즈니스 관점에서 저소득층이 사업의 주체로 참여하여 경제·사회·환경문제를 스스로 해결하고 성공적인 결과를 야기한 필리핀 맹그로브숲 친환경 수산양식 사례를 중심으로 연구를 진행하였다. 분석결과 첫째, 사업을 시작하기 전에 주요행위자인 노량진수산시장협동조합, KASAMA, 필리핀 칼리보 지역의 유관기관들이 협조체계를 구축하여 법적 프레임워크를 만들고, 철저한 사전조사로 주민의 요구와 지역의 역량을 우선적으로 파악함으로써 사업이 원만히 진행될 수 있었음을 알 수 있었다. 둘째, 주민들에게 보조금 형식으로 치어·치패, 냉장시설을 제공하고 아울러 양식교육 및 수산물 보관 교육 등을 진행함으로써 주민들이 단기적으로는 소득증대를, 장기적으로는 빈곤을 해소할 수 있게 되었다. 또한 사업이 진행되며 주민들의 역량이 증대되었는데 주민들에게 맹그로브숲이 공동재산이라는 인식이 자리잡혀 서로 조심하고 감시하게 된 것이다. 나아가 주민들 스스로 수익의 일부를 기부하여 숲이 유지될 수 있도록 노력하였다.
이렇듯 포용적 비즈니스는 사업에 참여하는 모든 행위자들이 공동의 목표를 공유하며 사업의 주체로 사업을 주관해나간다. 이에 행위자들이 사업의 주체로서 취하는 이득이 결국 개인,공동체, 회사의 이득이 됨으로써 사업이 지속가능해 지는 것임을 확인할 수 있었다.

영어초록

Public-Private Partnership(ppp) is useful in international development cooperation because it secures financing sources and enables the sustainability of businesses. From the corporate aspect, corporate social responsibility(CSR) is stressed more due to environmental changes like the expansion of the global market and emphasis on development cooperation. CSR highlighted the social responsibility of companies to return a portion of their profits to society. CSR later turned into creating shared value(CSV), where economic value-creating activities of companies should lead to the creation of social values. Currently, CSR is making a transition into inclusive business(IB), where the low-income class(BOP) contributes to problem-solving by participating in the value chain as subjects.
Accordingly, this study focused on the case of environment-friendly fish culture in mangrove forests in the Philippines, where the low-income class participate as subjects of the business and produced successful outcomes by resolving economic, social, and environmental problems from the perspective of inclusive business. The analysis results are as follows. First, the major actors, including the Noryangjin Fish Market Cooperative, KASAMA, and related agencies in Kalibo, Philippines, formed a cooperation system before starting the business to create a legal framework. The business was carried out smoothly by identifying the demands of residents and regional capabilities based on a thorough preliminary survey. Second, fry, spat, and refrigeration facilities were provided to residents in the form of subsidies, and residents were educated on the fish culture and marine product storage. Residents could generate their income in the short term and resolve poverty in the long term. In addition, the capabilities of residents were improved with the progress of the business. Residents became cautious and monitored the mangrove forests after they perceived the forests as common assets. Furthermore, residents tried to maintain the forests by donating a portion of revenues.
As such, in an inclusive business, all actors who involve in the business share a common goal and become subjects to supervise the business. This study verified that businesses could become sustainable by turning the benefits acquired by actors as subjects into benefits of individuals, communities, and companies.
