미국산 쇠고기 수입 규제 완화와 2008년 촛불집회: Moore(1995)의 정치적 관리를 중심으로 (Looking for an Alternative Approach to Analyzing the Causes of the 2008 Candlelight Vigil: A Case Analysis from Moore(1995)’s Political Management Perspective)

초록

본 연구는 이명박 정부의 정책관리 실패가 2008년 ‘광우병 촛불집회’ 발생의 주요 원인 중 하나임을 제시한다. 이명박 정부는 노무현 정부로부터 미 쇠고기 수입 문제를 이어받아 30개월 미만 쇠고기만 안전하다는 사회적 통념을 뒤엎고 국제 기준에 맞춰 규제 완화를 추진하였다. 미 쇠고기 수입 이슈는 노무현 정부에서부터 한미 FTA와 연계되어 정치화 수준이 높았고, 국내 모든 이해관계자가 규제 완화에 부정적 입장을 견지하여 갈등 수준 역시 높았다. Matland(1995)의 상황론에 의하면 이러한 조건에서 정부의 정책활동은 무엇보다도 정책 지지와 정당성 확보에 주안점을 두어야 하고, 이는 소위 ‘정치적 관리’의 성공적 실행을 요구한다. 본 연구는 Moore(1995)의 ‘정치적 관리’ 전략을 활용하여 ①고품질 정책 및 협상 대안 마련, ②시기의 적절성과 절차적 정당성 확보, ③정책 이해와 수용성 제고 등 본 사례의 핵심 과제를 도출하고, 과제별로 이명박 정부 정책활동의 적절성을 분석하였다. 각 과제의 요구사항과 실제 정책활동 간 확인된 일련의 간극은 정부의 의도와는 달리 수입 규제 완화에 대한 국민 불안, 오해, 불만을 증폭하였고, 이는 촛불집회 점화의 단초로 작용하였다. 본 사례 연구는 정치적 갈등으로 인해 정책추진의 어려움이 가중되고 있는 현실 속에서 ‘정치적 관리’의 중요성을 환기하는 가운데, 각 상황에 부합하는 ‘정치적 관리’ 전략을 기획･실천할 수 있는 정책당국의 능력을 강조한다.

영어초록

This study suggests that the Lee Myung-bak administration’s policy management failure is one of the main causes of the ‘mad cow disease candlelight vigil’ in 2008. The Lee Myung-bak government took over the issue of U.S. beef imports from the Roh Moo-hyun government, overturned the social belief that only beef under 30 months old was safe, and promoted deregulation in line with international standards. The issue of US beef imports was highly politicized starting from the Roh Moo-hyun administration in connection with the Korea-US FTA, and the level of conflict was also high as all domestic stakeholders maintained a negative stance on deregulation. According to Matland's contingency policy implementation(1995), under these conditions, the policy activities of authorities promoting policies should focus above all on securing policy support and legitimacy, which requires the successful implementation of so-called ‘political management.’ This study utilizes Moore's 'political management'(1995) strategy to derive key tasks for this case, including ① development of high-quality policy and negotiation alternatives, ② securing favorable moment and procedural legitimacy, and ③ improving policy understanding and acceptance. A series of gaps identified between the requirements of each task and actual policy activities, contrary to the Lee Myung-bak administration's intentions, amplified public anxiety, misunderstanding, and dissatisfaction with the easing of import regulations, which served as the starting point for the candlelight vigils. This case study highlights the importance of 'political management' in a reality where policy management difficulties are increasing due to political conflict, and the ability of policy authorities to plan and implement 'political management' strategies appropriate for each situation.
