초록

17세기는 소빙기의 절정기로 요란한 날씨는 사회를 요동치게 만들었다. 이 글은 『조선왕조실록』속에 효종 4년(1653)부터 현종7년(1666)까지 14년 동안 583개의 핵심어를 빅데이터 분석을 하였다. 이를 통해 17세기 소빙기현상과 그 영향에 대해 살펴본 것이다. 『하멜표류기』와 『조선왕국기』속에 나타난 17세기 조선의 소빙기 현상과 그 영향에 대해서도 같은 방법으로 분석, 비교하였다. 이는 4차 산업혁명의 핵심어인 ‘연결과 융합’을 통한 다양한 상호관계 속에서 의미가 형성되고 구체화되는 것을 보여준 것이다.
『조선왕조실록』속에서, 17세기 소빙기는 전염병・천재지변 발생으로 많은 사람이 죽어나가는 상란(喪亂)의 시기였다. 이때 각종 의서를 보급하는 등 구료사업(救療事業)을 활발히 펼쳐 의학기술을 향상시켰다. 각종 재해로 기근이 발생, 이에 대한 구휼사업(救恤事業)으로 진휼청(賑恤廳))을 설치 운영하였다. 또 기근이 발생하지 않은 인근 곡식을 기근지역으로 옮겨 구휼하는 체이구휼법(遞移救恤法)을 펼쳐, 민생에 주력하였다.
『하멜표류기』에서는 17세기 소빙기 절정기 요란한 날씨는 하멜일행이 탄 스페르베르호의 제주도 표착 원인을 폭풍, 즉 바람과 함께 해류도 영향을 미쳤다. 17세기 소빙기현상은 해류 등 해양현상도 재해발생에 한 요인이 되었다. 하멜 일행이 제주도에 표착, 서울로 압송, 서울 훈련도감 생활, 강진에 있는 전라병마절도사영에서 유배 생활을 하였다. 이곳에서 생활 때 3년 동안 기근이 들어 남원, 순천, 여수로 분산하여 옮겼다. 이는 기근 극복을 위해서 이루어진 것으로. 소빙기는 죄인들에게도 민본(民本)이 존중되는 시기였다.
『조선왕국기』에서, 하멜이 이 책 “어업”에서 조선에서 한류성 어류인 청어잡이와 자신의 고향 네덜란드 북해에서 청어잡이에 대해서 비교해 기록하고 있다. 17세기 청어잡이가 성황을 이룬 것은 동아시아 조선해역은 물론 서구유럽 네덜란드 북해에서도 성황을 이룬 것이다. 이는 한류성 어류인 청어잡이를 통해 17세기 소빙기현상이 특정지역에 국한해서 나타난 것이 아니라, 범지구적인 현상임을 살펴볼 수 있었다.

영어초록

In the seventeenth century at the peak time of the Little Ice Age, there was the social turmoil caused by violent weather. This study has analyzed 583 key words, for 14 years from the 4th year (1653) of the rule of King Hyojong to the 7th year (1666) of the rule of King Hyeonjong of the Joseon Dynasty in『The Record of the Joseon Dynasty』, through big data. This researcher conducted a comparative analysis of the Little Ice Age of the Joseon Dynasty in the seventeenth century, and its impact in『The Journal of Hendric Hamel』 and 『The Journal of Travel to Joseon Dynasty』 utilizing the same way. This shows that a meaning is generated and incorporated within multiple interactions, through 'connection and convergence',' the key words of the 4th Industrial Revolution.
The Little Ice Age throughout the seventeenth century in『The Record of the Joseon Dynasty』suffered from calamities that cost the lives of many people in the wake of epidemics and natural disasters. Then, the rescue work was proactively developed by distributing a wide variety of medical books, which made a contribution to the evolution of medical technologies. When there occurred famine caused by disasters, the relief work was performed by installing and operating Jinhyulcheong (Relief Goods Distribution Administration). On top of these, Cheiguhyulbeop was institutionalized for the purpose of moving grains in areas where there did not occur famine, to the areas which were ravaged with famine to provide relief. These developments prove that those times committed to pursuing a policy of rescuing people's life.
『The Journal of Hendric Hamel』shows that the roaring weather, storms, winds, and ocean waves in the seventeenth century at the peak time of the Little Ice Age had the impact on the Jeju drifting of the Sperber in which Hamel's members boarded. No sooner Hamel's members had arrived at Jeju, than they were transferred to Seoul and lived their life as exiles in a Seoul military camp and Jeolla army headquarters in Gangjin, where the outbreak of famine over a 3-year period made those members transferred to Namwon, Suncheon, and Yeosu, separately. The steps were taken in order to overcome famine. In the Little Ice Age, there was moral obligation toward even sinners.
『The Journal of Travel to Joseon Dynasty』or Book on "Fishing Work" shows that Hendric Hamel conducted a comparative analysis of herring, a fish of icy current, in Joseon, and herring across the north sea in the Netherlands, his hometown. The prosperous herring in the seventeenth century across the East Asia Joseon waters led to the fish boom in the north sea of the West European country Netherlands. Through herring, a fish of icy current, it was found that the Little Ice Age in the seventeenth century did not just emerged in certain zones but across the whole globe.
