초록

본 연구는 중앙행정기관 등의 세종시 이전에 따른 국회와 행정부간 업무효율증진 및 협력강화방안에 대한 연구를 수행한 것이다. 삼권분립의 원칙에 의하여 국회와 행정부는 견제와 균형을 하게 되어있는데, 대다수의 중앙행정기관이 세종시로 이전되고 청와대와 국회 및 일부 행정기관은 서울에 남아있는 관계로 업무효율성과 협력을 어떻게 할 것인가가 본 연구의 중요한 문제제기로 보고 이에 대한 대답을 찾으려는 것이다. 이를 위해 오늘날 국정관리 패러다임이 ‘정부’에서 ‘거버넌스’로 이동하는 차원에서 국회와 행정부 거버넌스의 이론적 토대로 정책네트워크 이론과 협력거버넌스 이론을 살펴보고 분석틀을 설정하였다. 실태분석결과 확인할 수 있는 것은 국회와 행정부 간의 과업수행이 과거의 정부패러다임으로는 한계가 있다는 것을 발견하였다. 따라서, 새로운 거버넌스 패러다임에 맞는 국정관리로의 근본적인 전환이 요구된다는 차원에서 국회와 행정부의 업무효율성 증진방안을 제시하였다. 이를 위해 첫째, 국정관리의 이념으로는 효율성과 민주성 및 균형성의 조화가 필요하다는 전제하에, 국정관리의 패러다임으로 네트워크와 협력을 설정하였다. 둘째, 국정관리의 지리적 분산문제를 해결하는 방법을 단기와 중기 및 장기적 차원으로 나누어 제시하였다. 단기적 차원으로는 세종시에서의 국회활동 강화인데, 이를 위해 세종시에 국회상임위를 다수 설치하여 상시적이고 현실적인 활동을 하는 것이다. 중기적 차원은 현행 헌법과 법률에 의해서도 설치할 수 있는 청와대 제2집무실과 국회분원을 설치하자는 것이다. 이를 통해 대통령과 국회의원이 대다수 중앙행정기관이 있는 세종시에서 협력활동을 하는 것이다. 장기적으로는 헌법개정사항으로 국민적 합의와 국민투표가 필요한 신행정수도를 다시 추진하여 국회와 행정부를 지리적으로 근접한 곳에 입지시키는 것이다. 셋째, 국정관리의 제도와 운영시스템 개선부분에서는 정부의 혁신, 국회의 혁신 그리고 양자 간의 관계혁신 차원에서 개선방안을 제시하였다. 넷째, 이처럼 국정관리의 이념과 패러다임 변화에 적응하고 국정관리의 제도와 운영시스템의 개선을 위해서는 무엇보다도 행정부와 국회의 정치행정문화가 바뀌어야 한다는 차원에서 정치문화와 행정문화 그리고 공무원과 의원의 의식과 신념 및 행태의 변화가 필요함을 주장하였다. 마지막으로 새로운 국정관리를 구축하기 위한 협력체계의 구축방안으로 제도설계와 협력과정의 변수들을 통하여 논의하였다. 이상에서 논의한 국회와 행정부의 업무효율성과 협력강화의 처방책을 실제 국정관리를 하는데 충실히 적용한다면, 보다 국민의 신뢰를 받는 국회와 행정부가 될 수 있을 뿐만 아니라 세종시의 성공도 담보할 수 있을 것으로 본다.

영어초록

The purpose of this study is to improve the efficiency and cooperation between the National Assembly and the current administration following the transfer of central administrative agencies to Sejong City. Under the principle of the separation of powers, the National Assembly and the executive branch function to check and balance one another. While the majority of central administrative agencies have been transferred to Sejong City, the Blue House, the National Assembly, and a number of key administrative agencies remain in Seoul. This raises the question of how cooperation can be established between these entities, and is a critical question addressed in this study. To this end, the paradigm of national administration is shifting from ‘government’ to ‘governance.’ Thus, by examining theories concerning policy and governance, as well as cooperative governance theory, an analysis framework is established. Analysis of the current situation reveals that the performance of the tasks between the National Assembly and the current administration are limited by the paradigms of past governments. Therefore, in order to fundamentally change national government management in accordance with the new governance paradigm, parliament and the current administration have proposed a plan to improve efficiency. First, under the assumption that the ideology of the state administration requires the harmonization of efficiency, democracy and balance, a cooperative network was established. Second, the method of solving the problem of the geographical dispersion of state administration is divided into short-, medium-, and long-term approaches. In the short term, the activities of the National Assembly in Sejong City are strengthened, and consequently, a number of standing committees have been established. The middle term involves establishing a second office of the Blue House and a branch of the National Assembly in Sejong City, which is feasible under current laws and the constitution. Through this, the President and members of Parliament are able to cooperate in Sejong City, where a majority of central administrative agencies exist. Going forward, revising the Constitution requires national consensus and a referendum on the new administrative capital, which requires the National Assembly and the administration to be located in close geographical proximity. Third, improving the system of government administration and the operating system is reflective of an improvement in government innovation, the innovation of the National Assembly, and the relationship between the two. Fourth, to adapt the ideology and paradigm shift of the state administration, and for improving the system and management system of the state administration, it is argued that first and foremost, change is necessary. Change is required in the political and administrative culture as well as in the consciousness, beliefs, and behavior of public officials and lawmakers in order to ultimately change the political administration culture of the executive branch and parliament. Finally, institutional design and a process of cooperation as a way to build a cooperative system, and thus a new state administration, were discussed. If the prescriptions of strengthening the efficiency and cooperation of the parliament and the administration discussed above are faithfully applied to the management of the state administration, it is believed that it will not only become a parliamentary and administrative body that is trusted by the people, but one that can also guarantee the success of Sejong City.
