일본 후생노동성 코로나19 지침과 영유아교육기관 대응 사례 (COVID-19 Guideline of Japanese Ministry of Health, Labor, and Welfare and Cases of Responses by Early-Childhood Educational Institutions)

초록

코로나19는 정치․경제․사회․문화뿐 아니라, 일상에 큰 변화를 가져왔다. 특히 교육 분야 변화는 전 계층과 세대에 영향을 끼치고 있다. 대학을 비롯하여 초․중․고생은 비대면 교육이 어느 정도 가능하지만, 영유아는 어려움이 있다. 이에 위생을 중시하는 일본 후생노동성 코로나19 지침을 살펴보고, 우리나라 영유아교육 기관에 주는 시사점을 제시하고자 함이 연구목적이다. 연구방법은 관련 지침과 영유아교육 기관 사례 분석 방법을 사용했다. 연구결과 후생노동성 코로나19 지침의 시사점은 크게 다음 두 가지이다. 첫째, 코로나19 초기인 2020년 1월 31일 ‘보육소 등에 있어서 신형 코로나바이러스 대응에 대해서’의 통지 중, 관련자에게 현재 파악한 정보를 토대로 신형 바이러스에 관한 적절한 지도를 하고, 신형 코로나바이러스를 이유로 편견이 생겨나지 않도록 하는 등 영유아의 인권을 충분히 고려하고 있다는 점이었다. 둘째, 2020년 2월 25일의 ‘보육소 등에 있어서 어린이 등에게 신형 코로나바이러스 감염증이 발생했을 때에 대해서’ 통지에서, ‘의료직 등 사회적 요청이 강한 직업 등에 종사하는 부모의 영유아에게 방문형 일시 보육, 보육교사 방문에 의한 보육, 아이 돌봄 활동 등을 고려하고, 각 시구정촌에서 필요에 따라 대응’하도록 하고 있다는 점이었다. 한편, 영유아교육기관 사례를 통한 시사점은 영유아의 연령과 각 기관의 설립 목적을 고려, 코로나19 상황에서도 사회와 보호자의 요구를 반영한 보육을 하고 있다는 점과 신체활동, 물감들이기 등 영유아의 발달을 최우선으로 하는 보육의 본질을 놓치지 않고 있다는 점이었다.

영어초록

COVID-19 brought drastic changes not only in politics, economy, society and culture but also in daily lives. Especially, the educational field experiences even bigger changes as COVID-19 affects the entire generations and social classes. Though non-face-to-face education may be offered to college as well as elementary, junior high and high school students, it is truly difficult to engage in non-face-to-face operations for young children. Hence, this study examines responsive measures against COVID-19 implemented by the Ministry of Health, Labor, and Welfare overseeing preschools and nurseries in Japan, and it presents implications that may impose upon Korea. The research method used relevant guidelines and analysis methods for infant and child education institutions.
The COVID-19 Guideline of the Ministry of Health, Labor, and Welfare can be summarized into two major implications. First, from the notice during the early days of COVID-19, titled ‘About Responses by Child Care Center against New Coronavirus’ dated on January 31st, it stated, “Be sure to provide related people, including children, appropriate guidance on the new virus based on the information collected thus far, and take full consideration of the children’s civil rights through the above by not incurring any bias based on the new virus.” Second, the Ministry announced another notice titled ‘About Cases When New Coronavirus Manifests in Children at Child Care Center (Second Notice).’ It stated that door-to-door temporary child care, child care service through visits by nursing teachers and babysitter activities may be considered for young children of the parents whose occupation demands strong social needs, such as medical professionals, and it also urged each city, town and village to take necessary measures accordingly.
Implications learned from the cases of educational institutions for early-childhood include that child care services need to be offered through reflection of the demands from the society and guardians even during the COVID-19 crises under the consideration of the age of young children and the purpose of establishment of each institution and that the essential elements of child care regarding development of young children, such as physical activities and playing with color paints, should not be ignored under any circumstances.
