예술의 섬, 나오시마[直島]지역의 인구·사회구조에 관한 연구 (A study on the Demographic․Social Structures of Naoshima, the island of art, in Japan)

초록

본 연구에서는 국제적으로 예술의 섬으로 알려진 일본 나오시마[直島]지역을 대상으로 사회․공간구조에 대해 지역산업과 관련하여 분석함으로 나오시마 섬의 근․현대의 특성을 고찰하고자 하였다. 본 연구에서 다루는 내용은 지역의 구조적 특성 가운데 주로 사회․경제에 관련된 부분으로 지역의 인문적 문맥과 공간구조, 인구구조, 산업․경제구조 등이 중심이 되었다. 이를 위해 2013년 7월 22일부터 29일까지 현지답사와 함께 관공서 방문과 주민을 대상으로 인터뷰를 통한 실증적 조사를 실시하였다.
나오시마지역은 가가와현[香川県] 가가와군[香川郡]에 속한 나오시마섬을 비롯한 27개의 섬들로 구성되었고, 1세기 전부터 이어온 구리제련소의 성장과 쇠퇴를 함께 하였고, 이 제련소는 도서의 인구․사회구조와 산업구조의 변화를 주도해 왔다. 제련소는 대기오염이라는 부정적인 면과 함께 지역경제의 성장, 주민복지서비스 제공이라는 긍정적인 면이 공존하는 지역의 핵심으로 자리하였다. 나오시마쵸[直島町]는 다른 지자체에 비해 상대적으로 인구규모가 작음에도 불구하고, 제련소의 존재감으로 인해 독립지자체를 유지할 수 있었다. 또한 이러한 산업구조로 인해 남성(성비)－청장년층(연령대)－단독세대(세대구성)라는 인구구조적 특징을 보이고 있다.
한편, 1960년대부터 시작된 일본 경기의 후퇴는 나오시마의 제련소에도 영향을 미치게 되어 지역 내 투자가 감소하게 되었고, 이는 지역경제에도 악영향을 끼쳤다. 그러던 와중 일본의 대표적인 교육기업인 베네세(Benesse) 그룹의 지역진출(투자)은 나오시마지역에 새로운 산업으로 등장하였는바, 문화․예술을 바탕으로 한 관광산업이 나오시마지역의 새로운 산업으로 발전 가능하게 되었다. 이러한 움직임은 나오시마지역의 새로운 이미지를 부여하였고, 앞으로 산업구조뿐 아니라 인구․사회구조도 변화시킬 것으로 예상된다.
나오시마지역에서의 핵심적 산업의 쇠퇴와 새로운 문화․예술을 바탕으로 한 관광산업의 등장은 지역주민의 인구와 사회구조에 커다란 영향을 주고 있다. 본 연구에서 살펴본 지역산업의 변화에 따른 인구․사회구조 변화에 관한 연구는 여타 도서지역의 발전과 인구․사회구조에 많은 시사점을 줄 것이다.

영어초록

The purpose of this study was to consider the modern characteristics of Naoshima, which is globally known as an island of art, in Japan by conducting analysis on the social․spatial structure in relevance to the regional industry. Amongst the structural characteristics of the area, this study dealt with aspects related to the society․economy and focused on the area's humanistic context and spatial structure, demographic structure, and industrial․economical structures. In order to do so, an empirical study was conducted through interviews targeted on residents and visit to the public office along with on-site exploration between the periods of July 22 to 29, 2013. Naoshima, which is affiliated to Kagawa-ken Kakawa-gun, accompanied the copper smelter since 100 years ago in its growth and decline and this led changes in the demographic and industrial structures of the island. The smelter defined the area as both the negative aspect of air pollution as well as the positive aspects such as growth in the regional economy and provision of welfare service for residents coexisted. Though the demographic scale was relatively smaller compared to other local governments, the existence of the smelter allowed for an independent local government to be maintained. Additionally, this industrial structure caused the demographic structure to display the characteristic of male-young adults and middle-aged-one person households.
Meanwhile, the decline of economy in Japan affected the smelter as investment decreased within the area, and this caused negative influence on the regional economy. In the meantime, regional advancement of Benesse Group, the representative education business of Japan, caused a new industry to begin in Naoshima. As a result, this enabled tourist industry which based on culture and art to begin developing as the new industry in Naoshima. This movement formed a new image of Naoshima, and this is expected to bring changes not only to the industrial structure, but to the demographic and social structures as well.
Based on the findings of the study, it was displayed that the growth and decline in island areas become determined through regional industries. Therefore, during the process of attracting (planning) new industries in island areas, industries should not be considered as positive because immediate economical benefits can be brought about. Instead, consideration is necessary about whether they can provide assistance in economical․social․economical aspects and if it holds sustainability.
