아시아 주요국 농업⋅농촌개발정책과 비교를 통해 본 1970년대 새마을운동의 경제적 성과 평가 －생산 및 농가소득을 중심으로－ (The Evaluation of the Economic Performance of Saemaul Undong in the 1970s through Comparison with Agricultural and Rural Development Programs in Major Asian Countries -Focusing on Agricultural Product)

초록

본 연구는 아시아 주요국 중 경제발전 과정에 있어 유사한 정책을 추진했던한국, 일본, 대만을 연구대상으로 이들 국가의 농업 및 농촌개발 정책을 비교분석하여 해당 정책에 있어 각 국가의 고유성 및 국가간 유사성에 대해 분석하였다. 특히 한국의 경우 농업 및 농촌개발 프로그램의 장기적 전개 과정 속에서 1970년대 새마을운동의 성격과 역할에 대해 평가하였다. 또한 농업생산 다양성 및 농가소득 측면에서 3국의 성과를 비교 분석하고, 새마을운동이 가장활발히 추진되었던 1970년에 있어 한국의 성과가 일본과 대만에 비해 상대적으로 더 우수했는지 실증적으로 분석하였다.
이들 국가의 관련 문헌 분석결과, 1960∼1980년 기간 3국의 농업 및 농촌개발정책은 여러 면에서 공통적인 점이 많았는데, 정책의 추진 시점을 볼 때 일본의 정책이 한국과 대만의 정책에 많은 영향을 미친 것으로 나타났다. 특히한국의 1970년대 농촌지역 새마을운동은 당시 농업 및 농촌개발 정책의 추진동력으로 역할을 했는데, 사업내용은 새마을운동 이전부터 추진되었던 농업 및농촌개발 정책과 크기 다르지 않았을 뿐만 아니라 일본과 대만의 관련 정책 사업 내용과도 유사했다. 1950년대부터 2020년대까지 농업생산 및 농가소득 자료를 활용한 구조변화분석 결과, 새마을운동으로 대표되는 1970년대 농업 및 농촌개발 정책에도 불구하고 그 기간 한국의 농업생산 다양성 및 농가소득이 여타 기간에 비해 더빠르게 증가되지는 않았던 겻으로 나타났다. 또한 1970년대 새마을운동 기간한국의 농가소득 수준은 일본에 크게 미치지 못했으며 대만에 비해서도 우위에있지 못했을 뿐 아니라, 일본과 대만의 농가소득 대비 한국의 농가소득 비중도그 기간에 더 높아졌다는 실증적 증거를 찾지 못했다. 이러한 분석결과는 한국의 1970년대 농업 및 농촌개발 정책의 추진력으로 역할을 했던 새마을운동의상대적 성과가 알려진 것보다 그렇게 우수하지 못했을 수 있음을 시사한다.

영어초록

This study compared the agricultural and rural development policies of Korea, Japan, and Taiwan, which implemented similar policies in the economic development process among major Asian countries, and analyzed the uniqueness of each country and similarity between countries in the policy. In particular, in the case of Korea, the nature and role of the Saemaul Undong in the 1970s were evaluated in the long-term perspective of agricultural and rural development. It also compared the performance of the three countries in terms of agricultural production diversity and farm household income, and empirically analyzed whether Korea's performance was relatively better than Japan and Taiwan in 1970, when the Saemaul Undong was most actively promoted. From the related literature review in these countries, it was found that the agricultural and rural development policies of the three countries from 1960s to 1980s had many things in common in many aspects. Considering the timing of their implementation, it was found that Japan's policies had a great influence on the policies of Korea and Taiwan. In particular, the Saemaul Undong in rural areas in Korea served as the driving force for agricultural and rural development policies in the 1970s. However, the contents of the projects consisting of Saemaul Undong were similar to those of related policy projects in Japan and Taiwan, and not so different from the agricultural and rural development policies implemented before the Saemaul Undong.
A structural change analysis using agricultural production and farm income data from the 1950s to 2020s showed that despite the agricultural and rural development policies of the 1970s represented by Saemaul Undong, Korea's agricultural production diversity and farm income did not increase faster than other periods. In addition, during the Saemaul Undong in the 1970s, the level of farm household income in Korea was significantly lower than that of Japan and was not superior to Taiwan. In addition, no empirical evidence was found that the proportion of farm household income in Korea to farm household income in Japan and Taiwan also increased during that period. These analysis results suggest that the relative performance of the Saemaul Undong, which served as a driving force for Korea's agricultural and rural development policies in the 1970s, might not have been as good as known.
