박정희정권과 새마을지도자연수원의 지도자 양성 (The Park Chung-Hee Regime and Leadership Education in the Saemaeul Leadership Training Institute)

초록

본 연구는 새마을운동을 국민형성ㆍ생산의 측면에서 접근하면서, 특히 이것을 촉진하기 위해 새마을지도자를 양성했던 교육기관으로써 새마을지도자연수원을 다루고자 한다. 박정희정권은 새마을운동을 ‘새 사람 되는 운동’이라고 표현하면서, ‘새 사람이란 새로운 가치관, 새로운 사고방식, 새로운 생활신조로 자기 자신을 개조하는 사람’이라고 말했다. 즉, 박정희정권은 새마을운동을 통해 자신의 의도에 맞게 대중 개개인을 변형시키려 했다. 그러므로 새마을지도자연수원은 박정희정권이 대중의 ‘계도되고 주조된’ 자발성을 재고하려했던 교육기관이었다.
박정희정권은 연수원을 새마을교육의 산실이자 새마을지도자를 배출해 내는 ‘인간용광로’로 지칭했다. 박정희정권은 새마을지도자를 새마을운동의 핵심주체로 여겼고 이들을 통해 새마을운동을 추진하고자 했다. 이것은 박정희정권이 새마을운동의 핵심주체를 ‘지도자’로 인식했을 뿐만 아니라 지도자 양성을 위한 교육ㆍ훈련을 중시했다는 것을 보여준다. 박정희정권은 새마을지도자연수원의 교육을 거친 계몽ㆍ훈련된 지도자를 통해 국가주도의 마을변형을 이루고자 했다.
이러한 목적 하에서 연수원의 교육은 정신을 개조하는데 집중되었다. 연수원은 강연 등을 통해 연수생의 의식을 개조하려 했다. 또한 연수원의 교육은 ‘생활 즉 교육’을 강조했는데 시간표에 따른 각종 교육을 통해 연수생의 신체ㆍ행동을 규율하고자 했다. 시간표에 따른 규율과 교육프로그램은 연령, 학력, 직업 등이 다양한 연수생을 동질화시켰다. 연수원의 생활은 교육뿐만 아니라 일상적인 행위에 이르기까지 집단적으로 정형화된 행동을 요구했다.
이처럼 새마을지도자연수원의 교육목적은 의식개조와 규율화 과정을 통해 자발성을 내면화시킨 ‘지도자’를 양성하는데 있었다. 즉, 폭력이나 강제가 없이도 연수생 스스로 자신을 규율하여 국가적 질서에 순응할 수 있는 ‘지도자’로 만드는데 목적이 있었다. 박정희정권은 주민(국민) 개개인을 연결하는 통로로서 새마을지도자의 필요성을 제기했다. 새마을운동이 ‘범국민운동’이 되기 위해서는 주민(국민)이 ‘새마을운동의 담당자’로서 각자의 역할을 수행해야 했다. 그렇기 때문에 그 주민의 ‘자각과 자발의식’을 촉구할 수 있고, 국가의 의사를 전달할 수 있는 ‘계몽ㆍ전달자’로서의 지도자가 필요했던 것이다. 이를 통해 우리는 새마을운동의 궁극적 목적이 농촌의 ‘개발’ 뿐만 아니라 생산적이고 순응적인 국민형성에 있었음을 확인할 수 있다. 박정희정권은 새마을운동을 통해 국민 개개인을 규율시켜 항상적 동원이 가능한 체제를 구축하고자 했던 것이다.

영어초록

While approaching to Saemaeul movement in terms of nation building and production, this study tried to deal with the Saemaeul Leadership Training Institute, which was run as a educational institution to support the movement. The Park Regime called the movement as one which seeks to ‘create a new person’ and described that the new person was ‘a person who tries to transform himself or herself with new values, new ways of thinking, and new ways of living. In other words, the regime sought to recreate every member of the public who are suitable for his intention by means of the movement. Therefore, the training institute run by the Park Regime was an educational institution which sought to raise “guided and prefabricated” spontaneity on the part of the public.
The Saemaeul Leadership Training Institute was an institution to nurture leaders who will lead the movement. The regime called the institute as ‘a human furnace’ that is the alma mater of the movement for producing Saemaeul leaders. The regime treated Saemaeul leaders as the mainstay of the movement, and wanted to promote Saemaeul movement through them. This meant that the regime not only regarded the ‘leaders’ as the mainstay of the movement, but also attached importance to educate and train for bringing along ‘leaders’. It was through these enlightened and trained leaders who got education in the institute that the regime intended to renovate villages under the auspice of the government.
This meant that leaders were necessary who were obedient to the regime and were willing to devote themselves to the national cause. The institute sought to reform the mentality of trainees through lectures, and so on. And the education in the institute emphasized the motto, ‘Living is Education.’ Tightly set schedules aimed to regulate the physical and behavioral aspects of the trainees. The schedule and educational programs of the institute homogenized them irrespective of their age, schooling background, occupation, and so on. They were required to show unified behaviors in everyday life as well as education.
The educational goal of the institute was to produce ‘leaders’ with internalized volition through the course that emphasized mentality reformation and discipline. In other words, the trainees were expected to become ‘leaders’ who can discipline themselves and are willing to obey the national order voluntarily without any violence or coercion. The necessity of the leaders was raised as a channel to connect individuals. Residents were to ‘play their own roles’ in order to make the movement as ‘a nation-wide campaign’. For that purpose, the leaders were necessary to facilitate the self-consciousness and volition of the residents and act as ‘enlightened messengers’ to convey national objectives to people. All these indicate that the ultimate aim of the Saemaeul Movement was not only to develop villages, but also to cultivate subjects who were productive and obedient. The Park Regime tried to build up a system where constant mobilization was feasible by disciplining individuals through the mechanism of the Saemaeul Movement.
