새 정부 체육분야 스포츠 관광 인재 활성화 방안 (A Plan to Vitalize Sport Tourism Talents in the Physical Education Sector of the New Government)

초록

스포츠 산업을 이루는 시장은 다양하며, 이를 위 한 시장수요를 반영한 맞춤형 스포츠 인재 양성이 시급히 필요함에 따라 본 연구는 새 정부 출범에 따 른 스포츠 분야에서의 스포츠 관광 인재 양성의 새 로운 방향과 미래 융·복합형 스포츠 관광 인재 양 성의 발전방안을 종합적으로 제시하는데 있다. 문헌 연구방법을 통해 첫째, 스포츠 관광 및 관련 인재 양 성의 현황, 둘째, 스포츠 관광 정책 및 사업 사례, 셋 째, 스포츠 관광 분야의 문제점 및 과제지시와 새 정 부의 스포츠 및 관광 분야 국정과제 등을 종합적으 로 분석하여 미래 스포츠 관광 인재 양성의 발전방 안을 제시하면 다음과 같다. 첫째, 스포츠기본법에 근거한 국무총리 소속의 국가스포츠정책위원회에 민 간인 전문가의 참여를 통해 정책대상으로서 스포츠 관광 분야를 확대한다. 둘째, 스포츠 산업과 관광산 업의 협치를 통한‘융․복합형 스포츠 관광 인재’양 성계획을 수립하여 스포츠 산업 환경 속에서의 스포 츠 관광 분야의 선도적인 입지를 구축해야 한다. 셋 째, 대학에서의 창의적이고 실용적인 스포츠 관광 교 육과정 개발 및 적용을 통해 학생들의 진학 및 진로 그리고 취업과의 연계시스템을 구축한다. 넷째, 국가 자격제도 체육지도자의 개편을 통해 스포츠 관광 인 재의 전문역량을 강화한다. 다섯째, 스포츠 유산의 관광상품화 전략 수립을 통해 글로벌 스포츠 관광 인재 프로그램을 개발하여 운영한다. 여섯째, 대한체 육회에서 추진하고 있는‘대한민국체육인재개발원’ 건립을 통해 체육분야 및 관련분야의 다양한 융․복합 인재 양성 교육을 종합적으로 전담해야 한다.

영어초록

There are various markets that make up the sports industry. This leads to the imminent necessity of fostering the customized sports talents with the reflection of a market demand. Accordingly, the purpose of this study is to comprehensively suggest a new direction of producing the sport tourism talents in the physical education field based on the inauguration of the new government and a developmental plan of training the future convergence-type sport tourism talents. A literature research method leads to analyzing, first, the current status of sport tourism and its related talent training, second, the cases of the sport tourism policy and project, third, the problems and the task instruction in the sector of sport tourism, and the new government’s national task in the sports and tourism field. Thus, the following are the developmental plans of fostering future sport tourism talents. First, the sport tourism sector as the policy target is expanded through the participation of civilian experts in the National Sports Policy Committee belonging to the prime minister based on the sports basic law. Second, a leading position needs to be implemented in the sport tourism field amid the environment of the sports industry by establishing the plan of cultivating ‘convergence-type sport tourism talents’ through the cooperation between the sports industry and the tourism industry. Third, the connection system is constructed with students’ entrance into a school of higher grade, career and employment through developing and applying the creative and practical sport tourism curriculum at university. Fourth, the professional competence of sport tourism talents is strengthened through reorganizing the National Qualification System for Sports Leaders. Fifth, the global sport tourism talent program is developed and operated through forming a strategy for the tourism commercialization of the sports heritage. Sixth, a wide variety of the convergence talent training education is synthetically charged exclusively in the physical education field and its related sector through building ‘Korea Sport Human Resource Development’ that is being driven by the Korean Olympic Committee.
