빅데이터 분석기법을 활용한 경관 가이드라인 분석 (A Study on the Landscape Guidelines by Big-data Analysis)

초록

본 연구는 빅데이터 분석기법을 사용하여 경관 가이드라인의 현황을 정량적 데이터를 통해 분석하므로 기존의 경관 가이드라인에 대한 정성적 연구의 한계점을 보완하고, 지역의 특성을 잘반영하는 경관 가이드라인 제시를 위한 기반 마련을 목적으로 한다. 이를 위해 총 91개의 경관가이드라인을 대상으로 전반적인 경관 가이드라인의 경향을 분석하고, 경관계획 의무화 전후를비교하였으며, 지방자치단체의 유형에 따른 경관 가이드라인의 특성을 분석하였다. 연구 결과, 전반적인 경관 가이드라인에서 주로 다루고자 하는 대상을 살펴볼 수 있었는데, 가장 관련 가이드라인이 많은 대상은 건축물이었다. 또한, 경관 가이드라인에서 자주 언급되는 경관유형과 지침을적용하는 방식을 파악할 수 있었으며, 경관법 개정 전후에 따른 경관의 실행계획에 대한 표현의변화와 많이 언급되는 단어의 차이를 확인할 수 있었다. 구체적으로, 경관법 개정 이전에는 가이드라인 적용과 관련하여 의무적 성격의 단어들이 많았던 반면, 개정 이후에는 보다 유연한 제안적 성격의 단어들이 많이 사용되는 경향이 있었다. 특히 경관계획 의무화 이전에는 다양한 대상에 대한 가이드라인이 작성되었던 반면, 의무화 이후에는 가이드라인이 다루는 대상이나 관리방식이 표준화되는 경향이 있다는 것과, 지자체 위계에 따라 가이드라인의 구체적 수준이 연동되고있다는 것을 파악할 수 있었다. 본 연구는 경관 가이드라인과 관련된 정성적인 기존 연구의 한계점을 극복하기 위해 정량적 빅데이터 분석기법을 이용한 경관 가이드라인의 전반적인 현황 파악을 하였다. 이러한 연구 결과는 향후 지자체 유형별 특성을 반영한 경관 가이드라인 작성지침을마련하는데 기초 자료로 의의가 있을 것이라 판단한다.

영어초록

The purpose of this study is to analyze the current status of landscape guidelines through quantitative research using big data analysis method, which complements the limitations of precedent qualitative research on landscape guidelines. Furthermore, this report would suggest a platform for landscape guidelines that properly reflect the characteristics of the each region.
To this end, 91 landscape guidelines were analyzed by different perspectives; First, the overall landscape guidelines were analyzed. And then, the landscape guidelines were scrutinized before and after the amendment of the landscape law. Lastly, the relationship between the characteristics of landscape guidelines and the types of local governments were investigated.
The results showed that the subjects mainly dealt with in the overall landscape guidelines are figured out, and the most related objects to guidelines were ‘buildings’. Moreover, the types of landscape and the way to apply the guidelines frequently mentioned in the landscape guidelines were identified. The expressions changes of the landscape guidelines and the differences in terms that are often mentioned before and after the revision of the landscape law are verified. Specifically, before the revision, obligatory expressions were mainly accounted for in relation to the application of guidelines, while after the revision, flexible and proposing expressions were generally used. Notably, it was found that guidelines for various objects were drawn up before the amendment, but the targets and management methods handled by the guidelines tended to be standardized after the revision. Also, this report revealed that specific levels of the guidelines were intimately related to the hierarchy of local governments. This study could address the current limitations of precedent qualitative research dealing with landscape guidelines by qualitative big data analysis and provided fundamental insights that could graft a practical basis for future establishment by understanding the overall status of landscape guidelines.
