중국의 빅 브라더스와 통제의 정치경제 (Contemporary China's political economy of control with Big Brothers)

초록

중국의 개혁개방 이후 지난 40년 동안 국가와 사회의 관계는 많은 변화를 맞이해 왔다. 개혁개방의 초기 중국 사회는 여전히 당-정 국가와 사회 사이에는 특별히 구분 짓기 어려웠으나, 당·정 국가와 사회의 연속체라는 기본틀 안에서 오늘날 중국 사회는 과거에 비해 상당한 자율성을 획득해 왔다. 과거 사회주의 작업 단위로 구성된 세포화된 전체주의 사회에서 일정 정도 사회적, 경제적 자율권을 보장하는 중국 사회로 변화였다. 최근 중국 사회가 맞이한 또 하나의 커다란 변화는 디지털 시대로의 빠른 전환에 있다. 특히 중국의 디지털 경제로의 발전은 비즈니스 거래 및 지불수단을 온라인상으로 연결시켜 주면서 중국인의 삶은 단순화되고 편리해진 반면, 당·정 국가는, 다른 한편, 시민을 감시할 기회와 중국 사회를 효율적으로 통제할 수단을 갖게 되었다. 중국 정부는 민간 IT 기업과 디지털 경제의 활성화를 통해 얻게 된 방대한 데이터를 당-정 국가 자신의 의지에 맞게 활용하고, 민간 기업의 데이터에 접근·수집하기 위한 다양한 정책과 규정을 입안하는 등 다각적인 전략을 채택하고 있다. 중국의 디지털 통제전략은 정부 기관이 통제하는 사이버 네트워크, 사회 감시체제와 알고리즘 등 개인들을 감시하고 통제하는 감시 권력, 빅 브라더를 통해 소위 ‘기술-권위주의 초강대국’을 건설하려는 시진핑(习近平)의 비전을 내포하고 있다. 본 연구는 중국의 디지털 경제의 발전과 디지털 거인으로 AI 기술과 빅 데이터를 축적하는 민간 IT 기업과 정부 사이의 협력과 규제를 통해 21세기 권위주의 통치구조와 디지털 독재를 확립해 가는 과정을 설명하였다. 또한 중국 사회에 구축된 사회신용체계는 중국의 개개인들을 통제의 대상으로 ‘개인행동잉여’를 데이터화하고 타자화 시키면서, 결국 국가의 정치적 통제능력을 강화할 뿐 아니라, 21세기 개인화된 권력과 당-정 국가와 사회의 연속체를 유지시켜 나가는 과정을 살펴보았다.

영어초록

In the past 40 years after China's reform and opening-up, the relationship between the party-state and society has undergone many changes. In the early days of reform and opening-up, Chinese society was still difficult to distinguish between the party-state and society, but today's Chinese society has gained considerable autonomy compared to the past within the basic framework of the party-state and society. In the past, it has changed from a cellularized totalitarian society composed of socialist working units to a Chinese society that guarantees social and economic autonomy to a certain extent. Another major change recently faced by Chinese society is the rapid transition to the digital era. In particular, China's development into a digital economy simplified and convenient life for Chinese people by connecting business transactions and payment methods online, while the party and the government, on the other hand, have opportunities to monitor citizens and means to efficiently control Chinese society. The Chinese government is adopting a variety of strategies, such as utilizing the vast amount of data obtained through the revitalization of private IT companies and the digital economy to suit the will of the party and the government, and drawing up various policies and regulations to access and collect data from private companies. China's digital control strategy contains Xi Jinping's vision to build a so-called ‘technology-authoritarian superpower’ through big brothers, surveillance power that monitors and controls individuals such as cyber networks controlled by government agencies, social surveillance systems and algorithms. This study explained the development of China's digital economy and the process of establishing authoritarian governance and digital dictatorship in the 21st century through cooperation and regulation between private IT companies and governments that accumulate AI technology and big data as digital giants. In addition, the social credit system established in Chinese society not only strengthened the state's political control capability, but also held the process of maintaining the continuum of party-state and society, and a personalized power of 21st century.
