초록

본 연구는 국제해양질서 변화에 따른 중국의 동중국해 대륙붕 정책이 어떻게 발현되고 있는지를 조명하는 것을 목적으로 한다. 논쟁의 초점은 지전략이란 관점에서 중일대륙붕공동개발구역을 둘러싼 해양자원의 ‘공동개발’이라는 경제적 접근과 ‘힘의 투사’라는 안보적 접근으로 중국의 대륙붕 정책의 특징과 한계에 초점을 맞추고자 한다. 지전략은 지정학, 지경학, 지문화적 측면을 전부 포괄하는 복합적인 개념으로 핵심이익 확보라는 측면에서 중국의 대륙붕 정책은 해양자원 확보와 해양안보 고려라는 속성을 담고 있다. 특히 중일공동개발구역을 둘러싼 중국의 대륙붕 정책은 중일관계의 진전에 영향을 끼치면서 전민족의 해양문화 자긍심을 강화하는 특징을 보인다. 향후 중일공동개발구역은 해양자원 개발과 해양안보 강화를 위한 각축장이 될 가능성이 커 보이기 때문에, 중일 양국은 성실한 협력과 자제의 의무를 기반으로 해양 협력을 향한 다양한 전략적 고민 속에서 새로운 기회를 적극적으로 모색해야 한다. 하지만 중국의 대륙붕 정책은 구조적 변수로써 미국의 영향력에서 탈피하기 어렵고, 일본과 해양자원 개발을 위한 협상 과정에서 괴리를 좁히지 못하고 있으며, 해양영토 주권과 직결된 민족주의를 촉발하고 있다. 이러한 중국의 동중국해 대륙붕 정책은 한국의 대륙붕 정책에도 중요한 시사점을 제공한다.

영어초록

The purpose of this study is to examine how China’s East China Sea continental shelf policy is revealed due to changes in the international maritime order. The focus of the debate is to analyze the characteristics and limitations of China’s continental shelf policy with the economic approach of “joint development” of ocean resources surrounding the Sino-Japanese continental shelf joint development zone and the security approach of “power projection” from the perspective of Geo-strategy. Geo-strategy is a complex concept that encompasses all aspects of geopolitics, geology, and fingerprinting, and China’s continental shelf policy has the attributes of securing ocean resources and considering ocean security in terms of securing core interests. As such a core interest, the Geo-Strategy has been promoted along with strengthening influence in the ocean resource system surrounded by the development problem of the Sino-Japanese joint development zone, was influenced by the development of Sino-Japanese relations, and expresses the characteristics of strengthening the pride of the entire nation’s maritime culture. In the future, the Sino-Japanese Joint Development Zone is likely to become a venue for both countries to develop ocean resources and strengthen ocean security, so the two countries should actively seek new opportunities in various strategic concerns for maritime cooperation based on their sincere cooperation and restraint. However, China’s continental shelf policy is difficult to break away from as a variable for the United States, and it has not been able to narrow the gap in the process of negotiations for marine resource development with Japan, and has limitations in triggering nationalism directly related to maritime territorial sovereignty. China’s East China Sea continental shelf policy reviewed above provides important implications for Korea’s continental shelf policy.
