북유럽 한인 디아스포라 커뮤니티의 지속과 변화: 스웨덴, 노르웨이, 핀란드 거주 한인을 중심으로 (Continuity and Changes of Korean Diaspora Communities in Northern Europe: Focusing on Sweden, Norway and Finland)

초록

이 연구는 북유럽 거주 한인을 대상으로 한 현지조사에 기초하여 이민 1세대부터 현재 에 이르기까지 북유럽 한인 디아스포라 커뮤니티 및 네트워크의 지속과 변화를 설명한다. 2017년 4월 20일~6월 7일 동안 북유럽 거주 한인을 대상으로 한 온 ‧오프라인 설문조 사 및 4월 20일~4월 26일간 현지 심층면접(depth interview)을 통해 확보한 1차 자료를 분석하였다. 모집단을 대표할 정도로 의미있는 규모의 표본을 확보하여 결과를 분석하는 양적 연구(Large-N 연구)가 아닌 질적 연구방법에 충실한 연구로서, 설문조사를 실행하 되 심층면접을 통해 한계를 보완한 서술적 사례 연구에 해당한다. 설문을 통해 북유럽 거주 한인커뮤니티 및 네트워크, 한국에 대한 현지인들의 이미지, 한인 정체성 유지 및 유대관계를 유지하기 위한 노력, 한국 정부에 대한 정책적 지원에 대한 요구 등의 항목별 응답을 분석하고 일반인, 전문가, 정책담당자를 포함한 심층인터뷰를 통해 향후 북유럽 거주 한인 특성의 지속과 변화를 확인하였다. 연구 결과 북유럽 특유의 정치제도, 사회, 문화적 특수성이 북유럽 한인의 정체성과 인식에 큰 영향을 미치고 있음을 확인할 수 있다. 특히 민주주의 심화, 복지 확대, 교육 개혁 등 한국의 주요 정치 이슈에 대해 보수 적 국가 중심적 가치와 진보적 사회 개혁 정책 필요성에 대한 주장이 혼재되어 있다. 북 유럽 이주 한인 1세대와는 달리 2세와 3세는 온라인 네트워크에 기초한 보다 개인적이고 자유로운 방식의 느슨한 커뮤니티를 지향하는 경향을 강하게 나타낸다. 북유럽 복지모델 과 교육체계, 보다 평등한 사회질서와 다양성을 존중하는 문화에 대한 관심이 높아지고 있는 상황에서 북유럽 국가들과 한국 정부, 문화, 사회단체, 학계의 교류가 증진되고 있 으며 이 과정에 북유럽 거주 한인은 중요한 역할을 할 수 있는 가능성을 내재하고 있다. 정부의 재외동포 정책이 현지 한인 커뮤니티에 갈등 조정적 기능보다는 세대 갈등을 증 폭시키는 방향으로 작용할 가능성이 있다. 북유럽에 대한 형식적이고 단편적인 이해를 넘어선 교류·협력을 위해서는 재북유럽 한인과 네트워크의 특성에 대한 이해, 정부의 정 확한 현지에 대한 이해 및 적절한 지원이 필요하다.

영어초록

This study explains the continuity and change of the Korean Diaspora communities and networks in Northern Europe from the first generation to the present, based on a field survey of Koreans living in Northern Europe. Through on-line and off-line surveys to Koreans living in Northern Europe from April 20 to June 7, 2017, and the first interviewed data from April 20 to April 26, it was collected a meaningful raw data. As a research that is faithful to the qualitative research methods rather than the quantitative research (Large-N research) that secures a sample of a meaningful size to represent a population and analyzes the results, it is conducted by a survey but more corresponds to qualitative study. This study analyzed responses of the Korean communities and networks in Northern Europe, the image of locals to Korea, the efforts to maintain Korean identity and bond, the demand for policy support to the Korean government through questionnaire. In addition, through in-depth interviews with Korean Ambassadors and diplomats, executives and people of Korean community, and professionals in three countries, we confirmed the continuity and change of characteristics of Koreans living in Northern Europe. As a result, it can be confirmed that the political system, social and cultural peculiarities of these three of Nordic countries have a great influence on the identity and recognition of Korean people in Northern Europe. Especially, it reveals a mixed attitude of holding the conservative national - centered values ​ ​and asking the necessity of progressive social reform policy on major political issues in Korea such as deepening of democracy, welfare expansion, and education reform. Unlike the first generation of Nordic migrants, the second and third generation tend to be more inclined towards a loose community of more personal and free ways based on online networks. With increasing interest in Nordic welfare models and educational systems, and a egalitarian culture that respects a more equal social order and diversity, exchanges between Nordic countries and the Korean government including cultural, social, and academic interests are being promoted, local Koreans have the possibility to play an important role. In the other hands, it is possible that the government's overseas Koreans policy will act to amplify the generation conflicts rather than conflict-mediation functions in the local Korean community. For exchanges and cooperation beyond formal and fragmentary understanding of the Nordic countries, it would be necessary to give a precise and appropriate support to the locales by Korean government based on exact understanding the characteristics of the Nordic Koreans’ networks.
