2024년 북러조약 체결: 전략적 의미와 한국의 대응 전략 (Strategic significance of the North Korea- Russia Treaty and ROK’s response strategy)

초록

2024년 6월 19일 북러 정상회담에서 ‘포괄적인 전략적 동반자 관계에 관한 조약’, 소위 북러조약이 체결되었다. 러우전쟁이 지속되는 가운데 체결된 북러조약은 ‘사실상의 군사동맹’ 조약으로 한러는 물론 동북아뿐 아니라관련 국가들에게 다층의 전략적 함의와 시사점을 던져주고 있다.
북러조약은 북러 군사협력 강화 가능성 확대, 대북제재 무력화 경향 심화, 북러 경제협력의 활성화 등 전략적으로 활용될 다양한 의미를 내포하고 있다. 북러조약은 북러관계를 외교⋅안보, 군사, 경제, 문화 및 인적교류 차원에서 대대적으로 활성화하는 계기를 마련해주고 있을 뿐 아니라 한반도와 동북아시아를 둘러싼 모든 국가 간 양자와 다자 차원에서의 관계에영향을 미칠 것이다. 특히 북러관계 밀착과 군사동맹의 복원은 북러 첨단군사기술 협력, 북한의 핵-미사일 무장화 가속화 가능성 등으로 이어질 수있다는 점에서 이에 상응하는 전략적 대응책이 마련되어야 한다.
북러조약 체결 이후 한국 외교의 핵심은 한미동맹과 한미일 안보협력을강화해 나가고, 유라시아 안보질서 재편까지 염두에 두면서 우호 국가 및글로벌 사우스와의 협력 관계 심화 등 외교적 지평을 확대하고 전략적 역량을 확충해 나가는 것이어야 한다. 한국의 대응 전략은 첫째, 동맹과 자유⋅ 민주 우방 세력과의 전략 협력 강화, 둘째, 북⋅중⋅러 3각 연대 구축 가능성에 대한 면밀한 관찰과 이에 상응하는 자강적 대응책 강화, 셋째, 한러관계의 위기관리와 북러 관계 발전에 따른 단계적 대응이 긴요하다.

영어초록

On June 19, 2024, the North Korea-Russia Summit concluded the ‘Treaty on Comprehensive Strategic Partnership’. The North Korea-Russia Treaty is a ‘de facto military alliance’ treaty that provides multi-layered strategic implications and suggestions not only to South Korea and Russia but also to Northeast Asia and related countries. The North Korea-Russia Treaty contains various meanings that can be strategically utilized, such as expanding the possibility of strengthening North Korea-Russia military cooperation, deepening the trend of weakening sanctions against North Korea, and activating North Korea-Russia economic cooperation.
The North Korea-Russia Treaty not only provides an opportunity to significantly activate North Korea-Russia relations in terms of diplomacy, security, military, economy, culture, and human exchanges, but will also affect bilateral and multilateral relations between all countries surrounding the Korean Peninsula and Northeast Asia. In particular, since the close relationship between North Korea and Russia and the restoration of the military alliance can lead to cooperation between North Korea and Russia in advanced military technology and the possibility of accelerating North Korea’s nuclear and missile armament, corresponding strategic countermeasures must be prepared.
After the conclusion of the North Korea-Russia Treaty, the core of South Korea’s diplomacy should be to strengthen the ROK-US alliance and ROK-US-Japan security cooperation, and to expand diplomatic horizons and strategic capabilities by deepening cooperative relations with friendly countries and the Global South while keeping in mind the reorganization of the Eurasian security order. ROK’s response strategy should be, first, to strengthen strategic cooperation with allies and liberal and democratic allies, second, to closely observe the possibility of establishing a trilateral alliance among North Korea, China, and Russia and to strengthen self-reliant countermeasures accordingly, and third, to urgently manage the crisis in South Korea-Russia relations and to respond in stages according to the development of North Korea-Russia relations.
