초록

북한의 대남도발의 역사는 한반도에 두 개의 국가가 수립된 이후 시작되어 6‧25전쟁과 같은 직접적인 군사 충돌에서부터 오늘날 대량살상무기 위협에 이르기까지 다양한 위협의 양상뿐만 아니라 위협의 수준까지 점차 고조되고 있다. 상대적인 국력과 군사력이 우세했던 김일성 체제에서의 대남도발은 6‧25전쟁과 같은 직접적 침투와 대남 선전과 같은 간접적 침투 등 침투의 양상도 다양했을 뿐만 아니라 횟수도 잦았다. 탈냉전 이후 체제 경쟁이 무의미해지고 생존의 기로에 선 김정일 체제에서는 화전양면 전술을 사용하며 대남 위협의 수준을 높여 갔다. 사실상의 핵무기 보유국가가 된 김정은 체제에서는 대남도발의 양상도 재래식 위협에서부터 핵실험과 미사일과 같은 대량살상무기 위협, 사이버전, 심리전 등 다양해졌다.
본 연구는 70년이 넘는 시간 동안 북한의 대남도발의 유형은 어떻게 변모해 왔고 어떤 요인으로 자행되어 왔는가라는 연구문제에 답을 찾으려 한다. 김일성-김정일-김정은으로 이어지는 3대 세습 동안 북한은 어떤 목표와 의도를 가지고 대남도발을 실행해 왔는지를 파악하려는 것이다. 북한은 건국 이후 오늘날까지 노동당 규약과 헌법을 수차례 개정해 왔지만 ‘전(全) 한반도의 공산화’라는 제1의 국가 목표는 변하지 않고 있다. 한반도의 공산화라는 대전제 아래 자행되어 온 대남도발은 북한 내부의 상황과 대외적 상황에 따라 자행되었고 때로는 남북한 관계의 양상에 따라 나타나기도 하였다. 최근 핵실험과 미사일 발사 등 대량살상무기의 빈번한 위협에 맞서 대화와 협상, 방어적 군사대응책을 수립하려는 우리 정부의 노력이 이어지고 있다. 다만 대응책을 수립하는데 있어 북한의 도발 요인을 찾아 대남도발의 환경을 관리하는 것이 우선되어야 할 것이다.

The history of North Korea's provocations against South Korea began after the establishment of two countries on the Korean Peninsula, and the level of the threat as well as the various aspects of the threat has gradually increased, from direct military conflict such as the Korean War to today's threat of weapons of mass destruction. . Under Kim Il-sung's regime, which had relative national and military power, provocations against South Korea not only varied in form but were also frequent, including direct infiltration such as the Korean War and indirect infiltration such as propaganda against South Korea. After the end of the Cold War, system competition became meaningless and the Kim Jong-il regime, which was at a crossroads for survival, used slash-and-burn tactics and raised the level of threats against South Korea. Under Kim Jong-un's regime, which has become a de facto nuclear weapons state, the aspects of provocations against South Korea have also diversified, from conventional threats to threats of weapons of mass destruction such as nuclear tests and missiles, cyber warfare, and psychological warfare.
This study seeks to answer the research questions of how North Korea's provocations against South Korea have changed over the past 70 years and what factors have led to them. The goal is to understand what goals and intentions North Korea had in carrying out provocations against South Korea during the three generations of hereditary succession from Kim Il-sung, Kim Jong-il, and Kim Jong-un. North Korea has revised the Labor Party rules and constitution several times since its founding until today, but the primary national goal of ‘communization of the entire Korean Peninsula’ has not changed. Provocations against South Korea, which have been committed under the premise of communism on the Korean Peninsula, were carried out depending on North Korea's internal and external circumstances, and sometimes appeared depending on the aspects of inter-Korean relations. Our government's efforts to establish dialogue, negotiations, and defensive military responses to the frequent threats of weapons of mass destruction, such as recent nuclear tests and missile launches, are continuing. However, in establishing countermeasures, priority should be given to finding the causes of North Korea's provocations and managing the environment for provocations against South Korea.
