초록

이 논문은 타국의 핵협상 사례를 분석 비교하여 북핵 협상의 문제점을 분석하고 향후 정책 방향을 제시하는데 목적이 있다. 미국은 핵 확산방지의 목표 하에 협상대상국에 따라 ‘맞춤형 핵정책’으로 구체화되어 왔으며, 해당 국가의 핵개발 동기와 전략적 가치에 따라 다른 양상으로 나타났다. 핵개발 동기의 경우, 안보는 사활적 이익이고 정치적 보장 보다는 경제적 이득 제공이 용이하다는 점에서 협상타결에 안보모델이 가장 힘들며 경제모델이 보다 이하다. 그런데 북한은 체제의 안보와 정권의 안보가 동일시되며 세 모델이 혼재되어 있고 특히 안보모델의 성격이 강하다는 점에서 협상에 어려움을 주고 있다. 전략적 가치의 경우, 이란은 석유자원 등 경제적 이익을 제공하고, 파키스탄은 테러방지 및 민주주의 확산의 전초기지 등 비국가행위자들의 위협에 대한 비용을 감소시키며, 인도는 중국의 부상에 대응하는 정치적⋅군사적 편익을 제공하는 등 스스로 전략적 가치를 높이며 협상을 긍정적으로 이끌었다. 반면 북한은 핵실험과 미사일 발사 등 군사적 압박을 통해 협상력을 높이려고 하고 있다. 향후 북핵 협상이 핵 포기로 귀결되려면 북한이 동북아의 정치적 지형을 이용하여 자신의 전략적 가치를 높이는 방식에 주목해야 한다. 한국은 미국, 일본, 러시아 등 국가별로 가용자원을 적절히 조합, 활용하고, 남북 간 신뢰성 회복을 통해 핵 보유동기를줄여나가는 한편, 핵 폐기를 위한 단계적 접근을 통해 미국과 북한 간에 적극적으로 중재자 역할에 나서야 한다.

영어초록

This thesis aims at analyzing the issues and suggesting the future policy directions on the North Korean nuclear issues through comparing and analyzing other international nuclear negotiation cases. U. S. has specified the “tailored nuclear policies” depending on the negotiation counterparts under the goal of nuclear nonproliferation and showed various approaches according to the nuclear development motives and the strategic values of the opponents. In the cases of nuclear development motives, security is a vital interest, and economic benefits are easer to provide than political guarantee, therefore, the security model is the most difficult to adopt and the economic model is easier to reach the agreement. However, North Korea makes the negotiations difficult with its considering the security of system as that of the regime and the mixed three negotiation models in the case, and especially, the outstanding security model among them. In the case of strategic values, each country had improved its strategic values and led the negotiation positively. For example, Iran was provided the financial benefits such as petroleum resources and so forth, then, Pakistan was supported to decrease the cost which was made by the threats from non-state actors, and India was supplemented with the political and military advantages to respond the rise of China. Meanwhile, North Korea has strengthened the negotiating power through the military pressure such as nuclear tests and missile launchings. From now on, to lead North Korea to abandon its nuclear at the negotiating table, the North Korean methods to enhance its strategic values utilizing the geopolitical factors of North East Asia should be noticed. South Korea should properly combine and utilize the available resources in the relation of U. S., Japan and Russia and reduce the motives of being a nuclear power through restoring the mutual trust between South and North Korea, and accordingly, perform the active mediator between U. S. and North Korea through the phased approaches to dismantle the North Korean nuclear.
