전시체제기 시바우라(芝浦)海軍施設補給部의 조선인 군속 동원 (Mobilization of Korean Civilians in Military Employment by the Shibaura Naval Engineering Supply Office during 'the War Time’)

초록

전시체제기에 일본이 자행한 조선인 강제동원에 대한 연구에서, 동원의 주체였던 일본 정부 및 기업이 작성한 ‘명부자료’를 분석ㆍ연구하는 작업은 매우 중요하다. 이를 통해 구체적인 동원 실태를 파악할 수 있기 때문이다. 이를 위해 본고는 일본 해군으로 강제동원된 조선인 약 7만9천 명의 기록으로 이루어진 「舊日本海軍 朝鮮人 軍屬 關聯 資料(2009)」(이하 「해군군속자료(2009)」에 대한 분석을 통해 확보한 데이터를 기반으로 시바우라해군시설보급부(이하 시바우라보급부)의 실태를 파악하였다.
국제조약의 제약이 사라진 1937년부터 일본은 미국과의 주된 전투지역으로 상정한, 이른바 ‘남양군도’라 부른 서부 태평양 지역에 대한 군사시설의 구축을 강화하였다. 해군 주도로 진행되던 공사는, 보다 신속한 시설 확충을 위해 1940년 12월, 이를 전담하는 부서로써 해당 지역을 관할하는 제4함대 산하에 第4特設海軍施設部(이하 제4시설부)를 설립했다. 시바우라보급부는 제4시설부의 인력과 자재를 공급하는 후방 지원업무를 담당하던 부서가 1943년 4월 확대ㆍ개편된 것이었다. 시바우라보급부는 최초 설립 목적과는 달리, 제4시설부 외에도 第8特設海軍建設部와 다수의 特設海軍設營隊 등의 여러 부대ㆍ부서의 인력과 자재의 공급을 담당하였다. 즉 전체 서부 태평양 지역의 공사에 필요한 인력의 공급을 담당한 부서였던 것이다. 따라서 이 지역으로의 조선인 군속 투입에는 시바우라보급가 중요한 역할을 담당하였다고 파악된다.
「해군군속자료(2009)」에서 ‘소속’이 시바우라보급부로 확인되는 인원은 약 9천5백 명에 이른다. 이는 해당 자료에서 확인되는 약 44종 197개의 부대ㆍ부서 중, 단일 부대로써는 가장 많은 수이다. 제4시설부에 투입된 약 4천 3백 명을 합친, 총 1만 3천 8백 여 명의 동원 실태를 살펴보면 다음과 같다.
첫째, 이들은 태평양전쟁 이전부터 일본이 이미 점유하고 있던 ‘南洋群島’ 지역은 물론이고, 길버트ㆍ비스마르크ㆍ솔로몬 제도 및 웨이크 등 새로이 침략ㆍ점령한 지역에까지 투입되었다. 한편 1944년 중반 이후부터는 주로 도쿄와 같은 일본 지역에만 투입되었다.
둘째, 이들의 투입시기는 1941년 2월부터 확인되며, 1942년 약 6천 명, 1943년과 1944년 각각 약 2천 8백 명씩이 서부 태평양 지역으로 투입되었다. 언제부터 조선인 군속들이 해당 지역으로 투입되었는지는 명확하지 않으나, 진주만 기습 이전부터 투입된 것을 확인할 수 있다.
셋째, 이들의 출신 지역은 13개 도, 241개 府ㆍ郡에 분포하고 있다. 전국 각지에서 동원되었지만, 전남에서 가장 많은 수가 동원되었고, 전북, 경북, 경기, 강원 등지에서도 다수의 인원이 동원되었다. 이때 郡을 단위로 특정 시기에 특정 지역에서 동원되는 양상이 확인된다.
마지막으로 시바우라보급보와 제4시설부 소속으로 각 지역에 투입된 조선인들은 전체 인원의 약 30%에 달하는 약 4천1백 명이 사망하였다. 이들의 사망 형태는 투입 지역의 전투 상황에 따라 차이를 보이는데, 미군의 지상 공격으로 점령당한 ‘전멸 지역’의 경우 미군과의 직접적인 전투로 사망하는 경우가 대다수를 차지하고 있다. 이에 반해 미군이 우회ㆍ진격함으로써 고립된 ‘고립 지역’의 경우 질병으로 인한 사망이 높은 비율을 나타낸다. 한편 이동하기 위해 승선한 선박이 미군의 공격으로 침몰함으로써 사망한 경우도 다수에 이른다.

영어초록

In the study on the compulsory mobilization committed by Japan during the Asia-Pacific War, analyzing and examining the list information written by the Japanese government and the businesses, the two main players that played a principal role in the mobilization is crucial. This is because such examination can provide a greater understanding of the actual conditions of mobilization. To that end, this paper sheds light on what actually occurred at the Shibaura Naval Engineering Supply Office(hereinafter referred to as the Shibaura Supply Office). The increased understanding of the conditions is based on the data collected by analyzing the “Document of the Korean Employee in the Imperial Japanese Navy(2009)”(hereinafter referred to as the Document of the Korean Employee(2009)) which is composed of the records of 79,000 Koreans who were forcefully mobilized to the Japanese Navy.
Starting in 1937, when the restrictions imposed by an international treaty were lifted, Japan reinforced the establishment of military facilities in the Western Pacific Region, the so-called “South Sea Islands.” This region was proposed as a main battlefield against the U.S. In December 1940, the navy, leading the construction efforts for a faster expansion of facilities, founded the Fourth Specially Established Naval Civil Engineering Office(hereinafter referred to as the Fourth Engineering Office) as a department in charge. At that time, the Fourth Engineering Office was under the Fourth Fleet, which had jurisdiction over the region. The Shibaura Supply Office was an expansion and reorganization of the department that used to be responsible for supplying labor and resources for the Fourth Engineering Office on the home front in April 1943. However, the Shibaura Supply Office, apart from its initial purpose, had to provide manpower and resources not only to the Fourth Engineering Office but also to many other military units and departments including the Eighth Specially Established Naval Civil Engineering Office and a number of specially established naval civil engineering offices. In other words, it was the supply office in charge of providing manpower necessary for the construction projects taking place across the entire Western Pacific Region. In this regard, it can be concluded that the Shibaura Supply Office played a pivotal role in assigning Korean civilians in military employment to this area.
According to the "Document of the Korean Employee (2009)", the confirmed number of Korean civilians 'belonging to' the Shibaura Supply Office reached approximately 9,500. This is the largest number for a single military unit among the 44 types of 197 military units and departments, which have been confirmed in the relevant document. The actual conditions of the mobilization of a total of 13,800 Korean employees, including 43,000 deployed to the Fourth Engineering Office, are as follows: First, even before the Pacific War, they were deployed not only to the South Sea Islands, which Japan had already taken over, but also to the Gilbert Islands-Bismarck Archipelago-Solomon Islands as well as Wake Island, the islands that Japan had invaded and gained control over. However, after mid-1944, Korean civilians were assigned only to the regions within Japan, such as Tokyo.
Secondly, the time they were first deployed has been confirmed to February 1941: some 6,000 were deployed in 1942 and around 2,800 each in 1943 and 1944 to the Western Pacific Region. Although the exact dates they were first transported to the areas concerned is not clear, it can be confirmed that Koreans were in place even before the attack on Pearl Harbor.
Thirdly, the areas where Korean civilians came from included 241 Urban Prefectures and Counties across 13 Provinces; however, the largest number of people were from Jeollanam-do Province. It appears that people were mobilized from certain ares - by County - at specific times. It can be also concluded that the time of mobilization was determined according to the dates they would be assigned to specific units and departments. First, Koreans from across the nation were transported to Busan and then assigned to units and departments on specified dates. Later, they were moved to each region by ship.
Lastly, approximately 4,100 Korean civilians, 30% of all those under the control of Shibaura Supply Office and the Fourth Engineering Office who were assigned to each region, were killed. How they died varies depending on the battle situation of each region. In annihilated areas that were decimated by the ground attacks of US forces, most of the Korean employees lost their lives during direct combat with US troops. On the other hand, in isolated areas, which were isolated when US forces bypassed or advanced, the primary cause of the high death rate was disease. In addition, in many cases, they were killed when the ships in which they were traveling were sunk by US Armed Forces.
