우리나라 역대 행정부의 정책체제의 특징에 관한 고찰 (On the Characteristics of Korean Administrations' Policy Systems)

초록

이 글은 대한민국 정부 수립 후 역대 행정부별 정책체제의 특성을 고찰해 보는데 주안점을 두고 있다. 이스턴(D. Easton)이 제시한 ‘정치체제’ 개념의 모호성 때문에 이 글에서는 ‘정책체제’의 개념을 “정책과정(policy process)을 주도적으로 이끄는 정책 주체 및 그와 영향을 주고받는 사회 내･외적 환경간의 상호작용 체제”로 정의하여 사용하고자 한다.
각 행정부 정책체제의 특성 분석에서는 정책체제의 주요 요소 가운데 통치엘리트의 지배 이념 및 주요 정책기조, 정책결정 구조의 특징, 정책환경적 특징을 중심으로 살펴보고자 한다.
각 행정부별 정책체제 특성의 분석 결과 이승만 행정부･장면 행정부는 근대관료제 형성기, 박정희 행정부･전두환 행정부･노태우 행정부는 관료적 권위주의 체제기, 김영삼 행정부･김대중 행정부･노무현 행정부는 뉴거버넌스 추구기, 그리고 이명박 행정부는 전통적 국정관리체제로의 전환기로 각 정책체제의 유형(types of policy systems)을 구분할 수 있을 것이다.

영어초록

This paper examines the characteristics of Korean administrations' policy systems. David Easton has proposed the political system model as a empirically oriented general theory in political science. But the concept of political system lacks the conceptual clarity and is grounded on the old governance model. So, this paper proposes the ‘policy system' as a tool for analyzing the political life in policy process.
In this paper, the policy system has been defined as “the interactive system that consists of policy authorities and its environments which exert influence each other in policy process”. In analyzing the characteristics of Korean administrations, this paper has chosen the ideologies of ruling elite and principal policy orientation, the structures of policy-making, intra and extra societal environments as key elements of policy system.
Based on the characteristics of each administrations' policy system, this paper has categorized the Rhee Syngman administration's policy system as the constructing stage of modern bureaucracy, Chang Myun adminstration as the trial period of democratic government, the first Park Cheonghee administration as the stage of heading for bureaucratic authoritarianism, the latter Park Cheonghee administration as the strengthening stage of bureaucratic authoritarianism, Chun Doowhan administration as the cracking stage of bureaucratic authoritarianism, Roh Taewoo administration as the sinking and dismantling stage of bureaucratic authoritarianism, Kim Youngsam administration as the germinal stage of new governance, Kim Daejung administration as the stage of heading for new governance, Roh Moohyun administration as embodying stage of new governance, and Lee Myungbak administration as the stage of returning to traditional governance.
