관심전환이론을 통해 본 아웅산 테러 사건 연구 (Aung San terrorism case study on the diversionary theory of war)

초록

본 연구는 국내정치 요인에 관한 대표적 외교정책이론 중의 하나인 관심전환이론에 근거하여 북한이 아웅산 테러 사건을 일으킨 원인을 국내 불안정 요소 즉, 북한의 정치 및 경제적 측면에서 분석하였다. 관심전환이론은 정치지도자들이 대중들의 관심을 국내정치 및 경제적 문제로부터 국외로 돌리기 위해 전쟁을 포함한 모험적인 대외정책을 시도한다는 것이다. 아웅산 테러의 원인을 관심전환이론 측면에서 분석한 결과 첫째, 북한의 국내정치적 측면에서 김정일 권력승계의 불안정으로 그 원인은 이데올로기 위주의 혁명 지속과 경제발전 위주의 실용주의 정책 간의 딜레마와 반혁명 세력의 도전과 그에 따른 김정일의 상징조작으로 나타났다. 둘째, 경제적 측면에서는 대외무역 실적 저조와 2차 7개년 경제계획 추진 부진으로 이를 해결하기 위해 속도전과 동원체제식 경제정책을 추진하였지만, 성장동력의 유지가 불가능하여 경제가 더욱 어려워졌다. 이런 불안정한 상황에서 김정일은 1980년 6차 당대회부터 정치 및 경제개혁을 실시하였다. 하지만 국내자원 동원능력의 미흡으로 아웅산 테러를 일으켰다. 북한은 1980년대 초 한미일 삼각동맹 강화와 한중 경제관계 강화의 시기에 안보위기와 더불어 경제적으로도 불안을 느끼는 시기였다. 아웅산 테러 결과 몇 개 국가와는 외교관계가 단절되고 국제적 지탄을 받았다. 하지만 외교적 성과로 중국 및 소련으로부터 김정일 후계체제의 공개적인 지지를 얻어냈고, 또한, 남한과의 관계도 개선되었다. 중국 및 소련과 안보동맹을 강화하고 경제적 관계가 확대되었다. 본 연구는 북한의 외교정책을 관심전환이론이라는 체계적인 분석틀을 활용하였다는 점과 북한의 리더십 교체기에 내부 동학에 대한 면밀한 검토를 바탕으로 한 이론 활용은 큰 의미가 있다고 하겠다.

영어초록

Based on the diversionary theory of war, one of the representative foreign policy theories on domestic political factors, this study analyzed the causes of the Aung San terror incident in terms of domestic instability, namely the political and economic aspects of North Korea. The diversionary theory of war is that political leaders attempt adventurous foreign policies, including war, to divert public attention away from domestic political and economic issues. According to an analysis of the causes of the Aung San terror attacks in terms of the diversionary theory of war, first of all, the instability of Kim Jong Il's power succession in the domestic political aspect of North Korea resulted in the dilemma between the continuation of the ideological-oriented revolution and the pragmatic policy centered on economic development, the challenge of counter-revolutionary forces and the manipulation of Kim Jong-il's symbolism. Second, on the economic side, the economy became more difficult as it was impossible to maintain growth engines, although the government pushed ahead with speed wars and mobilization-style economic policies to address the low performance of foreign trade and sluggish implementation of the second seven-year economic plan. Under these unstable circumstances, Kim Jong-il carried out political and economic reforms since the sixth party congress in 1980, but his insufficient capacity to mobilize domestic resources led to the Aung San terror attacks. In the early 1980s, North Korea felt uneasy economically as well as the security crisis at a time of strengthening the triangular alliance between South Korea, the U.S. and Japan and strengthening economic ties between South Korea and China. As a result of the Aung San terror attacks, diplomatic relations with several countries were severed and international criticism was raised. However, diplomatic achievements have won public support for Kim Jong-il's succession from China and the Soviet Union, strengthening security alliances with China and the Soviet Union and expanding economic ties. Also, relations with South Korea have improved. This study is very meaningful in that it used the systematic analysis framework of North Korea's foreign policy as the diversionary theory of war and the use of the theory based on a close examination of internal kinetics during the North's leadership transition period.
