『김정일선집』 영역별 분석을 통한 리더십 이미지 유형연구 (Study of Kim Jung-il’s leadership image through the domain-specific analysis of 『KIM JUNG IL SONJIB』)

초록

북한당국은 김정일이 2011년 12월 17일 현지지도 길에서 사망했다고 공식 발표했다. 김정일에 대한 평가는 크게 2가지로 나뉜다. 1994년 김일성사후 최악의 유산을 물려받은 상태에서 북한정권이 생존할 수 있는 최소한의장치는 마련해 놓은 지도자라는 평가와 북한체제를 몰락의 길로 몰고 간 실패한 지도자라는 평가가 그것이다. 대부분의 부정적인 평가에도 불구하고 김정일은 1990년대 이후 북한이 처한 대내외적 위기 상황에서 그 체제를 지금까지 유지하였다는 점은 리더십 연구의 의미를 시사하고 있다. 본 연구는 1990년대 이후 더욱 가중된 경제난을 겪는 냉혹한 현실 속에서 북한체제가 이제까지 무너지지 않고 이어가는 힘이 무엇인지 분석하려는 문제의식에서 출발한다.
북한 연구자들은 북한체제가 붕괴되지 않고 유지되는 원인을 다양한 시각으로 분석해왔고, 이에 대한 논의는 지속되고 있다. 지금까지 북한 최고지도자와 체제유지의 상관성에 관해 접근했던 기존 연구는 정치이데올로기적 측면과 권력현상적 연구가 대부분이었다. 이처럼 북한 지도자의 리더십연구가 정치·권력투쟁에 대한 연구와 크게 다르지 않은 이유는 관련 자료를 수집하는 과정에 다양한 제약이 따른다는 특성에 기인한다. 그동안 연구자들은 북한체제가 유지되는 요인의 하나로 북한 지도자의 담화문을 통해 본 리더십 이미지에 대해서는 의미를 크게 부여하지 않았다. 북한에서 지도자의 담화문은 해당 시기 북한주민에게 지도적 지침이 되고 지도자의 이미지를 각인시키는 중요한 매개체 역할을 해왔다. 북한 지도부는 문헌이라는 매개체를 통하여 특정시기, 특정분야의 문제를 부각시키고 그 문제 해결에 있어 김정일이 정통성, 합법성을 갖춘 지도자임을 강조하고자 하였다. 따라서 북한문헌 분석을 통해 지도자의 이미지 경향성을 밝히는 것은 매우 중요하다.
『김정일선집』영역별 분석을 통해 시기마다 어떠한 이미지 경향성을 띄고 있는지 분석하였다. 매 시기마다 다른 경향성을 보여준 이미지가 매개체 역할을 하면서 단순히 리더의 이미지를 부여하는데 그치지 않고 북한주민들로 하여금 체제에 순응하게 만드는 역할과 함께 체제유지에 기여한 것으로 보인다.
『김정일선집』에 나타난 리더십이미지를 시기에 따른 영역별 분석을 통해 크게 3가지로 유형화하였다. 연구분류 1~2시기는 사상적 리더십이미지, 연구분류 3시기는 이상지향 리더십이미지, 연구분류 4시기는 실용지향 리더십이미지로 명명하였다. 본 연구결과는 김정일이 분명히 정치적 리더십을 가진 북한의 지도자였음을 말해주고 있다. 그러나 북한정권을 이끌어 가기 위해 필요한 리더십은 정치적 리더십만으로 해결되지 않는다. 지금 북한의 정치·경제적 환경은 김일성 시대와 달리 정치적 리더십이 비교우위에 있지 않기 때문이다. 경제적인 부문을 살리면서 정치력을 발휘하는 최고지도자의 리더십이 절실하다. 그러나 북한은 경제 부문을 살리는데 있어 주체와 선군이라는 태생적 모순에 둘러싸여 있는 이데올로기로 인해 방향을 상실했다. 김정일 자신도 이러한 한계로 인해 결국 실용지향 리더십이 미완에 그치게 되었다. 『김정일선집』영역별 비율추이와 내용분석 결과 김정일은 이데올로기적 한계와 실용지향적 정책의 필요성에 대해 알고 있었던 것으로 보인다.

영어초록

Two major opposing viewpoints exist regarding the evaluation of Kim Jung-il’s era. Some people think he has succeeded in conserving at least the minimum political force necessary to keep surviving despite the worst legacy one could have received after the death of his father Kim Il-sung in 1994. Others regard him as a failed leader who has guided North Korea towards its downfall.
Nevertheless, after the death of Kim Il-sung in 1994 and in spite of the extremely difficult environment in North Korea, Kim Jung-il succeeded in maintaining the regime. This fact suggests and merits further studies on his leadership style, however it was perceived domestically or from the international community.
Up to now, researchers have analyzed, from various perspectives, the reasons why the North Korean regime did not collapse and kept on maintaining itself. But most of those studies focused on the internal power struggle in North Korea and did not give too much importance on the study of Kim Jung-il’s leadership image through the speeches and publications of the leader as a means to overcome situation of crisis.
Based on prior studies on North Korea that tried to understand Kim Jung-il’s leadership within the framework of the North Korean system and behavioral pattern, this study intends to focus on the leadership image of the North Korean leader that made possible the preservation of the regime.
Publications in North Korea play not only a role of medium to connect the Party and the popular masses but are also a means to achieve and share the policies and visions of the regime. Therefore documents and related literature are one of the key tools in understanding how the regime was able to sustain itself over time. Through the domain-specific model analysis of 『Kim Jung-il Sonjib』, this study shows, by period of time, the evolution of his image, and how this image played the role of a medium to not only instill the image of the leader but also to make the North Korean population comply to the system and, in the end, maintain the regime. Through the domain-specific model analysis, by time period, of 『Kim Jung-il Sonjib』, the leadership image of Kim Jung-il has been classified into three main different categories. ideological-oriented leadership Image in Period 1-2, Ideal-oriented leadershipImage in Period 3, and Utilitarian leadership Image in Period 4. As the results of this study shows, we cannot deny that Kim Jung-il was indeed a North Korean leader possessing a strong political leadership. Nevertheless, political leadership is not enough to keep the regime up and running. What North Korea needed was a leadership based on growth and no more on survival. And most researchers seem to agree that this is still the case today, in the post-Kim Jung-il’s era.
The political and economic environment North Korea is facing today is different from the time of Kim Il-sung, where the political leadership had a comparative advantage. North Korea is in desperate need of a leader who can save the economy and at the same time maintain a strong political leadership.
Unfortunately, the difficult task of saving the economic sector faces a structural dilemma caused by the inherent double contradictions existing in its own ideology: Juche and Songun (Military-First) policy. And North Korea lost its way in the process.
Because of those limitations, the utilitarian leadership of Kim Jung-il could not be completed but the analysis of 『Kim Jung-il Sonjib』shows that he himself was well aware of those limitations and the need to continue such utilitarian policy.
